The previous Annual Compliance Visit was completed February 16, 2023, and prior to today’s visit, the eighteen-month compliance history score was at 96%, which is above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Three Star License issued September 28, 2021. The License was based on the program earning four points in education standards, two points in program standards, and one quality point by choosing to meet an education option for: The child care administrator has at least 10 years of documented child care administration work experience in a licensed program. The information on record with DCDEE was verified as correct by Ms. Jacqueline Smith, Teacher and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of Superior completed November 29, 2023. Fire Classification of Approved completed September 13, 2023. Ms. Smith was present and accompanied me while observing the indoor areas. The outdoor area was not monitored due to the license restriction: Playground area does not meet child care playground standards. There were three groups of children present during today’s observations. Two groups of children were playing outdoors. One group of children played indoors. The children were observed completing homework, coloring, building with manipulatives, and using the laptop. A violation was cited for screen time. Snack served today was graham crackers and 6 ounces of chilled juice. At the completion of the visit, the Visit Summary was reviewed with Ms. Smith. The following violation was observed: Violation Number Comment Rule 539 When screen time was provided to school-aged children, it was not offered as a free-choice activity; not used to meet a developmental goal; was not limited to 30 minutes per day and no more than a total of two and a half hours per week, per child; and/or was not documented on a cumulative log or the activity plan that is available for review. Screen time was not used to meet a developmental goal. There was a group of children watching videos on the laptop that consisted of profanity use in the music. In addition, screen time was not limited to 30 minutes per day. When addressed the teacher assisted the children with turning off the device and redirecting to a different activity. .2508(e)(1-5) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today may impact the compliance history score. The violation observed and documented today was corrected during today’s visit. A compliance letter is not required. Facility Specific TA/Consultation/Reminders: Screen Time: A violation was cited today because screen time was not used to meet a developmental goal. There was a group of children watching videos on the laptop that consisted of profanity use in the music. The children changed the video when they heard the profanity in a “TikTok video”. The children should not be allowed to watch social media videos that consist of music with profanity. In addition, screen time was not limited to 30 minutes per day. When addressed the teacher assisted the children with turning off the device and redirecting them to a different activity. We discussed keeping a log to document screen times or using activity plans to document screen times. We discussed requirements when providing screen time for children. If screen time is offered to children, the following would need to occur: • no more than 30 minutes per day and no more than a total of two and a half hours per week • screen time will need to be offered to stimulate a developmental domain in accordance with the North Carolina Foundations for Early Learning and Development as referenced in Rule .0508 and .2508 (e)(1-5). We discussed options for documenting screen times. If you decide to use a cumulative log, this will need to be completed when screen time occurs.
