The previous Annual Compliance Visit was completed July 29, 2025, and prior to today’s visit, the eighteen-month compliance history score was 93%, which exceeds requirements by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Three (3) Star License issued March 15, 2024. The License was based on the program earning five (5) points in education standards, two (2) points in program standards, and one (1) quality point by choosing to meet an educational option: The child care administrator has at least 10 years of documented child care administration work experience in a licensed program. The information on record with DCDEE was verified as correct by Joanne Crecy and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of superior completed July 3, 2025. Fire Classification of approved for daytime and night care completed September 12, 2025. Joanne Crecy, operator, was present and accompanied me while observing the indoor area. The outdoor area was not observed due to active precipitation. NaShanda Crecy, administrator, was present and caring for children in space #3. All infants, preschool, and school-aged children were observed resting in individual crib or cots with clean linen. I observed staff members monitoring children and assisting children with toileting and hand washing routines. One teacher held and bottle-feed and infant. At 3:00pm, staff members helped children wake up and prepare for mealtime. Snack, prepared and served by J. Crecy, which consisted of pretzel sticks and 100% grape juice. Following snack, children were observed playing Old Maid card game, and connecting links while sitting at child sized tables. The most recent fire drill was completed on January 29, 2026 and a lockdown emergency drill was conducted on November 20, 2025. The most current monthly outdoor inspection was completed on February 3, 2026. At the completion of the visit, the Visit Summary was reviewed with J. Crecy. The following violation was observed: Violation Number Comment Rule 871 Center staff did not comply with the safe sleep policy. Based on the facility's Infant/Toddler Safe Sleep Policy, center staff did not comply with the safe sleep policy. In space #4, an infant that was resting in a crib, was observed laying in between two rolled blankets, and a pacifier attached to lanyard. The violation was corrected when the teacher detached the lanyard from the pacifier, and removed the blankets and lanyard from the crib. 10A NCAC 09 .0606(a) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Each of the following pathway options were discussed: Program Assessment Pathway, Classroom and Instructional Quality Pathway, and Accreditation and Head Start Pathway. Education requirements were also discussed. The Pathway Conversation document was completed and operator chose pathway #2, Classroom and Instructional Quality. We discussed the Rated License Assessment and how to access the application on DCDEE website, provider documents. We reviewed the QRIS PowerPoint presentation for clarity with emphasis on staff education.. I recommend the operator ensure all staff education is updated in DCDEE WORKS. I also recommend the operator contact the Cumberland County Partnership for Children for technical assistance or selecting another licensed facility administrator to partner with coaching/mentoring. The facility one used Creative Curriculum. Formative Assessments were discussed and how to access the approved list on DCDEE website. The facility wishes to maintain their 3-star license or possibly increase to a 4-star license. I observed children building structures with Duplos blocks, singing children songs, and engaging in conversations as the teacher read books to them. I observed school-aged children and a staff member playing board games such as Connect Four and cards. Children were monitored and assisted by staff as they completed toileting and hand washing routines in preparation for mealtime. Lunch was prepared by J. Crecy, which consisted of breaded chicken nuggets, baked beans, applesauce, and milk. Soft instrumental music played as children rested on individual cots and vinyl mats. A checklist was used to note the requirements monitored during the visit. A completed Staff and Training worksheet was received on July 11, 2025 and updated today. Two staff files were monitored. The Children’s Record form was completed and two (2) files were monitored. The most recent fire drill was completed on June 29, 2025 and a shelter-in-place emergency drill was conducted on May 29, 2025. The most current monthly outdoor inspection was completed on July 1, 2025. At the completion of the visit, the Visit Summary was reviewed with J. Crecy. The following violations were observed: Violation Number Comment Rule 808 The child care center premises, including the outdoor learning environment, was not clean, drained to minimize standing water, free of litter and hazards, and/or maintained in a manner which does not create conditions that attract or harbor pests. In the outdoor play area designated for toddlers, the cover of a green resin turtle sand pit was cracked and exposed rough jagged edges. The violation was corrected when the operator removed the turtle sand pit from the outdoor play area, making it inaccessible to children in care. 15A NCAC 18A .2832(a) 1232 Each employee's personnel file did not contain an annual staff evaluation and a staff development plan. The most current annual staff evaluations on file for all staff members were completed September 1, 2023. 