The previous Annual Compliance visit was completed on May 14, 2025, and prior to today’s visit, the eighteen-month compliance history score was 96% which is at or above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Four-Star License issued February 18, 2020. The license was based on the program earning 7 points in education standards, 2 points in program standards, and one quality point by choosing to meet the educational option of having an operator complete a business training course of at least 30 clock hours. The information on record was verified as correct by Toriana Winston, Operator, and the owner’s corporation status was listed as current-active on the Secretary of State’s website. Current Inspections are as follows: Sanitation Classification of Superior was completed on December 11, 2025. T. Winston, Operator, was present while I observed the indoor and outdoor areas. Two children were present upon my arrival. Children were observed participating in free-choice indoor activities. Children had access to blocks, fine motor, literacy, dramatic-play, and creative art materials. Due to heavy rain, outdoor play was not observed. The outdoor learning environment was monitored for general health and safety requirements. Routine care and handwashing practices were observed. Lunch consisted of corn dog, green beans, diced peaches, and milk. One staff file was reviewed. The operator had expired CPR and First Aid certifications on file. One child’s record was reviewed, and all documentation was observed in compliance. Program files, including the EPR Plan, were reviewed. The most recent fire drill was completed on November 03, 2025. The most recent quarterly (lockdown) drill was completed on October 05, 2025. The most recent outdoor inspection was completed on November 03, 2025. Transportation requirements were monitored and observed in compliance with applicable child care rules. At the completion of the visit, the Visit Summary was reviewed with T. Winston. Staff members who are trained in pediatric first aid, including pediatric CPR, coupled with a facility that has been designed or modified to ensure the safety of children, can mitigate the consequences of injury, and reduce the potential for death from life-threatening conditions. Knowledge of pediatric first aid, including pediatric CPR which addresses management of a blocked airway and rescue breathing, and the confidence to use these skills, are critically important to the outcome of an emergency situation. The administrator stated that they have already scheduled CPR and First Aid training for all staff in the facility in June. Winston, Operator, was present while I observed the indoor and outdoor areas. Three children were present upon my arrival. Children were observed participating in free-choice activities. Children had access to blocks, fine motor, literacy, dramatic-play, and creative art materials. One infant was observed in a carpeted area with soft blocks and a book. Two preschool-aged children were observed playing with toy buses, trucks, and various manipulative toys. Outdoor play was not observed. The operator stated that she will take the children outside later this afternoon. The outdoor learning environment was monitored for general health and safety requirements. Routine care and handwashing practices were observed. Lunch consisted of turkey, rice, green beans, diced peaches, and milk. One staff file was reviewed. The operator did not complete all required Health and Safety Training topics within the past five years. The operator did not have documentation on file of taking the required ITS-SIDS training within the past three years. The operator has not completed a staff health questionnaire within the past year. Two children’s files were reviewed. One child did not have a signed acknowledgement on file stating that the Prevention of Shaken Baby Syndrome and Head Trauma policy was reviewed with the parent/guardian. One child did not have a signed acknowledgement on file stating that a copy of the Summary of NC Child Care Laws was given to the parent/guardian prior to enrollment. Program files, including the EPR Plan, were reviewed. The most recent fire drill was completed on April 02, 2025. The most recent shelter-in-place drill was completed on April 02, 2025. Through this initiative, we hope to: increase knowledge and confidence for everyone in developing and implementing best practices to support the creation, programming, and safe use of naturalized outdoor spaces in child care facilities. Do children struggle to focus during circle time? Do challenging behaviors cause difficult transitions? Do you spend all day managing behavior? Are you at your wits' end? Help is available for these and other behavior challenges! The Challenging Behaviors Hotline has opened and is provided for Free. You may speak to a Behavior Support Advisor for advice and resources specific to challenging behaviors in your facility. Rated License Reassessment Your program’s last rated license assessment was completed in February of 2020. The hold harmless legislation will expire June 30, 2024. As a reminder, your program has been placed in Cohort 1 of DCDEE’s rated license reassessment plan. This means that we are currently in your planning year, and you will be reassessed between July 01, 2024 and June 30, 2025. The operator stated that she is not interested in having the environmental rating scales completed. A copy of the reassessment application packet and staff information spreadsheet was emailed to the operator. I encouraged the operator to fill out the application packet and to ensure that she has uploaded her most recent transcripts and certifications to DCDEE WORKS.
