Name of Operation: KIDS WILL BE KIDS HOME DAYCARE Facility ID: 26001480 Consultant: NANCY STRATFORD Operation Type: Center Case Number: Visit Date: 10/28/2025 Number Present: 7 Completed Date: 10/28/2025 Age: From 0 To 3 Total Minutes: 180 Time In: 09:00 AM Time Out: 12:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of today's visit was to monitor compliance with applicable child care requirements pertinent to a routine unannounced visit. The previous Annual Compliance Visit was completed April 9, 2024, prior to today’s visit, the eighteen-month compliance history score was 99% at or above 75%, as required by North Carolina General Statute 110- 90(4) (c-d). This program currently operates with a Three-Star License issued February 7, 2020. The License was based on the program earning 4 points in education standards, 3 points in program standards, and one quality point by choosing to meet an education option by having all lead teachers and teachers have at least 5 years EC work experience in no more than 2 different centers. The information on record with DCDEE was verified as correct by Tracy Feliciano, Owner, and the owner’s corporation status was verified on the Secretary of State’s website as Current and Active. Current Inspections are as follows: Sanitation Classification of Superior completed September 30, 2025. Fire Classification of Satisfactory completed October 20, 2025. A violation was observed for fire inspection. Ms. Feliciano was present while I observed the indoor areas. Upon my arrival, I observed some children playing with toys. The teachers assisted the children during free play. The children were observed playing with Legos, musical toys, fine motor toys, superhero figures, and reading books. After cleaning up their toys the children transitioned to the table to play with playdoh. The teacher provided toys to use with the playdoh. Lunch served was hotdogs, baked beans, pineapples, bread and milk. Program files were reviewed. The most recent fire drill was completed on October 3, 2025. The three-month drill (Lockdown) was completed on October 3, 2025. The most recent playground inspection was completed on October 03, 2025. The emergency preparedness plan was dated October 28, 2025. At the completion of the visit, the Visit Summary was reviewed with Ms. Feliciano. The following violation was observed: Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The previous fire inspection was dated for October 9, 2024. The current fire inspection is dated for October 20, 2025. The fire inspection was not completed within 12 months of the previous inspection. This was corrected when the provided emailed to current fire inspection dated for October 20, 2025. 10A NCAC 09 .0304(a) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today was corrected during today’s visit. A compliance letter is not required. Facility Specific TA/Consultation/Reminders : During today’s visit we discussed the QRIS Modernization Pathways. You stated that you are wanting to apply for the Classroom and Instructional Quality Pathway. We reviewed pathway #2 during today’s visit and talked about the application and the application process. I walked you through the application process on the DCDEE website and where to locate the required forms. Your goal is to complete the requirements for a pathway of your choice May 2026. Fire Inspection: An annual Approved Fire Inspection is required annually and validates the building, premises, and programs are following current Fire Codes; all of which attest to a safe environment for children. A violation was cited because the last fire inspection was completed October 9, 2025, and the fire inspection is required to be completed 12 months before the previous inspection. Prior to my visit, the operator emailed the fire inspection report by the Fire Marshal’s Office. I requested for the inspection to be completed on the form provided by the Division. The inspection was not completed on the form provided by the Division, previously you contacted the Fire Marshall to obtain a copy of the Inspection Report, however, the form was not completed by the Fire Marshall. The Rule states the inspection must be on the form provided by the Division and mailed or emailed to the Consultant within seven (7) days.