10A NCAC 09 .0514(f) 1805 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The ABCMS portal was not updated with current staff employed at the facility including staff who where hired within five business days. G.S. 110-90.2 & .2703(r) 1823 The EPR Plan did not include the location of the Ready to Go File and or the required information. ABCMS – Criminal Background Check (CBC) Provider Portal: A violation was cited today regarding the facility not updating the ABCMS portal with current staff. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. The information should be updated in ABCMS on an ongoing basis as staff members are hired and when employment is terminated. This satisfies the requirement to notify the Division of new child providers working who were hired or moved into the child care facility within five business days. This is also a requirement for Family Child Care Homes and Center Located in a Residence (The roster shall include Family members 16 years of age and older living in the home). For-profit centers that serve lower income children may also be eligible. CACFP reimburses child care facilities at free, reduced-price, or paid rates for eligible meals and snacks served to enrolled children, targeting benefits to those children most in need. The previous Annual Compliance Visit was completed August 7, 2024, and prior to today’s visit, the eighteen-month compliance history score was 92%, which exceeds requirements by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Three (3) Star License issued March 15, 2024. The License was based on the program earning five (5) points in education standards, two (2) points in program standards, and one (1) quality point by choosing to meet an educational option: The child care administrator has at least 10 years of documented child care administration work experience in a licensed program. The information on record with DCDEE was verified as correct by Joanne Crecy and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of superior completed July 3, 2025. Fire Classification of approved for daytime and night care completed August 14, 2024. Joanne Crecy, operator, was present and accompanied me while observing the indoor and outdoor areas. NaShanda Crecy, administrator, was present and caring for children in space #3. Preschool and school-aged children were observed playing in interest centers with age appropriate materials. Staff assisted children in identifying colors of tempera paint and they created individual pictures with paint brushes and white art paper. Children completed hand washing after art and transitioned to play with toy foods and cooking utensils in dramatic play. I observed children building structures with Duplos blocks, singing children songs, and engaging in conversations as the teacher read books to them. I observed school-aged children and a staff member playing board games such as Connect Four and cards. Children were monitored and assisted by staff as they completed toileting and hand washing routines in preparation for mealtime. Lunch was prepared by J. Crecy, which consisted of breaded chicken nuggets, baked beans, applesauce, and milk. Soft instrumental music played as children rested on individual cots and vinyl mats. A checklist was used to note the requirements monitored during the visit. A completed Staff and Training worksheet was received on July 11, 2025 and updated today. Two staff files were monitored. The Children’s Record form was completed and two (2) files were monitored. The most recent fire drill was completed on June 29, 2025 and a shelter-in-place emergency drill was conducted on May 29, 2025. The most current monthly outdoor inspection was completed on July 1, 2025. At the completion of the visit, the Visit Summary was reviewed with J. Crecy. The following violations were observed: Violation Number Comment Rule 808 The child care center premises, including the outdoor learning environment, was not clean, drained to minimize standing water, free of litter and hazards, and/or maintained in a manner which does not create conditions that attract or harbor pests. In the outdoor play area, children climbed on a stationary slide, rode tricycles, and practiced balancing on balance beams. Upon return indoors, teachers moniored children as they completed personal care routines and hand washing in preparation for mealtime. Lunch, prepared and served by J. Crecy, consisted of hamburger patty, sliced wheat bread, green beans, fruit cocktail, and milk. Following lunch, staff assisted children with toileting routines, hand washing, and preparing for rest time. Soft instrumental jazz music played as children rested on individual cots and mats. The most recent fire drill completed on July 31, 2024. A lockdown emergency drill was completed on May 30, 2024. The most current outdoor inspection was completed on August 1, 2024. A checklist was used to note the requirements I monitored today. The facility’s Staff and Training Worksheets were received on July 29, 2024 and updated during today’s visit. Two (2) children records were reviewed and one (1) staff file was monitored. At the completion of the visit, the Visit Summary was reviewed with J. Crecy and N. Crecy. Children sang “Good Morning, How are You”, Number Rock, and recited alphabet/phonetic sounds. The teacher transitioned children to free