The previous Annual Compliance visit was completed on April 07, 2026, and prior to today’s visit, the eighteen-month compliance history score was 96% which is at or above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Four-Star License issued July 09, 2019. The license was based on the program earning 7 points in education standards, 2 points in program standards, and one quality point by choosing to meet a programmatic option of restricting infant capacity to no more than two children under one year of age. The information on record was verified as correct by Pamela Simpson, Operator. Current Inspections are as follows: Sanitation Classification of Superior was completed on November 25, 2025. On April 07, 2026, Items #930 and #1301 were cited during an Annual Compliance Visit. The operator was instructed to send a compliance letter, documenting how and when the violations were corrected, along with supporting documentation, to me by April 21, 2026. I did not receive the compliance documentation by the due date. The focus of today’s visit was to verify if the above-mentioned violations were corrected, as well as monitor staff/child ratios, supervision, approved space, and permit restrictions. Upon my arrival, I was greeted by Pamela Simpson, Operator. Two children were present. The children were observed participating in free-choice indoor activities. The operator’s staff file was reviewed. The operator did not complete the required amount of annual on-going training hours, based on her education and experience. Prior to the expiration date of the qualification letter, the operator did not complete and submit required forms to complete a criminal background check. Staff/child ratios, supervision, approved space, and permit restrictions were observed in compliance during today’s visit. At the completion of the visit, the Visit Summary was reviewed with P. Simpson. The following violations were observed: Violation Number Comment Rule 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance). The operator did not begin the application process to obtain an updated qualification letter. G.S. 110-90.2 & .2703(n) & (o) 1301 Operator did not complete the required number of on-going training hours as specified in rule. The operator completed five of the eight required annual ongoing training hours, based on her education and experience.
