The previous Annual Compliance Visit was completed January 21, 2025, and prior to today’s visit, the eighteen-month compliance history score was 93%, which exceeds requirements as outlined in North Carolina General Statute 110-90(4)(c-d). This program currently operates with a one (1) Star License issued September 6, 2024. The information on record with DCDEE was verified as correct by Francine Hall- Epps. Current Inspections are as follows: Sanitation Classification of superior completed November 26, 2025. F. Hall-Epps, Owner/Operator, was present while I observed the indoor and outdoor areas. Upon arrival, there were two preschool-aged children playing in the child care area of the home. Two other children arrived, completed hand washing routines, and joined the group. Children were observed playing with puzzles, stuffed animals, and toy vehicles. In the outdoor area, children played kickball, tricycles, and push/pull toys. When returned indoors, children completing toileting, diapering, and hand washing routines and prepared for mealtime. Lunch was prepared by the operator and served for a household member consisted on barbeque chicken, rice, corn, green beans, fresh apple slices, and milk. A checklist was used to note the requirements I monitored during the visit. The FCCH Operator's Verification of Required Information for Operator and Additional Caregivers and Statements of Responsibility forms were completed. Two children files were monitored. The most recent fire drill was completed on December 1, 2025, and a lockdown emergency drill was completed on October 1, 2025. The most current monthly outdoor inspection was completed on December 1, 2025. The EPR plan was updated on December 10, 2025. At the completion of the visit, the Visit Summary was reviewed with F. Hall-Epps. The following violations were observed: Violation Number Comment Rule 702 Potentially hazardous items, including but not limited to, power tools, nails, chemicals, propane stoves, lawn mowers, and gasoline or kerosene, whether or not intended for use by children were not stored in locked areas, removed from the premises, or otherwise inaccessible to children. Accessible to children in the outdoor play area, a gas leaf blower and a chain saw was stored on the concrete patio. The violation was corrected when a household member removed the items and placed them in a locked storage building. .1719 (a) (1) 1920 Indoor and outdoor area was not checked daily for debris, vandalism, broken equipment, and animal waste. In the outdoor play area, a resin kitchen play set and doll stroller were broken. The violation was corrected when a household member removed and discarded the items from the play area. .1719(a)(17) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violations observed and documented today were corrected immediately therefore a compliance letter is not required. Facility Specific TA/Consultation/Reminders: Indoor/Outdoor Environment: The violation for safe indoor and outdoor environment was cited today. Providing a safe environment is important for children’s growth and development. I shared that additional information regarding Safe Environments for Child Care Centers can be found in Child Care Rules section .600. We also discussed the following strategies for achieving and maintaining compliance: review the rule section with staff at your next staff meeting and have staff report hazardous issues to administration staff immediately. Storage of Hazardous Items: The violation for storage of hazardous items was cited today. Properly storing hazardous materials is important because if in reach of children, may present a poison hazard if ingested, inhaled, or handled. I shared that additional information regarding the storage of medication can be found in Child Care Sanitation Rule 15A NCAC 18A. 2820(b). A copy of the “Hazardous Items Storage for Child Care” resource may be obtained from our website. We also discussed the following strategies for achieving and maintaining compliance: review the resource with household members; remind them to check behind each other; and periodically check the home throughout the day to ensure all hazardous items are locked. QRIS Modernization: During today’s visit an overview of section .3200 of the child care rules was provided. Each of the following pathway options were discussed: Program Assessment Pathway, Classroom and Instructional Quality Pathway, and Accreditation and Head Start Pathway. Education requirements were also discussed. The Pathway Conversation document was completed and the operator decided to possibly pursue Pathway #2, Classroom and Instructional Quality. The operator is currently a 1 staff and is considering applying for a 2 through 5 staff license. We discussed the Rated License Assessment and how to access the application on DCDEE website, provider documents. We reviewed the QRIS PowerPoint presentation for clarity. I recommended the operator request technical assistance from Cumberland County Partnership for Children if she decides to apply for a rated license assessment. Due to the operator’s education in early childhood, I recommended the operator consider CEU hours with Southwestern Child Care Commission in order to meet the provider education requirement. The operator stated if there is minimal paperwork added to her license, she would pursue a 3 star FCCH license. I suggested the operator visit DCDEE website and review the QRIS modernization and documents. Statewide Family Child Care Project and Kathleen Hoffler: N.C. Statewide Family Child Care Project: The N.C. Statewide Family Child Care Project was established in 2019. The project has worked within the CCR&R system to provide training and technical assistance to Professional Development and TA practitioners who support Family Child Care. Additionally, the project has worked with collaborating partners and stakeholders at the state and federal level to elevate and inform policy discussions that positively impact licensed Family Child Care professional educators. Kathleen Hoffler, Region 5 Family Child Care Consultant, is available free of charge to provide technical assistance and consultation to Family Child Care Home Providers to help you to enhance your program quality by putting thought and care into the following areas: Developmentally Appropriate Practices (DAP), Curriculum, Family Engagement, Caregiver-Child Interactions, and Indoor and Outdoor Environments. You can take steps towards providing a high quality early care and education environment for the children in your program. During today's visit, I monitored fire extinguishers, smoke detectors, the EPR plan and monthly fire drills. The operator stated she would purchase carbon monoxide alarms and place in the required areas of the home although there are no fuel burning appliances. The operator transitioned children to the outdoor area where I observed children riding wheeled toys, playing on rockers, climbing on stationary equipment, and tossing balls around to each other. Upon return indoors, children completed personal care routines and hand washing. For lunch, children were served bologna and cheese sandwich on wheat bread, corn, raisins, and milk. The FCCH Operator's Verification of Required Information for Operator and Additional Caregivers and Statements of Responsibility forms were completed. The most recent fire drill was completed on July 26, 2024, and a shelter-in-place emergency drill was completed on July 11, 2024. The most current monthly outdoor inspection was completed on July 26, 2024. At the completion of the visit, the Visit Summary was reviewed with Ms. Hall Epps. The following violations were observed: Violation Number Comment Rule 702 Potentially hazardous items, including but not limited to, power tools, nails, chemicals, propane stoves, lawn mowers, and gasoline or kerosene, whether or not intended for use by children were not stored in locked areas, removed from the premises, or otherwise inaccessible to children. Accessible to children in the outdoor area, a lawnmower was stored on the cemented patio. The violation was corrected when the operator's husband stored the lawnmower in a locked storage building. .1719 (a) (1) 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. Assessible to children, a bottle eyeglass cleaner solution was stored on the bathroom countertop. I shared that additional information regarding the storage of medication can be found in Sanitation Rule .2028(d) and a copy of the “Hazardous Items Storage for Child Care” resource can be obtained from the DCDEE website. We also discussed the following strategies for achieving and maintaining compliance: review the resource with staff at your next staff meeting; have staff practice administering medicine and return to locked storage before completing the administration record (practice helps create and reinforce a routine); remind each team of staff to check behind the other; and/or periodically visit classrooms throughout the day and check medication boxes to ensure they are locked.
