The previous temporary Annual Compliance Visit was completed December 12, 2025, and prior to today’s visit, the eighteen-month compliance history score was 93% as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Three Star License issued July 1, 2025. The information on record with DCDEE was verified as correct by Naishawn Calloway. Current inspections are as follows: Sanitation Classification of Superior completed December 12, 2025. N. Calloway, operator, accompanied me as I observed the indoor and outdoor areas. Upon arrival, there were seven children were present in the child care area of the home. One preschool-aged child present was the operator’s child who lives in the home. Children were observed playing with age appropriate materials such as colored blocks, framed puzzles, stuffed animals, puppets, community helper figures, and toy vehicles. The operator was observed assisting children with diapering, toileting training, and hand washing routines. Lunch served was chicken nuggets, baked French fries, corn, and mixed fruit. Following mealtime, children completed hand washing and prepared for rest time. Children were observed resting on individual cots on clean linen. The most recent monthly fire drill was completed on May 20, 2026 and a lockdown emergency drill was completed on April 20, 2026. A monthly playground inspection was completed on May 13, 2026. The EPR Plan and Ready-To-Go File was updated on September 29, 2025 and monitored for updated information. The facility’s most current ABCMS roster was monitored. The operator stated she would like to increase the capacity to ten (10). I monitored the facility to increase the FCCH capacity and meets all requirements. The child care space is on the same level of discharge. There is one (1) fire extinguisher on the premises and is located in the kitchen. The residence is 1800 square feet. The facility’s EPR Plan and emergency drills conducted were current. Carbon monoxide alarms and smoke detectors were hard wired with battery back-up were located throughout the home and specifically in the room where children sleep. At the completion of the visit, the Visit Summary was reviewed with N. Calloway. The following violations were observed: Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. Accessible to children in care, a tube of drywall repair was stored on a desk in the child care area. The violation was corrected when the operator removed the item and placed in a locked room. .1719 (a)(7) 810 Refrigerator was not maintained at a temperature of 45 degrees Fahrenheit or below and/or was not monitored by a refrigerator thermometer. A thermometer was not present in the refrigerator. This is a repeat violation from December 12, 2025. Rated License Assessment: An Application for Assessment for a Rated License for a FCCH was received during today’s visit. The facility chose the Classroom and Instructional Quality Pathway. The following documents were reviewed and monitored for compliance today: • Family and Community Engagement Standards (FCCH) – Family and Community Engagement Foundational Practices and three additional options: C-2 and EL-2. • The FCCH Operator Continuous Quality Improvement (CQI) Professional Development (PD) Plan. Goals were identified for the operator, the time frame to achieve the goal, and steps to achieve the goal were documented on each plan. • The operator has obtained the NCECC, has 15 semester credit hours in Early Childhood Education, and has 13 years of experience in licensed child care. The operator qualifies for . • The Gee-Wiz Curriculum and the Desired Results Developmental Profile formative assessment is being used with children enrolled. Coaching and training opportunities for the administrator was provided by Cumberland County Partnership for Children. Documentation of coaching/training will be maintained on-site and available for review. Based on the information provided, the facility may be eligible for a four (4) Star License. The completed packet will be submitted for review and processing. A new license will be mailed directly to you and must be posted upon receipt. You must mail the old license to me once the new one is received, as it remains the property of the State of North Carolina. Facility Specific TA/Reminders: Refrigerator Temperature: A violation was cited during today’s visit for the thermometer not being in the refrigerator. The operator stated she purchased a new refrigerator recently and forgot to put a thermometer in the new appliance. We also discussed the following strategies for achieving and maintaining compliance: review the resource with household members and periodically check the home throughout the day to ensure all hazardous items are locked. The files monitored today contained the checklist; however, the form in one child’s folder was incomplete and not updated to reflect dates of submission for required documentation and two files were missing paperwork. Growing up healthy is every child's right and every parent's dream for their children. Significant advances in improving the overall health and development of children with chronic illnesses have been made. Having a medical action plan in place when caring for children with health issues is vital in ensuring their health and safety. These health issues could include allergies, asthma, or other chronic conditions that require specialized health services. The maintenance of these plans and the ability to implement such plans for the treatment of reactions are essential. It is important to remember a medical action plan must be attached to the child’s application for enrollment, completed by the child's parent or a health care professional, and must be updated on an annual basis. A child, identified on the family child care home enrollment worksheet, as having asthma did not have a medical action plan on file. Training: N. Name of Operation: Littletots Clubhouse Facility ID: 26002620 Consultant: RHONDA BLACKMON Operation Type: Family CC Home Case Number: Visit Date: 1/30/2025 Number Present: 1 Completed Date: 1/30/2025 Age: From 2 To 2 Total Minutes: 210 Time In: 10:00 AM Time Out: 01:30 PM Time In: Time Out: List to Use: Family CC Home Type Of Visit: Temp Time Period Announced/Unannounced: Unannounced The