The previous Annual Compliance Visit was completed April 5, 2023, and prior to today’s visit, the eighteen-month compliance history score was 94%, which is at or above the required 75%. Your program currently operates with a three-star license issued February 27, 2020. The License was based on the program earning four points in education standards, two points in program standards, and one quality point by a child care administrator having at least 10 years of documented child care administrative work experience in a licensed program that can be verified by the Division. The information on record with DCDEE was verified as correct by Sheila Cloud. Current Inspections are as follows: Sanitation Classification of Superior completed February 22, 2024. Fire Classification of Approved completed September 25, 2023. I was greeted by Sheila Cloud, Program Coordinator. She assisted me as I monitored the indoor area. The outdoor area was not monitored during the visit. The facility’s license has a restriction; Playground area does not meet child care playground safety standards. The children arrived and placed their personal belongings in individual bins. Once they sat at a table, the attendance was taken. There were thirty-six children present. All children lined up to go to the restroom to wash their hands. When the doorbell rung, one teacher left thirty-six children with one teacher in the hallway near bathrooms to answer the door. Next, one teacher returned to the multipurpose room with thirty children for approximately 2 minutes until the other teacher returned with three additional children. Snack consisted of cheez-its and apple juice. After snack, tables were sanitized. I observed, negative tone and language being used during communication from one teacher to the children. For example, the teacher said, “Be Quiet, I dare you say anything, and Nobody better move” in a loud tone. Children lined up and went outdoors. A teacher returned inside to meet 2 additional children who arrived and took them out to join a teacher who was outdoors with the other children. Outdoors, I observed children running, climbing, swinging, sliding, kicking and throwing a ball, and playing basketball. One teacher went indoors to walk a child to their parent, leaving one teacher with thirty-two children. Due to children’s departure, the same teacher was with more than twenty-five children by herself approximately four times during today’s visit. Upon children returning indoors, some were observed completing their homework and others played assorted tabletop games. At the completion of the visit, the Visit Summary was reviewed with S. Cloud. The following violations were observed: Violation Number Comment Rule 301 Minimum staff/child ratios and group sizes for the number and ages of children in care were not met. While children were toileting and washing hands, one teacher was left with thirty-six children while another teacher went into the multi-purpose room to answer the door. Another teacher was left outdoors with thirty-two children, while another teacher took a child indoors to their parent. Due to children’s departures, one teacher was left outdoors with more than twenty-five children approximately four times during today’s visit. GS 110-91(7);.0713(a-d) 902 Each child was not attended to in a nurturing and appropriate manner, or in keeping with the child's developmental needs. Negative tone and language were used during communication from one teacher to the children. One teacher said, “Be Quiet, I dare you say anything, and Nobody better move” in a loud tone. G.S. 110-91(10) Rona Davis Child Care Consultant P. O. Box 1218 Raeford, NC 28376 The violation observed and documented today must be corrected immediately. You must submit a written, dated, and signed statement to me by 5:00 pm on April 9, 2024. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. Mail or email the information to: Technical Assistant/comments/discussion: A violation was cited for minimum staff/child ratios. While children were toileting and washing hands, one teacher was left with thirty-six children while another teacher went into the multi-purpose room to answer the door. Another teacher was left outdoors with thirty-two children, while another teacher took a child indoors to their parent. Due to children’s departures, one teacher was left outdoors with more than twenty-five children approximately four times during today’s visit. Refer to child care rule GS 110-91(7);.0713(a-e). You stated that it has been just two staff members working with this group of children since December 2023 and that you both are doing all that you can do. I recommend that you split the group into two groups and alternate the two groups when going to the restroom, outdoors, and indoors. Continue to use the walkie talkies or cell phones for communication until another employee is hired. I will return sometime within the next two weeks to verify minimum staff/child ratios have been corrected. A violation was cited regarding nurturing and care of children. Refer to child care rule G.S. 110-91(10). We discussed role modeling for children without a loud tone. In this instance, the children spent a lot of time in line and sitting at tables waiting to do the next activity. Try telling children what you want to see them do (say, we walk inside; do not say, stop running). Not using words like stop, don’t, and be quiet.
