The previous Annual Compliance Visit was completed on October 9, 2025. Prior to today’s visit, the eighteen-month compliance history score was 94%, which is at or above the required 75%, as required by North Carolina General Statute 110-90(4)(c-d). Your program currently operates with a three-star license issued December 19, 2024. The License was based on the program earning six points in education standards, two points in program standards, and one quality point by choosing to meet infant capacity restricted to no more than two children under one year of age. The information on record with DCDEE was verified as correct by Tomeka Rich, Operator, and the owner’s corporation status, Dream Box Learning Center LLC was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of Superior completed June 16, 2025. Tomeka Rich, Operator, was present while I observed the indoor and outdoor areas. No children were in care. Two children are enrolled in the program and were absent during today’s visit. At the completion of the visit, the visit summary was reviewed with T. Rich. The following violation(s) were observed: Violation Number Comment Rule 702 Potentially hazardous items, including but not limited to, power tools, nails, chemicals, propane stoves, lawn mowers, and gasoline or kerosene, whether or not intended for use by children were not stored in locked areas, removed from the premises, or otherwise inaccessible to children. Lumber that will be used later for a fence were located in play area of the home. .1719 (a) (1) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violation(s) observed and documented today must be corrected immediately. Education requirements were also reviewed. Based on today’s conversation you will be pursuing the Classroom and Instructional Quality Pathway (2). Storage of Hazardous Items: Remember properly storing hazardous materials is important because if in reach of children, may present a poison hazard if ingested, inhaled, or handled. I shared that additional information regarding the storage of medication can be found in Child Care Sanitation Rule 15A NCAC 18A.2820(b). A copy of the “Hazardous Items Storage for Child Care” resource may be obtained from our website. We also discussed the following strategies for achieving and maintaining compliance: review the resource and periodically check approved licensed spaces throughout the day to ensure all hazardous items are locked. Plants: We reviewed “The Guide to Accidental Plant Poisoning”. The pamphlet contains information regarding common nonpoisonous plants that are safe for indoors and outdoors in child care programs. It is great to expose children to nature and allow them the opportunity to take care of living objects. Keep in mind to review the pamphlet before placing plants in the home. Discussion: NCDHHS Responds to Increase in Measles Cases: Measles is on the rise globally and in North Carolina. As a highly contagious, airborne disease, even one case is a major priority for public health. NCDHHS is taking action by launching new outreach resources for child care providers, families, and community stakeholder to help curb the spread. Child care providers can share information about vaccinations with the families served and be informed with the most current information. Outdoors, I observed a propane tank and an edger on the porch. On the side of the house there was a barbeque grill, rakes, shovels and a wood burner. Once indoors, the child sat at a table. She wrote on a dry erase board with red and green dry erase markers. Ms. Rich spelled out loud and wrote the child’s name. The child repeated what Ms. Rich was saying. Next, the child bounced a large ball and participated in an animal recognition activity. Today’s lunch will include ground beef, taco shells, lettuce, fruit cocktails, and milk. At the completion of the visit, the visit summary was reviewed with T. Rich. The following violations were observed: Violation Number Comment Rule 702 Potentially hazardous items, including but not limited to, power tools, nails, chemicals, propane stoves, lawn mowers, and gasoline or kerosene, whether or not intended for use by children were not stored in locked areas, removed from the premises, or otherwise inaccessible to children. Indoors, there was one bottle of torch fluid stored on top of a shelf in the play area behind a plant. This was removed during the visit. The shelf or cabinet must be mounted at least five feet above the floor. In one classroom, two cans of aerosol spray were stored in an unlocked storage area. Aerosol cans must be stored in locked storage. A handout was left today for Hazardous Items Storage for Child Care. This handout can be found on our website by clicking the tab Provider then Provider Document and Forms Water Testing Access to Safe Drinking Water: An amendment to Rule 15A NCAC 18A .2816 was adopted and approved effective October 1, 2019. This amendment requires that all licensed child care centers test all drinking water faucets and food preparation sinks for lead contamination within one year, and new centers must test upon application for a license. As a reminder, centers will need to test once every three years. In order to test the drinking water at your center for free, you must register for a pre-enrollment webinar with RTI international. Go to www.cleanwaterforcarolinakids.org to sign up for the required webinar. You must be open at normal or reduced operations to participate (e.g., not closed for summer). For example, when you are diapering you may say “Ms. Margaret is going to change your diaper. I am opening the tape on one side, then the other side and now I am going to use a wipe to clean you. Doesn’t it feel good to be clean? Let’s put a clean diaper on and wash our hands. Now Ms. Margaret must clean and disinfect the table. Have you ever been in the store and seen a person talking and talking to themselves until you realize that they have a baby strapped to their chest? That’s self-talk! Now, this self-talk for some people comes naturally and for others, they need to make an effort to do it. Parallel talk: Parallel talk is talking about what a child is seeing, hearing, or doing. So, when a child is playing with blocks you might say “Wow! You just built a tower! Oh, you have the blue block. You threw the red block! Oh, let’s see how many blocks there are, one, two, three blocks!” Notice in parallel talk, you are not asking questions of the child but rather are just modeling language. We also discussed the following strategies for achieving and maintaining compliance: make sure you are completing your daily walk throughs of all licensed areas accessible to children. Reminders: Sleep Checks: Infant Sleep Check/Safe Sleep Policy: I reviewed the safe sleep policy. The safe sleep policy was posted in the classroom. It is important to make sure to review the safe sleep policy to ensure that the policy is followed daily. Sleep checks were not available for one child under the age of 12 months, due to the child not being in attendance the last couple of weeks. Sleeps checks are important to make sure that children are safe during sleep. Technical Assistance was also provided to make sure the infant policy is updated to reflect the center’s policy for infant safe sleep. Refer to Child Care Rules: 10A NCAC 09 .1724 Training: Health and Safety training topics must be completed within the first year (January 2, 2024). Documentation of training must be kept on file for review. Complete the health and safety training record as found on the DCDEE website. After the first year, you must complete the health and safety training topics at least once every five years. The CCDF Health and Safety trainings are now available in the DCDEE Moodle learning platform (https://www.dcdee.moodle.nc.gov/). T. The previous Temporary Time Visit was completed June 27, 2023, the eighteen-month compliance history score was 87% which is at or above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Three-Star License issued July 3, 2023. The License was based on the program earning 6 points in education standards, 2 points in program standards, and one quality point by choosing to meet a programmatic option by infant capacity restricted to no more than two children under one year of age under the age of one. The information on record with DCDEE was verified as correct by Tomeka Rich and the owner’s corporation status was verified on the NC Secretary of State’s website as current-active. Inspection is as follows: Sanitation Classification of Superior with five demerits completed August 19, 2022. Tomeka Rich, Operator, was present while I observed the indoor and outdoor areas. Upon my arrival five children were present, participating in center activities. T. Rich assisted the children with participating in the dramatic play. The dramatic play area consisted of a variety of dress up clothing that helped children explore being cooks. T. Rich assisted the children with sharing and having patience while waiting for their turn. Toileting and handwashing activities were observed during today’s visit. Lunch documented on today’s menu will be chicken fried rice, cabbage, applesauce, and milk. At the completion of the visit, the Visit Summary was reviewed with T. Rich. The following violations were observed during the visit: Violation Number Comment Rule 908 Health questionnaire was not completed annually. T. Rich did not update health questionnaire annually, last date documented were 9/7/2022. T. Rich updated the health questionnaire during the visit. .1703(a)(1) 930 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years from the date of issuance).