choice activities in interest centers. Children were engaged in playing with connecting waffle blocks, cooking pretend foods in dramatic play, and playing a matching alphabet game with the teacher. In space #4, I observed the teacher assisting toddlers as they manipulated and stacked Duplos blocks and knobbed puzzles at child size table. One child was observed resting in their individual crib on clean linen. Outdoors, children climbed and played on the sliding board on stationary equipment, ran in and out of resin playhouses, and played in sand/water tables. Staff were observed assisting children with toileting and hand washing routines as they returned indoors and prepared for mealtime. Lunch, prepared and served by J. Crecy, consisted of hamburger patty, wheat bread, beans, mandarin oranges, and milk. Children completed toileting and hand washing following lunch and prepared for rest time. I observed children resting on individual cots and mats with clean linen. Soft instrumental jazz music played as children rested. The most recent fire drill and the lockdown emergency drill were completed February 29, 2024. The most recent monthly outdoor inspection was completed March 1, 2024. When reviewing the North Carolina Secretary of State website, the name of the facility did not match the name in the Regulatory system. When verifying the facility’s correct name in the Secretary of State’s website, it was determined that the facility received a revenue suspension on June 16, 2022. Based on Child Care Rule 10A NCAC .2206 (1), a Prior Notice for an Administrative Action to suspend the child care license may be forthcoming due to the operator of the corporate entity had been placed under revenue suspension by the North Carolina Secretary of State. At the completion of the visit, the Visit Summary was reviewed with J. Crecy. The following violations were observed: Violation Number Comment Rule 705 Equipment and furnishings were not sturdy, stable and free of hazards. In the outdoor play area, three decaying wooden balance beams were chipped and splinters were protruding. Crecy the positive interactions I observed with teacher-to-child interactions. Children were provided with a variety of options for classroom activities, however children remained in whole group throughout most of the visit. I encourage staff to give children the opportunity to make choices during free choice activities and provide children individually with options. This is important for the proper growth and development of young children. I encouraged teachers to be flexible in the posted schedule based on children’s interest and attention span. I suggest teachers continue to have meaningful conversations and interactions with children. Self-talk and Parallel talk will both be necessary in providing a language enrich environment. Self-talk will offer opportunities for conversation to occur in silent classrooms. Parallel talk is important for the teacher to engage in conversations by talking about what the child is doing, seeing, hearing, or feeling. I also recommended that teacher provide more questions allowing the children to respond to what they think needs to happen, instead of giving directives to children. This program currently operates with a Three (3) Star License issued February 14, 2020. Children sang “Good Morning, How are You”, Number Rock, and recited alphabet/phonetic sounds. The teacher transitioned children to free choice activities in interest centers. Children were engaged in playing with connecting waffle blocks, cooking pretend foods in dramatic play, and playing a matching alphabet game with the teacher. In space #4, I observed the teacher assisting toddlers as they manipulated and stacked Duplos blocks and knobbed puzzles at child size table. One child was observed resting in their individual crib on clean linen. Outdoors, children climbed and played on the sliding board on stationary equipment, ran in and out of resin playhouses, and played in sand/water tables. Staff were observed assisting children with toileting and hand washing routines as they returned indoors and prepared for mealtime. Lunch, prepared and served by J. Crecy, consisted of hamburger patty, wheat bread, beans, mandarin oranges, and milk. Children completed toileting and hand washing following lunch and prepared for rest time. I observed children resting on individual cots and mats with clean linen. Soft instrumental jazz music played as children rested. The most recent fire drill and the lockdown emergency drill were completed February 29, 2024. The most recent monthly outdoor inspection was completed March 1, 2024. When reviewing the North Carolina Secretary of State website, the name of the facility did not match the name in the Regulatory system. Self-talk will offer opportunities for conversation to occur in silent classrooms. Parallel talk is important for the teacher to engage in conversations by talking about what the child is doing, seeing, hearing, or feeling. I also recommended that teacher provide more questions allowing the children to respond to what they think needs to happen, instead of giving directives to children. Crecy read The Three Little Pigs using felt pieces and a story board. School-aged children in space #1/2 were observed playing Monopoly with the teacher. Infants and toddlers in space #4 were observed playing with soft toys on a mat on the floor. Two infants were resting in