The previous temporary time period visit was completed September 4, 2024, and prior to today’s visit, the eighteen-month compliance history score was 100%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a temporary license effective, July 30, 2024 to January 30, 2025. The information on record with DCDEE was reviewed with Keyandria Thompson. K. Thompson stated the facility telephone number is no longer valid. K. Thompson requested the telephone number be changed from 910-229-3609 to 910-308-0882. Information on record with DCDEE was updated to reflect the change. K. Thompson verified the information on file with the DCDEE is current/accurate. Current Inspection is as follows: Sanitation Classification of Superior with zero demerits completed June 18, 2024. K. Thompson, Operator/Teacher, was present. I completed a walk-through of the indoor and outdoor areas. Children, one to three-years-old, built and stacked blocks on the hardwood floor, manipulated stacking rings, and listened to the story, “The Very Hungry Caterpillar Creepy-Crawley Halloween” prior to transitioning outdoors. K. Thompson engaged the children in conversation and asked open-ended questions while reading the story and interacting with the children during play. In the outdoor learning environment, children sorted and counted leaves, threw and rolled balls, and hit balls with a bat and chased the balls as they ran throughout the fenced-in area. Upon their return indoors, the children participated in personal care routines and washed their hands prior to meal time. Children listened and danced to music: head, shoulders, knees and toes, and row, row, row your boat, and looked at books while K. Thompson heated the food. Lunch served was fish sticks, sliced bread, zucchini, apple slices, and milk. The children’s records were monitored on September 4, 2024. No new children have enrolled in the program since the last visit. K. Thompson stated, “two new children are scheduled to begin child care on Monday, November 4, 2024.” I explained to K. Thompson their enrollment records will be monitored during the next visit. K. Thompson’s personnel file and program records were monitored today. At the completion of the visit, the Visit Summary was reviewed with K. Thompson. The following violations were observed during the visit: Violation Number Comment Rule 508 Operator did not successfully complete a first aid course as referenced in Rule.1702(b)(2) First aid training was not renewed on or before the expiration of the certification. The operator's first aid training was not renewed on or before the expiration of the certification, October 13, 2024. .1703(a)(2) 511 Operator did not successfully complete a CPR course as referenced in Rule.1702(b)(2) CPR training was not renewed on or before the expiration of the certification. The operator's CPR training was not renewed on or before the expiration of the certification, October 13, 2024. .1703(a)(3) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violations observed and documented today may impact the compliance history score. The violations observed and documented today must be corrected immediately. Additionally, by 5:00 p.m. on November 15, 2024, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. Thompson were expired. The certifications expired on October 13, 2024. K. Thompson is enrolled to complete the renewal certifications at the PFC of Cumberland County on November 16, 2024. As a reminder, after receiving a license, the family child care home operator shall renew First Aid and CPR trainings on or before expiration of the certification appropriate for the ages of children in care. For additional clarification refer to child care requirement 09.1703. Rated License Assessment: As discussed on September 4, 2024, the FCCH must transition to a 3-5 Star Rated License to continue to be eligible to receive subsidized child care assistance after six (6) months. An application for a star rated license was received today. K. Thompson did not request to have the FCCERS-R conducted as part of the rated license assessment. Program Standards: We discussed completing a three (3) month self-study/assessment using the FCCERS-R on September 4, 2024. K. Thompson is on track to complete the three-month self-study/assessment (September, October, November) on or before December 1, 2024. As a reminder, to earn two points in program standards, you must complete a three-month self-study/assessment using the FCCERS-R. Education Standards: K. Thompson is lead teacher qualified. K. Thompson has an AAS in ECE and over twelve years early childhood experience. Quality Point: K. Thompson and I reviewed the quality point options. The facility meets Program Option: serves no more than two infants under one year of age. At the end of the temporary time period, points will be assigned, and a new license issued. Training: K. Thompson shall complete the Emergency Preparedness and Response in Child Care training by July 30, 2025. K. Thompson will have four (4) months from the date of completion to go online at https://rmp.nc.gov/portal/portal.aspx and complete the EPR Plan. As a reminder, you shall review the EPR Plan annually or when information in the plan changes to ensure all information is current. Additional caregivers and substitutes shall review the EPR Plan during orientation and/or on an annual basis with K. Thompson. Documentation of the review shall be maintained on file. You already know the Division offers early childhood professionals a wide range of professional development opportunities through our online learning platform Moodle. As we continue expanding our training offerings, the DCDEE has established a new email address and phone number for Moodle Support. To get help with Moodle, email DCDEE_Moodle_Support@dhhs.nc.gov or call (919) 814-6326. CBC Provider Portal: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS on an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days.
