The previous Annual Compliance Visit was completed on December 9, 2025. Prior to today’s visit, the eighteen-month compliance history score was 100%. Your program currently operates with a four-star license issued December 12, 2025. The License was based on the program earning seven points in education standards, two points in program standards, and one quality point by choosing to meet infant capacity restricted to no more than two children under one year of age. The information on record with DCDEE was verified as correct by Ianthia Williams, Operator. Current Inspections are as follows: Sanitation Classification of Superior completed November 21, 2025. I was greeted by Ianthia Williams, Operator, who assisted me as I monitored both the indoor and outdoor areas. There were eight children in care during the visit. Children were observed sitting at a table engaging with Unifix cubes, colored blocks, playdough, and musical instruments, including a xylophone and a guitar. I also observed clean up time, handwashing, sanitation procedures, lunch, and rest time. Lunch consisted of a hot dog with a bun, French fries, watermelon, and milk. At the completion of the visit, the Visit Summary was reviewed with Ms. Williams. The following violation was observed. Violation Number Comment Rule 720 Adequate supervision was not provided for children in the Family Child Care Home. The operator was observed walking from the facility to the driveway, leaving the children inside the facility unsupervised for approximately one minute. During this time, the children could not be seen or heard by the operator. There were eight children in care, ranging in age from one to eleven years old. .1711(a) Child Care programs are always expected to achieve and maintain compliance. The violations observed and documented today must be corrected immediately. Additionally, by 5:00 pm on July 1, 2026, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. Box 1218 Raeford, NC 28376 Rated License Assessment: Rated License Assessment: Discussions occurred with I. Williams regarding the two-component star rated license on March 23, 2026. I reviewed the pathway options, identified facility needs, and answered questions to assist the operator with establishing a plan to achieve compliance with a voluntary 2-5 star rated license. The facility chose the Classroom and Instructional Quality Pathway. The following documents were reviewed and monitored for compliance today: • Application for Assessment for a Rated License for Family Child Care Homes was received on June 17, 2026 – The facility will have the following restriction: No more than 4 children under the age of 24 months of the children who are birth – 5 years of age when meeting NCGS 110-91(7)(b)(1). • Family and Community Engagement Standards (Family Child Care Homes) – Family and Community Engagement Foundational Practices and three additional options: C-1, EL-3, and EO-1 • Facility Continuous Quality Improvement (CQI) Plan and Professional Development (PD) Plan was established; reason for goal, timeframe to achieve goal, and steps to achieve goal were documented and available for review today. • Operator’s Information and Education – Operator’s Education in Workforce was reviewed on June 17, 2026. Operator has a BK Degree in Early Childhood Education, and more than 18 months years EC experience. • The Funny Daffer curriculum and Funny Daffer formative assessments are used with children. • Formative assessments for children, annual educational/cultural opportunities with families, coaching and training opportunities for the operator will be reviewed during the next Annual Compliance visit. Based on the information provided, the facility will receive a Five-star license for the Classroom & Instructional Quality Pathway. The completed packet will be submitted for review and processing. A new license will be mailed directly to you and must be posted upon receipt. Mail the old license (original) to me. Technical Assistance/Discussions/Reminders: Supervision: During today’s visit, a violation was cited regarding inadequate supervision of children. Upon my arrival, you were observed walking from the facility to the driveway, leaving the children inside the facility unsupervised for approximately one minute. During this time, the children could not be seen or heard by you. Upon entering the facility, eight children were in care, ranging in age from one to eleven years old. To ensure a safe and healthy environment, please refer to child care rule 10A NCAC .1711(a). We discussed strategies to support ongoing compliance with supervision requirements and to prevent children from being left unattended in the classroom. Moving forward, you will ensure that children accompany you whenever a task must be completed outside of the classroom, or you will secure a qualified back up staff member to remain with the children. I will return sometime within the next two weeks to verify adequate supervision is in compliance. Observation Suggestions: Giving children choices and letting their interests determine what activities you do, you do them, how long you do them; helping children learn to care for themselves and take on responsibility. This is important because children have to be interested in an activity in order to learn from it. If you let children choose activities, you can feel confident they are ready to learn. Strategies are: • Let children choose where and how they want to play and when they want to change activities; asking children to share their activities with you and incorporating those ideas into activities. • Not letting your rules for behavior or agenda for the day get in the way of children’s learning; children’s freedom to move and talk if is not disrupting other children; allowing children to join and leave activities based on their interest. (adjust pacing for individual children, allow movement and talking) • Giving children responsibilities in the classroom and as much independence within activities and task as possible; helping children learn to resolve their own conflicts by giving them words to say and encouraging them to consider other children’s perspectives.
