The previous Annual Compliance Visit March 13, 2025, and prior to today’s visit, the eighteen-month compliance history score was 97%, which exceeds requirements as outlined in North Carolina General Statute 110-90(4)(c-d). This program currently operates with a one (1) Star License issued November 14, 2021. The one quality point was met by choosing to meet a programmatic option: Infant capacity restricted to no more than two children under one year of age. The information on record with DCDEE was verified as correct by Keisha Brown. Current Inspections are as follows: Sanitation Classification of superior completed December 12, 2025. Keisha Brown, Owner/Operator, was present and accompanied me while observing the indoor and outdoor areas. Four (4) preschool-aged children were present in the child care area of the home. I observed K. Brown and children playing in free choice interest centers with age appropriate materials. Children manipulated playdough with tools, connecting blocks, and cooking utensils and pretend foods in dramatic play. Children were prompted to clean up and engage in playing with making bubbles at child-sized tables. The operator cleaned and sanitized the tables in preparation for mealtime. The operator and children sang “Days of the Week” and completed hand washing. Children were served spaghetti with tomato and meat sauce, fresh cucumber slices, fresh blueberries, sliced whole grain bread, and milk. The operator assisted children with toileting, hand washing, and prepared individual mats for rest time. Children were observed resting as soft instrumental music played. A checklist was used to note the requirements monitored during the visit. The Verification of Required Information for Operator and Additional Caregivers and Statements of Responsibility forms were updated for the operator and additional household members. One child’s file was monitored. The most recent monthly fire drill, outdoor inspection, and shelter-in-place emergency drill were completed on February 1, 2026. At the completion of the visit, the Visit Summary was reviewed with K. Brown. The following violations were observed: Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). The qualification for a household member expired on January 22, 2026. G.S. 110-90.2 & .2703(n) & (o) 1831 A valid qualification letter was not on file and available for review at the facility. The most current qualification letter on file for a household member expired on January 22, 2026. G.S. 110-90.2 (b) & (d) & .2703(e) .1702(b)(1) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violations observed and documented today may impact the compliance history score. The violation observed and documented today must be corrected immediately. Additionally, by 5:00pm on February 23, 2026, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. The most current CBC qualifying letter on file for household member Heaven Carmichael expired on January 22, 2026. I shared that additional information regarding the criminal background check process can be found in NC Child Care Rule .2700 and on our website at https://ncchildcare.ncdhhs.gov/Home/DCDEE-Sections/Criminal-Background-Check-Unit. A current NCID and updated fingerprints from local law enforcement will be required to complete the new online criminal background check process. I informed operator that the facility must not have children in care if anyone in the household does not have a valid qualification letter on file. The facility must close at the end of business day and the facility will be placed on inactive status until a valid qualification letter is submitted to me. Please be reminded, a valid qualification letter must be obtained and submitted to me in order for the facility to return to ACTIVE status. The operator must submit the valid qualification letter by scanning and emailing a current qualification letter to me no later than 5:00pm on February 23, 2026. QRIS Modernization: During today’s visit an overview of section .3200 of the child care rules was provided. Each of the following pathway options were discussed: Program Assessment Pathway, Classroom and Instructional Quality Pathway, and Accreditation and Head Start Pathway. Education requirements were also discussed. The Pathway Conversation document was completed and operator chose pathway #2, Classroom and Instructional Quality. We discussed the Rated License Assessment and how to access the application on DCDEE website, underneath the Provider Documents tab. We reviewed the QRIS PowerPoint presentation for clarity with emphasis on staff education. I recommend the operator ensure all staff education is updated in DCDEE WORKS. I also recommend the operator contact the Cumberland County Partnership for Children for technical assistance or selecting another licensed facility operator to partner with coaching/mentoring if necessary. The facility uses Creative Curriculum. Formative Assessments were discussed and how to access the approved list on DCDEE website. The facility wishes to maintain their 5-star license. Children manipulated soft blocks colorful stating rings, connecting and magnetic color tiles. Children were prompted to clean up and engage in free art at child-sized tables. Children painted pictures with paint brushes and tempera paint of various colors. The operator cleaned and sanitized the tables in preparation for outdoor play. Children put on their coats and hats and were observed climbing a portable slide, writing on the patio with sidewalk chalk, bounce large balls, running a relay race, and catching bubbles the operator made with a wand. Upon return indoors, children washed hands and prepared for mealtime. Children were served chicken nuggets, macaroni and cheese, corn, apple sauce, sliced wheat bread, and milk. Following lunch, the operator completed diapering and hand washing routines as children selected books to read. K. Brown placed children on individual cots with clean linen and rubbed their backs. Soft lullabies played as children rested. A checklist was used to note the requirements monitored during today’s visit. I discussed with the operator that child care policy prohibits the use of tobacco products on the premises of child care facilities. You may obtain a “Welcome to Our Tobacco-Free Child Care Facility poster at North Carolina Child Care Health and Safety Resource Center website https://healthychildcare.unc.edu/ This policy should be added to the program’s operational policies, shared with parents, and placed in each child’s file. CPR/First Aid Training: A violation regarding CPR and First Aid was observed and documented today. Record keeping is one of the most time-consuming tasks associated with administration. It is an important part of licensure. Operator’s records consist of various documentation such as TB test results, Annual Health questionnaire, CRC qualification letter, health and safety training requirements, in service training hours, CPR and First Aid, monthly fire drills, quarterly emergency drills, and monthly outdoor inspections. I also suggested the operator to use Be a Smart Consumer of Child Care Training and Be a Smart Consumer of CPR and First Aid Training to ensure the trainings are from an approved agency. Both documents can be found on the DCDEE Website underneath the provider and professional development tabs. Statewide Family Child Care Project and Kathleen Hoffler: N.C. Statewide Family Child Care Project: The N.C. Statewide Family Child Care Project was established in 2019. The project has worked within the CCR&R system to provide training and technical assistance to Professional Development and TA practitioners who support Family Child Care. Additionally, the project has worked with collaborating partners and stakeholders at the state and federal level to elevate and inform policy discussions that positively impact licensed Family Child Care professional educators.
