S. Branch, director, assisted me with today’s visit. Your program currently operates with a five-star license, issued 8/1/24, earning NAEYC accreditation. Your program was also monitored for compliance with implementing an approved curriculum as required for all four and five star licensed facilities where four-year-old children are enrolled. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-eight percent as of 7/2/26. The NC Secretary of State website was reviewed on 7/2/26 and Grow Early Learning Corp. was listed as current- active. The license was posted, and the restrictions were in compliance. All indoor and outdoor spaces were monitored. Children enrolled in Space #2 were receiving care according to their individual needs including free play, tummy time, bottle feeding and diapering. Children enrolled in space #3 were engaged in outdoor free play, engaging with sand toys and with tricycles and cozy cars. In space #4, children sat on color tiles on the carpet and participated in a group discussion, led by the teacher. Proper handwashing techniques and diapering procedures were observed. Fire and sanitation inspections remain current. Lunch was observed and consisted of meat loaf, green beans, peas, apple slices, and milk. The following violation was observed. Violation Number Comment Rule 1067 Each new employee did not complete, within the first two weeks of employment, six clock hours of training in required topic areas. Staff employed on 6/10/26 did not complete training on the topic area of prevention and control of infectious diseases during the first two weeks of employment. .1101(a)(b) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. These requirements protect children in child care facilities by ensuring these facilities provide a physically safe and healthy environment where the developmental needs of children are met and where children are cared for by qualified staff. Each staff person shall receive 16 hours of orientation within the first 6 weeks of employment. Six of the hours are required to be completed within the first two weeks of employment. Staff employed on 6/10/26 did not complete training on the topic of prevention and control of infectious diseases during the first two weeks of employment. You stated that you had assigned the staff virtual training and were to have a follow-up conversation. Documentation of this training was not located during the visit. Documentation is a key component to remaining complainant with child care requirements and ensuring all required training has been completed. Document training as it occurs. Review your orientation process, materials, and documentation practices to see where improvements can be made. Consultation: Biting- Effective guidance and behavior management techniques focus on the child's development. Today, you shared staff have been experiencing biting when redirecting. You share the facility biting policy. A sample policy located on North Carolina Child Care Health and Safety Resource Center, https://healthychildcare.unc.edu/resources/documents-forms-policies/ may have more information you may choose to include in your policy. Within the sample policy is a list of resources. We talked about looking for additional triggers and observing any actions that may occur prior to the biting. During a previous visit, we talked about the Healthy Social Behaviors (HSB) Project. Their website has a list of resources and trainings your staff may find helpful, such as Preventing Power Struggles with Preschoolers, offered via ZOOM on July 8, 2026. Posted Activity Plans- Activity plans are detailed plans which outline activities that will encourage children’s growth and development. The activities outlined on the activity plan will typically occur during the “Activity Center” times indicated on the daily schedule. They must be current and posted for easy reference by caregivers and parents. Today, in space #4, the activity plan posted was dated June 29, 2026-July 2, 2026. You shared the activity plans are planned in advance and are put on the Teaching Strategies dashboard for approval. Activity plans are typically printed on the morning of the first working day of the week, however, today there was some staffing changes and returning after a long weekend made some challenging transitions for children and staff prioritized the children. You were able to print the already planned activities and post them during the visit. We previously discussed having staff plan activities at least two weeks in advance and to ensure there is time to gather the materials needed and have the plans approved and printed at least one week before the activities are implemented. Today, we discussed having staff print the activity plans as soon as they are approved and storing them behind the current activity plan or in a designated area so they can be posted at the end of the last working day of the week prior. Having them ready and easily accessible in the classroom may increase the likelihood that they will be displayed on the information board at the beginning of the first operating day of the week. Inspections- When inspections are completed, be sure to provide a copy of the approved inspection to the Division within seven calendar days. Your current fire inspection is expiring at the end of July. Set a reminder to send me a copy. Jennifer Linhardt, Licensing Supervisor, accompanied me during the visit. S. Branch, Director, assisted me with the visit. Your program currently operates with a five-star license, issued 8/1/24, meeting all enhanced requirements and reduced ratios and earning NAEYC accreditation. The last annual compliance visit was conducted 11/6/24. The sanitation inspection was completed 8/27/25 with a “Superior” classification. The last fire inspection was conducted 7/10/25 and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety nine percent as of 10/21/25. The NC Secretary of State website was reviewed on 10/21/25 and The East Coast Migrant Head Start Project was listed as current- active. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. A walk-through of the facility was completed, observing all indoor and outdoor environments. Three groups of children observed using the indoor spaces. Children enrolled in space #2, received care according to their individual needs, including bottle feeding and naps. Staff sat with the children, talking to them about items they were playing with, including identifying the color and texture of the item. In space #3, children engaged in indoor free play with playdough, wooden blocks, trucks and dramatic play materials. Staff assisting the children with materials and engaged in conversations with the children, asking open ending questions in English and Spanish. Children enrolled in space #4 transitioned from breakfast to brushing teeth, then whole group. Proper handwashing techniques were observed. Lunch was observed and consisted of spaghetti with ground beef, corn, pears and milk. The following violations was observed. Education is important in identifying manifestations of child maltreatment that can increase the likelihood of appropriate reports to child protection and law enforcement agencies. Training is required to be completed within the first 90 days of employment. Staff employed on 4/7/25 did not have a training certificate on file for review. You stated the staff was required to complete the training during the orientation period. The staff was unable to locate the certificate and began taking the training during the visit. Set reminders at the 30- and 60-day marks of the new staff’s employment to review the file and encourage staff to complete the training within the required time. Pathways to the Stars: Your program currently operates with a five-star license, issued 8/1/24, meeting all enhanced requirements and reduced ratios and earning NAEYC accreditation. During