Name of Operation: ORDER MY STEPS #2 Facility ID: 26001901 Consultant: SANDRA JOHNSON Operation Type: Family CC Home Case Number: Visit Date: 5/20/2026 Number Present: 1 Completed Date: 5/20/2026 Age: From 3 To 3 Total Minutes: 255 Time In: 10:00 AM Time Out: 02:15 PM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Annual Comp w/Rated Lic Assess Announced/Unannounced: Unannounced The purpose of today's visit was to monitor compliance with applicable child care requirements pertinent to an annual compliance rated license assessment visit. Which includes monitoring of health and safety training. The previous Annual Compliance Visit was completed November 24, 2025, and prior to today’s visit, the eighteen-month compliance history score was at 97% which is above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a three-Star License issued April 14, 2022. The License was based on the program earning four (4) points in education standards, two (2) points in program standards, and one quality point by choosing to meet a programmatic option: with serves no more than two infants under one year of age. The information on record with DCDEE was verified as correct by Jovan McNeill and the owner’s corporation status was verified on the Secretary of State’s website as Administrative Dissolution. Current Inspections are as follows: Sanitation Classification of Superior completed 9/19/2025. Upon arriving at the facility at 10:00a.m., there wasn’t anyone present at the facility. I contacted Ms. McNeill via telephone, and she stated that she was on her way to the facility. Ms. McNeill arrived at the facility at 10:30a.m., Once entering the facility Ms. McNeill stated that One child would be present today. The child arrived at the facility at 11:45a.m., The child entered the facility and participated in bathroom routines. She participated in free choice play. Ms. McNeill provided the child with a snack. Snack served was apple sauce and milk. An observation was completed from 11:45a.m to 12:00p.m. Ms. McNeill sat with the child in the play area and assisted her with a magnetic toy she chose to play with. Ms. McNeill, as the child about the toy and asked if she knew what it was called. She assisted the child with saying the word magnetic. The child was having a difficult time saying the word. At the completion of the visit, the Visit Summary was reviewed with Ms. McNeill. The following violation was observed. Violation Number Comment Rule 1306 Operator has not completed ITS-SIDS training every three years from the completion date of the previous ITS-SIDS training. The operator has not completed the ITS-SIDS training every three years. The certificate expired on 5/9/2026 .1703(a)(4) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violation(s) observed and documented today must be corrected immediately. Additionally, by 5:00pm on June 3, 2026 you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. We discussed the following strategies: Ensure you are keeping track of due dates on a calendar. Ensure you are monitoring your file at least every two or three months for requirements. Capacity Change: During today’s visit Ms. McNeill requested to increase the capacity of the facility from serving 8 children to 10 children 0 – 12 years of age. During today’s visit the following information describes how the capacity change requirements are met below: Capacity Change Requirements Met: • Rooms and areas within the family child care home where occupants receive care are on the same level as the exit. All children are kept on ground level. This was verified during today’s visit. • Rooms and areas within the family child care home where occupants receive care there is a fire extinguisher (2A:10B: C) located in the kitchen, which is less than 40 feet travel distance. This was verified during today’s visit. • The facility operators with electrical only and No carport. Based on the operator not having a carport and facility only uses electricity. Carbon monoxide is not required. However, the operator stated that she will purchase a plugin carbon monoxide detector to put in the child care space. Annual Compliance / Rated License Assessment: On 11/24/2025 – An annual compliance visit was conducted. The New Pathways to the stars (New QRIS) was discussed with the operator. The Operator chose to complete Pathway #2 Classroom and Instructional Quality and documents for the chosen pathway were left with the operator. On 5/20/2026 – An Initial Application for Assessment for a Rated License for a FCCH, Family and community Engagement for Family Child Care Home, and Continuous Quality Improvement (CQI) Plan and Professional Development (PD) Plan were received during today’s visit. Program Standards: The program is meeting the Family and Community Engagement, Foundational Practices with two additional options C-1 & EL-2, The Continuous Quality Improvement (CQI) Plan and Professional Development (PD) Plan with the first four questions completed. The approved Early Learning Matters 0-5, 4H Curriculum (SA), and Desired Results Developmental Profile (DRDP) is used for formative assessments. Education Standards: The Operator meets four (4) Star Education level with 8years of early childhood work experience and annual completion of 1.5 CEU’s specific to ages/needs of children in care. The facility’s compliance history score is 97% from 11/21/2024 to 5/20/2026. Based on the requirement for a four (4) star license, the facility has met all requirements and will increase from a three (3) star license to a four (4) star license. 5/20/2026 – The Packet for Rated License Assessment will be submitted to Supervisor for review and then processing and Printing. An observation was completed from 11:45a.m. to 12:00p.m., the child was engaged in playing in free choice play. The operator sat with the children while playing with the child and assisting the child when needed. She talked about the different toys the child played with. They talked about the castle she was building out of the magnetic blocks. The interaction between the child and the operator was good. The child was smiling and would repeat what the operator said. I encouraged the operator to keep having good interaction with the child, talking, playing, and singing with the child. While encouraging the child to say other words instead of repeating her. Reminders: Measles Cases: Measles is on the rise globally and in North Carolina. As a highly contagious, airborne disease, even one case is a major priority for public health. NCDHHS is taking action by launching new outreach resources for child care providers, families, and community stakeholder to help curb the spread. Child care providers can share information about vaccinations with the families served and be informed with