The previous Annual Compliance Monitoring Visit was completed September 10, 2024, and prior to today’s visit, the eighteen-month compliance history score was 94%. This program currently operates with a Four-Star License issued December 22, 2022. The License was based on the program earning seven points in education standards, two points in program standards, and one quality point by choosing to meet a programmatic option for: Infant capacity restricted to no more than two children under one year of age. The information on record with DCDEE was verified as correct by Ms. Clara Carroll. Current Inspections are as follows: Sanitation Classification of Superior completed November 11, 2024. Ms. Carroll assisted me with the indoor and outdoor areas. Upon arrival there were three children in care. The children were playing with toys. One child was playing in the dramatic center pretending to cook. One child was crawling and moving about space. Toys and materials were open and available. Music was playing. Lunch served was spaghetti, meatballs, corn, applesauce, roll, and milk. A violation was observed for the ABCMS requirement. A checklist was used to note some requirements that were monitored today. The Verification of Required Information for Operator, Additional Caregivers, and Statements of Responsibility forms were emailed prior to today’s visit, and the original copies were received during today’s visit. Two children’s records were monitored. At the completion of the visit, the Visit Summary was reviewed with Ms. Carroll. The following violation was observed: Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The ABCMS roster was not available for review. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violation(s) observed and documented today must be corrected immediately. Additionally, by 5:00pm on September 2, 2025, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. The age range of the children was from Infant to age four years. I explained to the Operator that only a maximum of five preschool children are allowed at one time. The capacity is 8 children. I explained to the Operator that she may care for an additional three children if the children are enrolled in public/private school aged 5 years and up. Today, you stated that you accepted two drop-in children. The drop in child was supposed to leave by a certain time before the next drop in child arrived. However, both drop-in children were present at the same time. The operator was unable to reach the parent. We talked about other strategies for maintaining compliance. Refer to your Family Child Care Permit and/or Child Care Rules for more information regarding permit restrictions. Emergency Preparedness Plan (FCH): A violation was not cited. However, I provided technical assistance on the importance of making sure your EPR plan is updated and accurate. EPR plans will need to be updated yearly. If no changes are needed, make sure to just print the cover page and a date will generate. Today, we confirmed that you had a more recent EPR plan, be reminded that all documents required for your Family Child Care Home will need to be on file and available when requested. The EPR plan is helpful to assist with emergencies. Refer to Child Care Rules 10A NCAC 09 .1714, for more information regarding this rule requirement. Observations: An observation was observed in the playrooms of the home. Upon arrival there were five children in care. Later in the visit, another child arrived. The caregiver encouraged conversation and helped the child with the activities. Today, I am providing technical assistance with literature. The caregiver can add soft books for the younger children. The soft books can include different types of textures. Books will need to be available daily. In addition, add books that focus on children’s interest. For example, if you have a child that likes sports, it may be best to provide books on different sporting activities. When reading, talk to the children about the photographs in the books. Allow the children to tell you what they think will happen next. This helps the children to stay engaged and makes reading exciting. Statewide Family Child Care Project and Kathleen Hoffler: N.C. Upon my arrival, there were five children present. Later in my visit, another child arrived. This resulted in a total capacity of six (6). The age range of the children was from Infant to age four years. I explained to the Operator that only a maximum of five preschool children are allowed at one time. The capacity is 8 children. I explained to the Operator that she may care for an additional three children if the children are enrolled in public/private school aged 5 years and up. Today, you stated that you accepted two drop-in children. The drop in child was supposed to leave by a certain time before the next drop in child arrived. However, both drop-in children were present at the same time. The operator was unable to reach the parent. We talked about other strategies for maintaining compliance. Refer to your Family Child Care Permit and/or Child Care Rules for more information regarding permit restrictions. Emergency Preparedness Plan (FCH): A violation was not cited. However, I provided technical assistance on the importance of making sure your EPR plan is updated and accurate. EPR plans will need to be updated yearly. If no changes are needed, make sure to just print the cover page and a date will generate. Today, we confirmed that you had a more recent EPR plan, be reminded that all documents required for your Family Child Care Home will need to be on file and available when requested. The caregiver encouraged conversation and helped the child with the activities. Today, I am providing technical assistance with literature. The caregiver can add soft books for the younger children. The soft books can include different types of textures. Books will need to be available daily. In addition, add books that focus on children’s interest. For example, if you have a child that likes sports, it may be best to provide books on different sporting activities. When reading, talk to the children about the photographs in the books. This program currently operates with a Four-Star License issued December 22, 2022. The License was based on the program earning seven points in education standards, two points in program standards, and one quality point by choosing to meet a programmatic option for: Infant capacity restricted to no more than two children under one year of age. The information on record with DCDEE was verified as correct by Ms. Clara Carroll. Current Inspections are as follows: Sanitation Classification of Superior completed April 4, 2023. Ms. Carroll was present while I observed the indoor areas. The children were sitting at the table playing with toys. The children were stacking blocks and pretending to take pictures with a play phone. There were two children, under one year of age, awake in their cribs. The caregivers held the children and provided activities for the children to play with. Violations were cited today because one child’s file did not contain the child's health assessment and the immunization record. Lunch served was chicken nuggets, peas, bananas, bread, and milk. At the completion of the visit, the Visit Summary was reviewed with Ms. Carroll.