the visit an overview of section .3200 of the child care rules was provided. Each of the following pathway options were discussed: Program Assessment Pathway, Classroom and Instructional Quality Pathway, and Accreditation and Head Start Pathway. Education requirements were also reviewed. You informed me that your facility will continue to pursue Pathway #3: Accreditation and Head Start Pathway. You informed me that you will continue to meet the Enhanced Staff/Child Ratios. The other staff member tended to the non-mobile child’s individual needs, such as bottle feeding and napping. The staff positioned themselves so there were within arm’s reach of the children, for immediate assistance if needed. Consider having different schedules for the toddlers than the infants, such as different outside times. During the period when toddlers are outside, this will allow for a more comfortable time to have tummy time for younger infants without fearing the more mobile children stepping or crawling over the non-mobile children. S. Branch, Director, and L. Nesbitt, Early Childhood Education Coordinator, assisted me with the visit. Your program currently operates with a five-star license, issued 3/2/22, earning 7 points in the education component, 7 points in the program standards component (meeting all enhanced requirements and reduced ratios) and 1 quality point for reduced staff/child ratios by one in each group from the seven point level as required in .2818(c). The last annual compliance visit was conducted 7/28/22. The sanitation inspection was completed 6/26/23 with a “Superior” classification. The last fire inspection was conducted 8/24/22 and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety nine percent as of 7/6/23. The NC Secretary of State website was reviewed on 7/6/23 and East Coast Migrant Head Start Project was listed as current- active. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. Contact me if you need to make any changes to your contact information, e.g., phone numbers, mailing address. You visited each indoor and outdoor space with me. Children enrolled in space #2 were engaged in indoor free play including tummy time, ball toss, music, and blocks. Teachers were observed moving about the classroom engaging in conversation and play with the children. Children enrolled in space #3 engaged in free play in the dramatic play area. Children pretend to cook with their teacher. The group later transisitoned to the outdoor learning environment where they play in the large sand box. In space #4, children participated in group time, answering the question of the day. The teacher and children asked and answered questions in both English and Spanish. The group then transisitoned to learning centers, including art, dramatic play, blocks and table top manipulatives. Learning materials were stored on low lying shelves, for easy access. The outdoor learning space offered push and ride on toys, sand boxes, balls, trucks, and picnic tables. New shade structures have been add. Lunch was observed and consisted of chicken nuggets, sweet potatoes, honey dew, bread, and milk. The following violations were documented. Violation Number Comment Rule 1045 New staff, who had contact with children, did not receive at least 16 hrs. orientation within first 6 weeks. Two staff employed on 5/31/23 did not have documentation of completing 16 hours of orientation within the first 6 weeks of employment. .1101(a) 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. Staff employed on 5/10/22 had an expired First Aid certification on file during the visit. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. Staff employed on 5/10/22 had an expired CRP certification on file during the visit. .1102(d) 1898 Staff did not complete the health and safety training within one year of employment. Staff employed on 5/10/22 and 6/21/22 did not have health and safety training certificates on file for review during the visit. .1102(a) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. The violation(s) documented must be corrected immediately. On or before 7/27/23, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 Technical Assistance: First Aid and CPR Training for Staff- First Aid and CPR training is especially important because the caregiver is fully responsible for all aspects of the health of the children in care. All staff providing direct care for children must have a current First Aid and CPR certification. Staff employed on 5/10/22 had expired First Aid and CPR certifications on file for review. You stated you will have staff recertify and new certification will be filed. Create a tracking tool to assist you with upcoming certification expiration dates. Health and Safety Trainings - Child care providers who have direct responsibility for the care and oversight of children, including center administrators must complete health and safety trainings to comply with the NC Child Care Rules. Trainings can be taken in-person by contacting your local partnership or on-line through the DCDEE Moodle Portal. Child care administrators and staff members must complete health and safety training within one year of employment unless the staff member has completed the training within the year prior to beginning employment. Staff employed on 5/10/22 and 6/21/22 did not have Health and Safety Training certificates on file for review during the visit. You stated staff complete the trainings during orientation and the certificates were not filed properly. Have staff log into Moodle to reprint training certificates or complete the trainings. Remind staff when completing training to save a copy for their records and print a copy for their personnel file. Orientation- Employee orientation is the process of introducing newly hired employees to their new workplace. It provides the basic organizational information employees need to feel prepared for their new role within the facility. Effective employee orientation makes employees aware of company policies and expectations, handles essential paperwork, and answers any questions or concerns they may have before they transition into their new positions. Two staff employed on 5/31/23 did not have documentation of completing 16 hours of orientation on file for review. You stated you had conducted orientation with the staff members but had not documented on the log. You were able to review your files to find the dates and times of orientation session and will document them on the log. To ensure proper documentation, documents each orientation session when it is completed. Additional Comments: Moodle Support - The Division of Child Development and Early Education offers early childhood professionals a wide range of professional development opportunities through our online learning platform Moodle. As we continue expanding our training offerings, DCDEE has established a new email address and phone number for Moodle Support. The Martin-Pitt Partnership for Children is able to provide you with resources and information, training opportunities, technical assistance on child care issues, and assistance with the Environment Rating Scales. Be knowledgeable of the child care laws and rules, review the with your center staff, and assist your staff with maintaining compliance with the laws and rules. Download a copy of the Item Number Listing which can be used as a checklist for your program. The “What’s New” tab on the DCDEE website has new, trending information. Check the designated facility email at least weekly to stay current with communication and email blast from DCDEE. Email blasts are sent from DCDEE to facility contact email; however, anyone can sign up, go to the DCDEE website, https://ncchildcare.ncdhhs.gov/ and click on the “What’s New” tab at the top. The latest information is listed on the left, but you can sign up to receive the email blast on the right.
