The previous Annual Compliance Visit was completed August 6, 2024 and prior to today’s visit, the eighteen-month compliance history score was 86%, which is above the 75% required by North Carolina General Statute 110-90(4) (c-d). This program currently operates with a five-Star License issued March 16, 2022. The License was based on the program earning seven points in education standards, seven points in program standards, and one quality point by choosing to meet an educational option with the child care administrator who has at least 10 years of documented child care administrative work experience in a licensed program that can be verified by the Division. The information on record with DCDEE was verified as correct by Alexis Shaw, Administrator, and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of Superior completed 6/13/2025. Fire Classification of Approved for daytime care only completed 10/2/2024. Ms. Shaw was present while I observed the indoors and outdoors area of the facility. Upon entering the facility, the children were observed participating in free choice play. The children were seen playing with blocks, computers, dress-up, and manipulative toys. Dinner served today will be chicken salad, crackers, pickles, peaches, hi ho snacks, and milk. Transportation was monitored during the visit. The following violations were observed. Violation Number Comment Rule 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The Roster for the facility was not completed and on file for review. G.S. 110-90.2 & .2703(r) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violation(s) observed and documented today must be corrected immediately. Additionally, by 5:00pm on August 18, 2025 you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. When staff leave or are let go remove from the roster in the portal the reprint. When new staff are hired add them to the roster in portal and reprint. Ensure you are updating and printing and available for review. ABCMS – CBC Provider Portal During today’s visit a violation was cited for not having the ABCMS Roster available for my review. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024.Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. The information should be updated in ABCMS on an ongoing basis as staff members are hired and when employment is terminated. This satisfies the requirement to notify the Division of new child providers working who were hired or moved into the child care facility within five business days. Mr. Short greeted me upon entering the facility. Upon entering there were no children present. There were two group leaders and program coordinator present and preparing for the children to arrive. The children started arriving to the facility 2:45pm.; 12 children who entered the facility. Upon the children entering the facility they put their personal items in their individual cubbies and participated in handwashing routines. Before having a snack. The snack served was cheese crackers and apple juice. After free choice play the children were served dinner. Dinner served was pizza rolls, fresh carrots and cumbers, peaches, and milk. Observation: An observation was completed from 2:50p.m. to 3:10p.m.; the children were observed participating in free choice play. During free choice play one of the group leaders moved about the space while the children played and talked to them about what they were doing in the center where they were playing. She talked to them about their day. The group leader asked one of the children who was just sitting by herself, if she would like to play a game of cards. At the completion of the visit, the Visit Summary was reviewed with Mr. Short. The following violation was observed: Violation Number Comment Rule 1792 Staff did not model appropriate eating behaviors by consuming food or beverages that meet the nutritional requirements specified in the Meal Patterns for Children in Child Care Programs in the presence of children in care. In space #1, there was a bottle of Gatorade sitting on a table where the group leader work from. This was corrected by the group leader removing it from bottle of Gatorade from the space and putting it in a locked closet. .0901(i) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. No compliance letter is due. Due to the Regulatory System being down the visit summary could not be entered. TA: I conducted a classroom observation from 2;50pm. to 3:10pm.: the group leaders was engaged in conversations with the children while the children moved freely about the space while some children were having snack and some had finished snack. The group leaders talked with the children about their day. The group leaders showed the children that they were excited to see and talk with them. The children played card games, legos, and drew pictures on a dry erase board. The group leader made sure that no child felt welcomed. They encouraged the children to do the best they could when participating in the activities that they chose. I encouraged the group leaders to keep working with the children and keeping them engaged in the activities. Reminders: Do you have children who bite? New Qualification Letters will not be generated. Individuals with a Provisional Qualification Letter will receive a Qualification Letter on the 45th day. Letters are generated in the Criminal Background Check portal.
