Name of Operation: VANSTORY HILLS PRIME TIME Facility ID: 26001633 Consultant: RONA DAVIS Operation Type: Center Case Number: Visit Date: 9/21/2023 Number Present: 51 Completed Date: 9/21/2023 Age: From 7 To 11 Total Minutes: 185 Time In: 02:40 PM Time Out: 05:45 PM Time In: Time Out: List to Use: Center Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of today's visit was to monitor compliance with applicable child care requirements pertinent to a routine unannounced visit. The previous Annual Compliance Visit was completed March 2, 2023, and prior to today’s visit, the eighteen-month compliance history score was 93%, which is above 75% as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a three-star license issued February 27, 2020. The License was based on the program earning four points in education standards, two points in program standards, and one quality point by a child care administrator having at least 10 years of documented child care administrative work experience in a licensed program that can be verified by the Division. The information on record with DCDEE was verified as correct by Jaqueline Walker, Traveling Program Coordinator. Current Inspections are as follows: Sanitation Classification of superior completed May 17, 2021. Fire Classification of approved completed September 20, 2021. I was greeted by Tammy Chambers, Site Director. Jacqueline Walker arrived during the visit. Both assisted me while I observed the indoor area. According to the facility’s license, the playground area does not meet child care playground safety standards. Therefore, the outdoor area was observed, but not monitored for applicable child care requirements. There were fifty-one children in care. Children waited in line to enter the building approximately five minutes. Attendance was taken. They used the entrance for the stage to get into the cafeteria due to children who were being picked up by parents blocking the hallway entrance into the cafeteria. Children placed their belongings in individual bins and sat at the tables. Attendance was taken again. Once children were not blocking the exit doors for the hallway, children lined up to wash hands. Two groups went outdoors, and one group went into the kitchen to get snack. A teacher was standing inside the kitchen near the door. Snack consisted of Cheetos puffs and chilled apple juice. After snack children participated in several activities (blocks, science, dramatic play, tabletop games, art, manipulatives, and homework). Two other groups came inside separately. Children lined up for snack. Both teachers stood outside of the kitchen door as children went into the kitchen to get their snack. After snack the children participated in various activities that were set up on tables. Developmentally age appropriate materials like, Legos, blocks, animals, people, Uno cards, puzzles, dominoes, markers, crayons, paper and glue were used. Parents were greeted and acknowledged during children’s departure. Children were given directions and behaviors were redirected as needed. All staff members were new. Therefore, five staff files were monitored during the visit. At the completion of the visit, the Visit Summary was reviewed with J. Walker. The following violations were observed. Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. Children went into a kitchen that contains a stove and hot water to get their snack. One group leader stood inside, at the kitchen door. Two other teachers stood outside the kitchen door as children got their snack. Snack was given three seperate times with one teacher present. 10A NCAC 09 .0601(a) 813 Electric fans were not mounted out of reach or did not have a mesh guard to prevent access. There were two fans sitting on the stage and three fans sitting on the floor, not mounted, without mesh guards, and accessible to children. 10A NCAC 09 .0604(d) The violation observed and documented today must be corrected immediately. You must submit a written, dated, and signed statement to me by 5:00 pm on October 5, 2023. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. Mail or email the information to: Rona Davis Child Care Consultant P. O. Box 1218 Raeford, NC 28376 Technical Assistance/Discussions/Reminders: Safe Environment: We discussed children having access to a kitchen containing a stove, hot water, and hazardous products. I recommend putting snack in a cooler or container. Have a staff member bring snack outside of the kitchen and set on the outside counter connected to the wall or on a table for children. During my observation of children arrival and not being able to wash hands immediately upon entering the cafeteria, it is okay for children to go out of the exit door on the stage as long as it is safe with no potential hazards. Remember, to clean tables again with soapy water and sanitizer before snack being that children arrive without washing hands. Classroom Observation: Clearly and consistently state what you expect from children reminding them they are a part of a community with rules and expectations that guide each of them so all will benefit. Use a range of techniques to remind children of your expectations. For example, when it gets loud you can say a chant that children will repeat, and they would know that it means to lower their voices. Children should not be required to sit or stand in line more than two minutes with nothing to do. They can participate in singing songs, having a discussion, playing a game etc. Sitting or standing in line for long periods of time with nothing to do can lead to constant re-direction and positive discipline.
