This program currently operates with a Five-Star License issued October 10, 2024. The License was based on the program earning seven points in education standards, seven points in program standards, and one quality point by choosing to meet a programmatic option for: Has reduced group size by one in each group from the seven-point level as required in Rule .2818 (c). The information on record with DCDEE was verified as correct by Ms. Delaine, Lead Teacher, and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of Superior completed October 17, 2025. Fire Classification of Approved completed December 16, 2025. Ms. Delaine was present and accompanied me while observing the indoor and outdoor areas. Upon arrival, the children were playing in the following activities: Legos, writing letters, puzzles, dramatic play, and coloring. After playing in centers, the children transitioned to the carpet and listened to an audio and the children practiced exercising. After the activity, the children transitioned outdoors to play. Toileting and handwashing routines were observed. Lunch served was tangerine chicken, seasoned rice, broccoli, chilled applesauce, bread, and milk. Some of the children opted out of the lunch served on the menu and were served their lunch brought from home. Program files were reviewed. The most recent fire drill was completed on February 27, 2026. The most recent shelter-in-place drill was completed October 16, 2025. A violation was observed today for the 3-month drill. The most recent playground inspection was completed on January 07, 2026. A violation was observed for the playground inspection. At the completion of the visit, the Visit Summary was reviewed with Ms. Delaine. The following violations were observed. Refer to Child Care Rule: 10A NCAC 09 .0604 for more information regarding this rule requirement. Observation: In the NCPK classroom, the children were resting for naptime. There were some children awake. Quiet activities were provided. Once the children woke up from naptime, the children cleaned up their things, and completed toileting and handwashing routines. The children went to the table for snack. Both teachers interacted with the children and assisted as needed. The teachers helped the children solve problems. During today’s visit, I provided technical assistance on social emotional development. You can visit http://csefel.vanderbilt.edu/ for resources to help manage behaviors. This website is the Center on the Social and Emotional Foundations for Early Learning (CSEFEL) that focuses on promoting the social emotional development and school readiness of young children birth to age 5. There are books that can be printed out and utilized in your facility to help manage children’s behaviors. There are some resources and training that are free of charge. QRIS: The new QRIS and pathway options will be discussed in detail with Sean Brost, NCPK Program Coordinator with Cumberland County Schools. Our supervisor, Mary Beth Datka, will coordinate and conduct the meeting and will complete the QRIS Conversation document at that time. Natural Outdoor Learning Initiative: The DCDEE has a new initiative – Natural Outdoor Learning Initiative. Through this initiative, we hope to: increase knowledge and confidence for everyone in developing and implementing best practices to support the creation, programming, and safe use of naturalized outdoor spaces in child care facilities. The previous Annual Compliance Visit was completed March 12, 2025, and prior to today’s visit, the eighteen-month compliance history score was 97%. This program currently operates with a Five-Star License issued October 10, 2024. The License was based on the program earning seven points in education standards, seven points in program standards, and one quality point by choosing to meet a programmatic option for: Has reduced group size by one in each group from the seven-point level as required in Rule .2818 (c). Ms. Delaine was present and accompanied me while observing the indoor areas. Upon arrival, the children were resting on their cot. There were some children awake. The children were provided with quiet activities. Once naptime was over, the children cleaned up their things. Children completed toileting and handwashing routines in preparation for snack. After the children cleaned up snack, the children transitioned to the carpet to listen to their teacher read a book. A violation was observed for general safety for the electrical outlets. The Snack served was goldfish and water. Program files were reviewed. The most recent fire drill was completed on September 03, 2025. The most recent shelter-in-place drill was not completed prior to my visit. The most recent playground inspection was completed on September 01, 2025. At the completion of the visit, the Visit Summary was reviewed with Ms. Delaine. The following violation was observed. Violation Number Comment Rule 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. In Space #1, there was one electrical outlet that did not contain a safety plug less than five feet from the floor. The electrical outlet was above the sink used by children. 10A NCAC 09 .0604(c) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Facility Specific TA/Consultation/Reminders : Electrical Outlets: A violation was cited today for electrical outlets. This was corrected during today’s visit. Today, we talked about different strategies to ensure that the facility is operating in compliance with Child Care Rules. Before the children arrive, it is best practice to conduct a walk-though of the classroom to make sure that all electrical outlets are covered, in addition, make sure the area used by children is safe from all hazards and potential hazards. Refer to Child Care Rule: 10A NCAC 09 .0604 for more information regarding this rule requirement. Observation: In the NCPK classroom, the children were resting for naptime. There were some children awake. Quiet activities were provided. Once the children woke up from naptime, the children cleaned up their things, and completed toileting and handwashing routines. The following violation was observed: Violation Number Comment Rule 840 All corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, any product which is under pressure in an aerosol dispenser, and any substance which may be hazardous to a child if ingested, inhaled, or handled were not stored in a locked room or cabinet. In Space #1, there were three aerosol cans of Lysol stored in an unlocked cabinet. The teacher corrected this violation by locking the cabinet and stated that she will confirm that the lock is locking the cabinet because sometimes it does not lock when the key turns. .2820(b) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent.