the most current information. Upon entering the facility there were no children present. Two children arrived during the visit. The children entered the facility and participated in their daily routines. The children put their things in their things in their individual cubbies, wash their hands and participated in free choice play. Lunch served was pancakes, sausage, eggs, peaches, green beans, and milk. On June 28, 2022, Ms. McNeill submitted required documents to the North Carolina Secretary of State (NC SOS) to form a Limited Liability Company (LLC). This LLC was named on the documents as the owner of this Family Child Care Home. The NC SOS approved the LLC on June 28, 2022, and the Ownership of Order My Steps #2 changed from Jovan McNeill to Order My Steps #2 LLC. Ms. McNeill made me aware of the change during my visit today after I asked if she was still a Sole Proprietor. I reviewed applicable Child Care Rules today regarding prior notification of any changes to the License, specifically that a License cannot be bought, sold, transferred, etc. Without prior notice, and that a result of her change, new paperwork was required for the ownership change. After monitoring the SOS website, the facility’s LLC was Administratively Dissolved as of May 27, 2025. Ms. McNeill stated that she plans to go back to being a Sole Proprietor. She was informed that she would have to be in good standing with the NC SOS and submit all documents to show that she is no longer an LLC. As a reminder failure to come into good standing with the NC SOS could result in your license being revoked. At the completion of the visit, the Visit Summary was reviewed with Ms. McNeill. The following violations were observed. Violation Number Comment Rule 1602 Operator did not notify the Division in writing, a change occurred that affected the information shown on the license. The Operator did not notify the Division in writing before the change was made that would affect the information on the license. .1702(h)(1-6) 2050 The ownership of the family child care home changed without notifying the Division thirty days prior to the change occurring. The Operator did not notify the Division within thirty days that the Ownership of the family child care home changed. .1702(e) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violation(s) observed and documented today must be corrected immediately. Additionally, by 5:00pm on December 8, 2025 you must submit a written, dated, and signed statement to me. (New QRIS), Education Standards, CQI Plan, Family and Community Engagement Standards, and Self Study forms. Ms. McNeill stated that she will reach out to Kathy Hoffler, Family Child Care Consultant, with the Partnership for Children, to request that she come out to work on room arrangement as well as QRIS. We reviewed her education in Works Unit and found that she needs to submit her AA Degree in ECE. The plan is for Ms. McNeill to have completed all requirements by June of 2026 and to submit all documents for a five-star license. During today’s visit, I discussed access and use of the NCFELD book in the development of activity planning as required by NC Child Care Rule 10A NCAC .0508 Activity Schedules and Plans. After monitoring the SOS website, the facility’s LLC was Administratively Dissolved as of May 27, 2025. Ms. McNeill stated that she plans to go back to being a Sole Proprietor. She was informed that she would have to be in good standing with the NC SOS and submit all documents to show that she is no longer an LLC. As a reminder failure to come into good standing with the NC SOS could result in your license being revoked. At the completion of the visit, the Visit Summary was reviewed with Ms. McNeill. The previous Annual Compliance Visit was completed 12/12/2023, and prior to today’s visit, the eighteen-month compliance history score was at 99%, which is above the 75% required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a three-Star License issued April 14, 2022. The License was based on the program earning four points in education standards, two points in program standards, and one quality point by choosing to meet a programmatic option with serves no more than two infants under one year of age. The information on record with DCDEE was verified as correct by Jovan McNeill, Operator. Current Inspections are as follows: Sanitation Classification of Superior completed 11/10/2024. Upon my arrival there was no one present at the home. I contacted Ms. McNeil via phone to find out if the facility was in operation today. Ms. McNeill stated that she was on the way back to the facility. She had to run out earlier this morning while no children were present. She stated that she would have a child coming at about 9:30. Ms. McNeill arrived at the facility about 9:30a.m. with the child. Upon entering the facility, the child washed her hand and went into the play area and started to pretend to cook. Ms. McNeil offered the child a morning snack, but the child stated she did not want anything. Ms. McNeill started to prepare lunch. Lunch hamburger helper, corn, peaches, and milk. The Verification of Required Information for Operator and Additional Caregiver and the Operator’s Statement of Responsibility forms were updated during today’s visit. Your signature on these forms will serve as verification that the information provided was accurate and complete. The annual compliance monitoring checklist was reviewed with you and is attached to today’s visit. At the completion of the visit, the Visit Summary was reviewed with Ms. McNeill. The following violation was observed: Violation Number Comment Rule 306 At least one 5 lb 2-A:10-B:C type fire extinguisher was not readily accessible for every 2500 square feet of floor space in the home. There was not a fire extinguisher ready and accessible for the home. the operator stated that she dropped it off to have it serviced. 10A NCAC 09. 1707(4) 1301 Operator did not complete the required number of on-going training hours as specified in rule. The operator has not completed the required 8 hours of on-going training annually. July 2023 Child Care Rule Changes: The DCDEE is excited to share information about the July 2023 child care rule changes. The NC Child Care Commission revised rules related to staff/child ratios for multi-age groups; cooperative arrangements; and enhanced space requirements. These rule changes may or may not impact your facility. The multi-age group staff/child ratio changes support a previous rule change submitted by Early Head Start and the new rule for defining cooperative arrangements provides clarification to a previous change in statute. A new July 2023 New Rule/Rule Amendments Overview module has been added to the Child Care Rules Training on DCDEE Moodle.
