The previous Annual Compliance Visit was completed January 24, 2023, and prior to today’s visit, the eighteen-month compliance history score was at 93%, which is above the 75% required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a four-Star License issued April 5, 2022. The License was based on the program earning seven points in education standards, four points in program standards, and one quality point by choosing to meet a programmatic option with serves no more than two infants under one year of age. The information on record with DCDEE was verified as correct by Tosha Fisher, Operator. Current Inspections are as follows: Sanitation Classification of Superior completed September 11, 2023 Ms. Fisher, Operator, was present while I observed the indoor and outdoor areas. Upon entering the facility there were two children in care. Two other children arrived during the visit. The children were playing in free choice activities. Children were observed playing with blocks, manipulative toys, dolls, and puzzles. Lunch served today will be fish sticks, mix vegetables, mandarin oranges., wheat bread, and milk. At the completion of the visit, the Visit Summary was reviewed with T. Fisher. The following violation was observed: Violation Number Comment Rule 2023 Operator and/or staff who work with children, did not complete health and safety training as part of on-going training so that every five years, all the topic areas were covered. The operator did not compete health and safety training as required every five years. The Health and safety trainings expired as of May 12, 2023. .1703(d)(2) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violation(s) observed and documented today must be corrected immediately. Additionally, by 5:00pm on December 12, 2023, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 During today’s visit Ms. Fisher requested that transportation be moved from the Facilities Input screen. She stated that she no longer wanted to provide transportation. She stated that in case of emergency she would contact 911. Transportation was removed during the visit and was not monitored. Facility Specific TA: A violation was cited for Health and Safety training not being completed within five years of previous training. Refer to NC Child Care Rule 10 A NCAC 09 .1703(d)(2). We discussed the following strategies: Use a calendar for date reminders. Ensure you are checking your files at least every 2 months to ensure all required documents and trainings are current. Reminders: Do you have children who bite? Do children struggle to focus during circle time? Do challenging behaviors cause difficult transitions? Do you spend all day managing behavior? July 2023 Child Care Rule Changes: The DCDEE is excited to share information about the July 2023 child care rule changes. The NC Child Care Commission revised rules related to staff/child ratios for multi-age groups; cooperative arrangements; and enhanced space requirements. These rule changes may or may not impact your facility. The multi-age group staff/child ratio changes support a previous rule change submitted by Early Head Start and the new rule for defining cooperative arrangements provides clarification to a previous change in statute. A new July 2023 New Rule/Rule Amendments Overview module has been added to the Child Care Rules Training on DCDEE Moodle. If you are unfamiliar with the Child Care Rule Rollout within Moodle, learn how to navigate Moodle. QRIS Modernization (Two–Five Star Rated Licenses): The North Carolina Child Care Commission and the NCDHHS Division of Child Development and Early Education (DCDEE) are collaborating to modernize North Carolina's Quality Rating and Improvement System (QRIS) commonly known as the Star Rated License. DCDEE are developing a plan that will be reviewed by the legislature in Spring 2024. During the next few months, we are collecting information from parents, teachers, administrators, operators, and partners to consider in the plan. You are invited to participate in opportunities for Commission members and Division staff to listen and learn about your experiences and challenges within our Star Rated License system. An email with upcoming community outreach meetings and/or webinar dates will be sent in an email from DCDEE. Feel free to share this information with ECE colleagues and parents too.