purpose of today's visit was to monitor compliance with applicable child care requirements pertinent to a first temporary time period visit. The previous visit was completed December 30, 2024, and prior to today’s visit, the eighteen-month compliance history score was 100%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a temporary license effective, December 30, 2024 to June 30, 2025. The information on record with DCDEE was verified as correct by Naishawn Calloway. Current Inspection is as follows: Sanitation Classification of Superior with two (2) demerits completed December 5, 2024. N. Calloway, Operator/Teacher, and Winona Britton, household member, were present. N. Calloway assisted me during the visit. N. Calloway’s two-year-old child was present. Three children, aged ten months to three-years-old, are enrolled. I conducted a walk-through of the indoor and outdoor areas. I observed a wall outlet and two outlets in a surge protector, accessible to the child in care, in the primary care space uncovered. When prompted, N. Calloway covered the outlets in the wall and surge protector with a child safety plug. The preschool age child played with dinosaurs, musical toys, and manipulated puzzles. Additionally, the child pretended to cook and serve food in the dramatic play area. The child dressed up like a Farmer. N. Calloway discussed the role of a Farmer and how the work that a Farmer does is critical to the food service industry. At 11:01 a.m., I assisted N. Calloway with the facility’s monthly fire drill. Afterwards, N. Calloway documented the fire drill that was completed at 11:03 a.m. on the Emergency Drill Log for FCCHs posted on the information board in the primary care space. Prior to lunch, the child participated in personal care routines and washed his hands. Lunch served was breaded chicken nuggets, French fries, sliced pears, and milk. N. Calloway and W. Britton’s personnel files, children’s files, and required program records were monitored. At the completion of the visit, this Visit Summary was reviewed with N. Calloway. The following violation was observed and corrected during the visit: Violation Number Comment Rule 716 Electrical outlets not in use were not covered. An electrical outlet on the wall and two outlets in a power strip (surge protector), accessible to children, in the primary care space were not covered. When prompted, N. Calloway corrected this by adding a child safety plug to the uncovered outlets in the wall and power strip. 10A NCAC .1719(a)(27) No compliance letter is due at this time. As a reminder, child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today may impact the compliance history score. Technical Assistance Specific to Today’s Visit: Electrical Outlets: Approximately 2,400 children are injured annually by inserting objects into the slots of electrical outlets. For this reason, all electrical outlets, including those on power strips, not in use that are in areas accessible to children must be protected with a safety plug or a tamper-resistant electrical outlet. Consider adding a note near the outlets to serve as a reminder to re-cover the outlets. When prompted, the outlets on the wall and in the power strip were covered with a child safety plug. Rated License Assessment: The FCCH must transition to a 3-5 Star Rated License to continue to be eligible to receive subsidized care after six (6) months. During today’s visit, I informed you that the enhanced standards are based on two components: education and program standards. The requirements to complete for each point level in both education and the program standards were reviewed. N. Calloway is LT qualified with 3 SH ECE and enrolled in EDU 262 for the Spring Semester at FTCC. Additionally, N. Calloway has eleven (11) years’ EC experience. N. Calloway stated that Whitney Krisch, Region 5 Family Child Care Consultant, plans to provide technical assistance and consultation to assist her with achieving compliance with the three-month self-study/assessment. The NCRLAP website (www.ncrlap.org) has a wealth of information on the Environment Rating Scales and overall quality issues for child care. You can find information that will assist you with quality environments, self-study process and the FCCERS-3. Training videos are available on the following topics: Overview of the Assessment Process, Using Materials with Non-Mobile Infants, A Safe Place for Gross Motor Play, Hand washing and Other Basic Health Considerations, and Language for Learning. The Application for Assessment for a Two Component Star Rated License was reviewed and left with N. Calloway today. We discussed completing a three (3) month self-study/assessment using the FCCERS-R or FCCERS-3. Progress Tracking Form If interested in applying for a voluntary 2-5 Star Rated License, email the rated license application packet to the email address listed below by March 15, 2025. A packet of forms, brochures, and technical assistance handouts were reviewed and provided to N. Calloway. The forms identified staff education requirements, program requirements, and options to achieve a Quality Point. Refer to child care requirement 09.2829 to determine which option the facility is meeting for the one quality point. Training: N. Calloway shall complete the Emergency Preparedness and Response in Child Care training by December 30, 2025. N. Calloway will have four (4) months from the date of completion to go online at https://rmp.nc.gov/portal/portal.aspx and complete the EPR Plan. Fire drills shall be completed monthly and lock down or shelter in place drills shall be completed at least every three months. The DCDEE has a new initiative – Natural Outdoor Learning Initiative. Through this initiative, we hope to increase knowledge and confidence for everyone in developing and implementing best practices to support the creation, programming, and safe use of naturalized outdoor spaces in child care facilities. The original AWARD$ program was only available to teachers working full-time in Birth to Three classrooms that had an AA in ECE or higher degree and were employed by 4- and 5-star programs. The education requirement has been reduced as an incentive to support teachers seeking to increase their education in any star rated licensed program.
