The previous Annual Compliance Visit was completed August 13, 2024, and prior to today’s visit, the eighteen-month compliance history score was 96% which is at or above 75%, as required by North Carolina General Statute 110-90(4)(c-d).Your program currently operates with a three- Star License issued August 23, 2023. The License was based on the program earning 4 points in education standards, 2 points in program standards, and one quality point by choosing to meet a programmatic option by not serving more than two infants under age one. The information on record with DCDEE was verified as correct by Mary Balogun. Current Inspections are as follows: Sanitation Classification of Superior completed February 13, 2024. I was greeted by Mary Balogun, Operator. Upon my arrival, there were three children in care. The children were playing in the dramatic play area using pretend food and dishes. As children cleaned up, Ms. Mary asked the children about items they were putting away. For example, she asked, “Where is the carrot and What goes in the refrigerator?”. When done with cleaning the children sat at a table and used write and erase musical boards. Ms. Mary assisted the children with writing and recognizing numbers one and two. Next, they went outdoors. They were observed running, climbing, sliding, using hoola-hoops, and a rocker. Once indoors, the children washed their hands before playing again. They cleaned up and prepared for lunch. The table was sanitized. Today’s lunch consisted of hot dogs, buns, corn, strawberries, and milk. At the completion of the visit, the Visit Summary was reviewed with M. Balogun. The following violations were observed: Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. One container of disinfectant wipes were stored on top of the counter in between the kitchen and play area. The operator placed the disinfectant wipes in a locked closet. .1719 (a)(7) 1544 The child care operator did not comply with all State laws, federal laws and/or local ordinances that pertain to child health, safety, and welfare, as required by General Statute 110-91. A current sanitation inspection was not on file. The last sanitation inspection was dated 2/13/24. GS 110-91 1847 A child care operator did not notify the Division of any new child care providers, as defined in G.S. 110-90.2(a)(2), who were hired or moved into the child care facility within five business days. The operator did not have the facility's ABCMS Roster on file. G.S. 110-90.2 & .2703(r) 1889 Products that are labeled "keep out of reach of children" without any other warnings, were not stored on a shelf or in an unlocked cabinet that is five feet above the finished floor. Hand sanitizer was stored on a counter in between the kitchen and play area. The counter was lower than five feet above the floor. The operator placed the hand sanitizer on top of the refrigerator. .1719(a)(7) 2030 Operator did not provide a written statement to parents regarding the smoking and tobacco restriction. One child's file did not include a parent signed acknowledgement form regarding the smoking and tobacco restriction. .1719(a)(11) The violation must be corrected immediately. Mail or email a written, dated, and signed statement to me by 5:00 PM on August 19, 2025, describing how and when the violation was corrected and how the facility plans to maintain compliance in the future. If the compliance letter is not received by the due date, an additional visit will be conducted to verify that violations have been corrected. Mail or email the information to: Rona Davis P. O. Box 1218 Raeford, NC 28376 910-309-2480 Technical Assistance/Discussions/Reminders: You received two annual on-going training hours. You need to complete eight additional hours by 8/13/25. Once completed, email me your certificates for verification. If the hours are not completed by the due date, a violation will be added to this visit. Smoking Policy: A violation was cited for one child not having a parent’s signed acknowledgement form regarding the facility’s no smoking policy. According to child care rule .1719(a)(11), you must provide a written statement to parents regarding smoking and tobacco restrictions. We discussed printing the form and having child’s parent sign an acknowledgement of receiving the no smoking policy. You were given a copy of your non-smoking policy signage during the visit. Sanitation Inspection: The facility did not have a current EH sanitation inspection. The current sanitation inspection was dated February 13, 2024. You stated that you had contacted the supervisor and were told that someone would be coming to do the inspection. Contact Porcha Small, Supervisor at 910-433-3676 inform her of today’s monitoring visit and that you need a sanitation inspection by 8/19/25. Hazardous Items Storage: A violation was cited for having one large bottle of bleach and one spray bottle of floor buffer stored on top of the shelf in space #1. These items shall be kept in locked storage. Refer to child care rule .1719(a)(7) The facility’s sanitation inspection expires on 2/13/25. You stated that you have been calling regarding the inspection. ABCMS – CBC Provider Portal The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Refer to child care rules G.S. 110-90.2 & .2703(r). Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. The information should be updated in ABCMS on an ongoing basis as staff members are hired and when employment is terminated. This satisfies the requirement to notify the Division of new child providers working who were hired or moved into the child care facility within five business days.
