The previous Annual Compliance Visit was completed on September 24, 2024, and prior to today’s visit, the eighteen-month compliance history score was 99%. Your program currently operates with a four-star license issued March 25, 2020. The License was based on the program earning seven points in education standards, two points in program standards, and one quality point by choosing to meet infant capacity restricted to no more than two children under one year of age. The information on record with DCDEE was verified as correct by Nelda Villareal, Operator. Current Inspections are as follows: Sanitation Classification of Superior completed December 4, 2024. Nelda Villarreal, Operator, was present while I monitored the indoor and outdoor areas. Upon my arrival, there were five preschool children in care ages one through three years old. I observed children sitting on the floor building with window blocks. There was a conversation about chic-fi-la. Ms. Nelda ordered chicken nuggets. Next, the children listened to a story about Halloween. Ms. Nelda asked the children what they wanted to be for Halloween before reading. Next the children went to a table to participate in a color activity. They discussed the color they were using (orange and red). They were given a ditto sheet of a Turkey. Ms. Nelda asked each child to tell her about their picture. Next, they discussed the different colors of a manipulative activity that was used to connect. According to the menu, lunch will consist of turkey, spaghetti, papaya, okra, and milk. At the completion of the visit, the Visit Summary was reviewed with N. Villareal. The following violation was observed. Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The operator did not have an ABCMS Roster available for review. G.S. 110-90.2 & .2703(r) The violation must be corrected immediately. Mail or email a written, dated, and signed statement to me by 5:00 pm on October 1, 2025, describing how and when the violations were corrected and how the facility plans to maintain compliance in the future. If the compliance letter is not received by the due date, an additional visit will be conducted to verify that violations have been corrected. This is a requirement as stated in G.S 110-90.2 & .2703(r), and more information can be found in the DCDEE Moodle training and 0n the CBC provider portal. ABCMS – CBC Provider Portal Reminder: The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. The information should be updated in ABCMS on an ongoing basis as staff members are hired and when employment is terminated. This satisfies the requirement to notify the Division of new child providers working who were hired or moved into the child care facility within five business days. The previous Annual Compliance Visit was completed on September 24, 2024, and prior to today’s visit, the eighteen-month compliance history score was 100%. Your program currently operates with a four-star license issued March 25, 2020. I received the sanitation inspection during today’s visit. Nelda Villarreal, Operator, was present while I observed the indoor and outdoor areas. Upon my arrival, there were six preschool children in care ages zero through five years old. I observed children sitting in activity areas playing with developmentally age-appropriate activities like various transportation vehicles, waffle blocks, colored windows, and dramatic play materials. Ms. Nelda asked children to find something yellow in the areas they were playing. One child found a banana. A child sat at a table and wrote his first and last name. Ms. Nelda asked the child to name the letters. Positive communication and affirmation were used. Children were told very good when answering questions correctly, following directions, and doing what they were asked. According to the menu, lunch will consist of ham, spaghetti, cauliflower, fruit salad, and milk. At the completion of the visit, the Visit Summary was reviewed with N. Villareal. The following violation was observed. Violation Number Comment Rule 1603 The home was not in compliance with permit restrictions. The facility has a permit restriction: Maximum of 5 preschool children at one time. There were six preschool age children in care during today's visit. GS 110-91 The violation must be corrected immediately. Mail or email a written, dated, and signed statement to me by 5:00 PM on April 30, 2025, describing how and when the violation was corrected and how the facility plans to maintain compliance in the future. According to your child care license you are permitted to have no mere than five preschool age children (age 0 – 5 years). You can have three additional school age children along with five preschoolers. You stated that you misunderstood. Refer to child care rule GS 110-91. I will return sometime within the next two weeks to verify the violation has been corrected. Observation Suggestions: Continue to be available and provide comfort to children and respond to their individual needs by listening and watching for their verbal and physical cues is important because when toddlers can see their teachers as a source of comfort and security, they are more willing to try new things, explore and learn. Some strategies are: • Quickly tending to children’s needs for attention or assistance; taking children’s feelings seriously and responding with understanding and reassurance. • Being so well in tune with children’s needs that you’re one step ahead of potential issues; noticing problems in the classroom right away. • Being a source base for children; children come to you for help, eagerly participating in activities, and trying challenging task.
