The previous Annual Compliance Visit was completed July 29, 2025, and prior to today’s visit, the eighteen-month compliance history score was at 98% which is above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a One-Star License issued February 24, 2017. The information on record with DCDEE was verified as correct via phone with LaShelia McCants and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of Superior completed 10/25/2025. LaSheila McCants, Owner/operator, were not present. Crystal Godbolt, teacher/additional caregiver were present while I observed the indoor and outdoor areas. I observed seven children participating with various tabletop toys such as lego blocks and books. Children transitioned to breakfast after participating in tabletop toys. Breakfast consisted of blueberry muffins and applesauce. and milk. The children shared how excited they were to participate in moving activity with music that played in the background. C. Godbolt and one parent volunteer assisted the children with completing handwashing and toileting routines after morning activities were completed. A checklist was used to note the requirements monitored during today's visit. The Verification of Required Information for Operator and Additional Caregivers.Two children’s files were monitored. For not receiving the compliance letter by 8/12/2025 The previous Annual Compliance Visit was completed July 29,2025, and prior to today’s visit, the eighteen-month compliance history score was at 97% which is above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a One-Star License issued August 8, 2023. The information on record with DCDEE was verified as correct by LaSheila McCants, Operator, and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: The Sanitation classification of Superior completed 5/5/2025. Violations #909 for additional caregiver not having a TB test or screening on file before hire, and #1847 for not having the roster for the ABCMS on file for review. A compliance letter was due on August 12, 2025, however, was not received. Ms. McCants was present while observing the indoor area. The children were resting on their cots. Ms. McCants was up and walking about the space while the children rested. Snack served today will be scooby graham crackers and applesauce. During today’s visit the violation for #909 was corrected for additional caregiver not having a TB screening on file before the hire date. The TB screening for the additional caregiver was read on 8/6/2025. During today’s visit the operator stated that she has not been able to complete the ABCMS roster. She has contacted the Criminal Background Unit for additional help. She stated that the CBC contacted her back but at that time she could not work with them due to having children in care. She also stated that she just had not had the time to get back with the CBC unit. However, she stated that she would be able to contact them on 8/15/2025, due to not operating on that day. At the completion of the visit, the Visit Summary was reviewed with Ms. McCants. The following violation was observed. Violation Number Comment Rule 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The operator still has not been able to complete the ABCMS roster and have on file available for review. This is a repeat violation. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. The information should be updated in ABCMS on an ongoing basis as staff members are hired and when employment is terminated. This satisfies the requirement to notify the Division of new child providers working who were hired or moved into the child care facility within five business days. The previous annual compliance visit was completed August 8, 2023, and prior to today’s visit, and prior to today’s visit, the eighteen-month compliance history score was at 98% which is at or above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a One-Star License issued February 24, 2017. The information on record with DCDEE was verified as correct by LaSheila McCants and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Inspections are as follows: Sanitation Classification of Satisfactory completed February 19, 2024. LaSheila McCants, Owner/operator, was present while I observed the indoor and outdoor areas. I observed two preschool- aged children and one school-age child playing in the playroom of the home with age-appropriate materials. The children shared how excited they were to build with various blocks. L. McCants assisted the children with completing handwashing and toileting routines as they arrived. Lunch documented on the menu were meatballs mashed potatoes, green beans, pineapples, bread, and milk. At the completion of the visit, the Visit Summary was reviewed with L. McCants. The following violation(s) were observed. McCants the results from the classroom observations conducted during today’s visit. I observed the indoor space from 8:40am-9:00am. We discussed developmental goals for children two-three years of age. I shared that resources are available on the DCDEE website under the NC Foundations of Early learning tab https://ncchildcare.ncdhhs.gov/. I encourage L. McCants to share this resource with families. There were ample materials in each interest center for children to use at their choice. The facility uses redirection to assist children with keeping the learning environment safe. Annual Compliance Visit. The facility will be closing during the summer months for vacation. We discussed the upcoming AC Visit and making sure that ongoing training and CPR/First Aid training are updated. I encouraged L. McCants to use PFC as a resource to complete the required trainings. Sanitation Inspection: The facility did not have a current EH sanitation inspection. The provider has made several attempts to get inspection completed prior to expiration. Last inspection on file were December 14,2022. An email were sent to Environmental Health at the completion of today’s visit requesting inspection to be completed within two weeks. Resources: The DCDEE has a new initiative – Natural Outdoor Learning Initiative. Through this initiative, we hope to: increase knowledge and confidence for everyone in developing and implementing best practices to support the creation, programming, and safe use of naturalized outdoor spaces in child care facilities.