individual cribs while the teacher completed diapering/hand washing routines with one child. Lunch was prepared and served by J. Crecy. I observed children consuming breaded chicken tenders, green beans, applesauce, and milk. Following lunch, staff assisted children in completing toileting and hand washing routines before preparing for rest time. Children were observed resting on cots with clean linen and soft instrumental music played. A checklist was used to note the requirements I monitored today. The Staff and Training Worksheet was received by email on August 11, 2023 and was updated during today’s visit. The Children’s Record worksheet was completed for two children’s files monitored. At the completion of the visit, the Visit Summary was reviewed with J. Crecy and N. Crecy. The NC Child Care Commission revised rules related to staff/child ratios for multi-age groups; cooperative arrangements; and enhanced space requirements. The multi-age group staff/child ratio changes support a previous rule change submitted by Early Head Start and the new rule for defining cooperative arrangements provides clarification to a previous change in statute. The previous Annual Compliance Visit was completed September 8, 2022, and prior to today’s visit, the eighteen-month compliance history score was 92%, which exceeds requirements by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Three (3) Star License issued February 14, 2020. The License was based on the program earning five (5) points in education standards, two (2) points in program standards, and one (1) quality point by choosing to meet an educational option: The child care administrator has at least 10 years of documented child care administration work experience in a licensed program. The information on record with DCDEE was verified as correct by JoAnne Crecy. Current Inspections are as follows: Sanitation Classification of superior completed March 8, 2023. Fire Classification of approved for day time and night care completed August 16, 2022. J. Crecy contacted the Cumberland County Fire Marshall’s office and requested an inspection. JoAnne Crecy, Owner, was present and accompanied me as I observed the indoor and outdoor areas. NaShanda Crecy, Administrator, was present and assisted during the visit. I observed preschool-aged and school-aged children playing with age-appropriate materials. Children in space #3 were observed playing with framed puzzles, connecting blocks, plastic links, and singing and dancing during circle time activities. N. Crecy read The Three Little Pigs using felt pieces and a story board. School-aged children in space #1/2 were observed playing Monopoly with the teacher. Infants and toddlers in space #4 were observed playing with soft toys on a mat on the floor. Two infants were resting in individual cribs while the teacher completed diapering/hand washing routines with one child. Lunch was prepared and served by J. Crecy. I observed children consuming breaded chicken tenders, green beans, applesauce, and milk. Following lunch, staff assisted children in completing toileting and hand washing routines before preparing for rest time. Children were observed resting on cots with clean linen and soft instrumental music played. A checklist was used to note the requirements I monitored today. The Staff and Training Worksheet was received by email on August 11, 2023 and was updated during today’s visit. The Children’s Record worksheet was completed for two children’s files monitored. At the completion of the visit, the Visit Summary was reviewed with J. Crecy and N. Crecy. The following violations were observed: Violation Number Comment Rule 1034 All staff, including the director, did not have an annual health questionnaire on file following the initial medical statement. An annual health questionnaire expired for two staff members on July 19, 2023. .0701(a) 1035 Child care providers, including the director, uncompensated providers, substitute providers, and volunteers did not have the required Emergency Information Form on file on or before the first day of work, which included all the required information and/or the information on the form was not updated as changes occur and at least annually. The most current emergency information form on file for staff member K.C. expired on July 21, 2023. .0701(a) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violations observed and documented today must be corrected immediately. Additionally, by 5:00pm on August 30, 2023, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. One staff completed the document however one staff was not present. As a reminder, health questionnaires shall be completed annually unless a medical statement was completed within the same year. 10A NCAC 09 .0701(a). July 2023 Child Care Rule Changes: The DCDEE is excited to share information about the July 2023 child care rule changes. The NC Child Care Commission revised rules related to staff/child ratios for multi-age groups; cooperative arrangements; and enhanced space requirements. These rule changes may or may not impact your facility. The multi-age group staff/child ratio changes support a previous rule change submitted by Early Head Start and the new rule for defining cooperative arrangements provides clarification to a previous change in statute. A new July 2023 New Rule/Rule Amendments Overview module has been added to the Child Care Rules Training on DCDEE Moodle.
