The previous Annual Compliance Visit was completed on June 30, 2025, and prior to today’s visit, the eighteen-month compliance history score was 95% which is at or above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Five- Star License issued February 18, 2020. The License was based on the program earning 6 points in education standards, 7 points in program standards, and one quality point by choosing to meet a programmatic option by infant capacity restricted to no more than two children under one year of age. The information on record with DCDEE was verified as correct. Inspections are as follows: Sanitation Classification of Superior completed January 16, 2025. Upon my arrival, I was greeted by Marcell Tuff, additional caregiver. Four children were present. The children were observed participating in free-choice activities. Children had access to blocks, fine-motor, creative art, dramatic-play, and literacy materials. The operator and children counted to twenty. The operator read a book to the children, and they identified animals and the noises they make. Program files were reviewed. The most recent fire drill was completed on January 05, 2026. The most recent quarterly (lockdown) drill was completed on January 05, 2026. The most recent outdoor inspection was completed on January 04, 2026. Hilda Tuff, Operator, arrived at the facility at 3:15pm. Routine care and handwashing practices were observed. Snack consisted of mixed fruit and milk. At the completion of the visit, the visit summary was reviewed with H. Tuff, Operator. The following violation was observed: Violation Number Comment Rule 1544 The child care operator did not comply with all State laws, federal laws and/or local ordinances that pertain to child health, safety, and welfare, as required by General Statute 110-91. The operator did not schedule and obtain an updated sanitation inspection within 12 months of the previous inspection. The most recent sanitation inspection was completed on January 16, 2025. GS 110-91 Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today may impact the compliance history score. The violation observed and documented today must be corrected immediately. Additionally, by 5:00pm on February 12, 2026, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. I encouraged the operator to contact the Cumberland County Environmental Health Department at (910)433-3618 to schedule and obtain a sanitation inspection as soon as possible. I discussed with H. Tuff the results from my observations conducted during today’s visit. Infant/Toddler Age Group Observation I encouraged the operator to continue giving children choices and letting their interests determine what activities they engage in, and how long the activities last; helping children learn to care for themselves and take on responsibility. This is important because children must be interested in an activity to learn from it. If you let children choose activities, you can feel confident they are ready to learn. For example, not letting rules for behavior get in the way of children’s learning; children’s freedom to move and talk if they are not disrupting other children; allowing children to join and leave activities based on their interest; and adjusting pace for individual children. Preschool Age Group Observation Children’s thinking skills can be promoted throughout the school day in many classroom activities including centers, whole group instruction, meal and snack time, as well as transition. This is important when teachers are intentionally thinking about finding opportunities to do this at different times during the day, and not just during a structured instructional activity. For example, when children are building towers with blocks, the operator can ask, “What do you think will happen if we add more blocks? Why do you think that?” The operator can then ask children to add more blocks and talk about what happens. This allows children to experiment and learn more from the activity. No school-aged children were present during today’s visit. Free Adult Mental Health First Aid Training Be prepared to support those around you by getting certified in Mental Health First Aid. Mental Health First Aid teaches the skills needed to recognize and respond to signs and symptoms of mental health and substance use challenges, as well as how to provide someone with initial support until they are connected with appropriate professional help. In the free course, you learn risk factors and warning signs for mental health and addiction concerns, strategies to help someone in both crisis and noncrisis situations, and where to turn for help. Education requirements were also reviewed. Based on today’s conversation, the facility is strongly thinking about pursuing the Classroom and Instructional Quality Pathway. The operator stated that she will need some assistance with choosing an approved curriculum and formative assessment tool. I gave the operator a list of DCDEE approved curricula and a list of approved formative assessments. Staff members who are better trained are better able to prevent, recognize, and correct health and safety problems. Additionally, the training and education of teachers is an indicator of child care quality. I encouraged the operator and additional teacher to contact the Partnership for Children of Cumberland County at (910) 867-9700 or visit their website at www.ccpfc.org to register for and complete upcoming trainings as soon as possible. Health and Safety Training Requirements A violation was cited today for a staff member not having documentation on file of completing health and safety training within the past five years. Children may come to child care with identified special health care needs or may develop them while attending child care. Staff must be trained in recognizing health problems as well as in implementing care plans for previously identified needs. Teachers who engage in health and safety training are more likely to decrease morbidity and mortality in their setting and are better able to prevent, recognize, and correct health and safety problems. The additional teacher stated that he will register for and complete the health and safety training courses on DCDEE Moodle as soon as possible. You stated the child were a neighbor who occasionally comes over when the parent has to run errands. I made you aware that this is considered drop- in care. So therefore the a file will need to be available to review. We discussed the following strategies: Use the check list on the DCDEE website, under provider forms to make sure have all required documents for each child at the facility. Provide the form to parent and give a date to when the form must be returned or review and have parent sign right away. We discussed placing a reminder to renew requirements such as CPR/First AID on a calendar.
