The previous Annual Compliance Visit was completed March 12, 2025, and prior to today’s visit, the eighteen-month compliance history score was 88% which is at or above 75%, as required by North Carolina General Statute 110-90(4) (c-d). This program currently operates with a Five (5)-Star License issued October 10, 2024. The License was based on the program earning Cognia Accreditation. The information on record with DCDEE was verified as correct. Current inspections are as follows: Sanitation Classification of Superior was completed on October 24, 2025. Fire Classification of Satisfactory was completed on March 06, 2026. Jennifer Perry, Lead Teacher, was present while I monitored the indoor and outdoor areas. Upon my arrival, forty-four (44) children and six (6) teachers were present. The children were observed participating in free-choice activities and art activities. Children had access to blocks, fine motor, dramatic play, creative art, and literacy materials. In Space #36, children were observed participating in free-choice activities. In the dramatic play area, children were observed pretending to shop at a grocery store. In the block area, children were observed building various structures with foam and wooden blocks. A group of children were observed at a table creating “Lorax” art with paper plates, construction paper, and glue. In Space #38, children were observed participating in free-choice activities. In the dramatic-play area, children were observed pretending to cook and eat food. In the library area, children were observed independently browsing and reading books. Groups of children were observed at tables, counting with wooden counters and counting beads. A child was also observed at a table stacking counting blocks. In Space #40, children were observed transitioning from free-choice activities to a whole group activity on the carpet. The children cleaned up the materials in various interest areas before using the bathroom, washing their hands, and sitting on their designated squares on the carpet. The lead teacher was dressed in a Cat in the Hat costume. The teacher read a book titled “The Cat in the Hat” to the children. Routine care and handwashing practices were observed. Lunch consisted of corndog nuggets, sweet potato fries, apple slices, and milk. The children were observed participating in outdoor play at 12:45pm. The outdoor learning environment was monitored for playground safety requirements. NC Pre-K requirements were reviewed. The Creative Curriculum was implemented in the activity plans and classroom activities. Teaching Strategies GOLD was used as a formative assessment tool. Fall checkpoint assessment results were printed out from Teaching Strategies GOLD and placed in each child’s file. The Ages and Stages Questionnaires (ASQ-3) were used for developmental screenings and were placed in the children’s files. Hearing and Vision screenings were documented on the children’s health assessment form. Dental screening forms were placed in the children’s files. Eight staff files were reviewed. Three staff members did not have documentation on file of completing training in all required health and safety training topics within the past five years. Four children’s records were reviewed, and all documentation was observed in compliance with applicable child care rules. Program files were reviewed. The most recent fire drill was completed on February 27, 2026. The most recent quarterly (lockdown) drill was completed on October 08, 2025. The most recent playground inspection was completed on March 02, 2026. I monitored for compliance by reviewing the physical files as well as the off-site verification forms for the staff and children. A fire inspection was completed by a fire safety inspector during today’s visit. Copies of the most recent sanitation and fire inspection reports were received during today’s visit. At the completion of the visit, the Visit Summary was reviewed with J. Perry, Lead Teacher. In the dramatic-play area, children were observed pretending to cook and eat food. In the library area, children were observed independently browsing and reading books. Groups of children were observed at tables, counting with wooden counters and counting beads. A child was also observed at a table stacking counting blocks. In Space #40, children were observed transitioning from free-choice activities to a whole group activity on the carpet. The children cleaned up the materials in various interest areas before using the bathroom, washing their hands, and sitting on their designated squares on the carpet. The lead teacher was dressed in a Cat in the Hat costume. The teacher read a book titled “The Cat in the Hat” to the children. Routine care and handwashing practices were observed. The outdoor learning environment was monitored for playground safety requirements. NC Pre-K requirements were reviewed. The Creative Curriculum was implemented in the activity plans and classroom activities. Teaching Strategies GOLD was used as a formative assessment tool. Fall checkpoint assessment results were printed out from Teaching Strategies GOLD and placed in each child’s file. The Ages and Stages Questionnaires (ASQ-3) were used for developmental screenings and were placed in the children’s files. Hearing and Vision screenings were documented on the children’s health assessment form. Dental screening forms were placed in the children’s files. Eight staff files were reviewed. The teacher asked the children, “Who do you think are our community helpers?” One child responded by saying, “Teachers!” Another child responded by saying, “Police!” A third child responded by saying, “Fire fighters!” A fourth child responded by saying, “Ambulance workers!” In Space #38, children were observed drawing on dry-erase boards with dry-erase markers, building various objects with blocks and magnetic tiles, participating in sand play at the sand play table, and participating in a shamrock art activity using green construction paper, crayons, cotton balls, confetti, and glue. At 11:00am, when it was time for the teacher assistants to retrieve lunch from the cafeteria, they took children with them to ensure the lead teachers were not left alone with more than nine children. Routine care and handwashing practices were observed. Lunch consisted of spaghetti with meat sauce, whole grain roll, mixed garden salad, sliced apples, and milk. NC Pre-K requirements were reviewed. Staff and training worksheets were not completed and submitted to me prior to today’s visit. During today’s visit, new staff and training worksheets were completed. Seven staff files were reviewed. One staff member did not have a file available for review. Four children’s records were reviewed, and all documentation was observed in compliance with applicable child care rules. Program files were reviewed. The most recent fire drill was completed on February 28, 2025. The most recent lockdown drill was completed on October 15, 2024. The most recent playground inspection was completed on March 03, 2025. I monitored for compliance by reviewing the physical files as well as the off-site verification forms for the staff and children. The most recent fire and sanitation inspection reports were received during today's visit. At the completion of the visit, the Visit Summary was reviewed with E. Faircloth, Lead Teacher. According to NC General Statute 110-91(9), each child care facility shall keep accurate records on each child receiving care in the child care facility and on each staff member or other person delegated responsibility for the care of children in accordance with a form furnished or approved by the Commission, and shall submit records as required by the Department. E. Faircloth stated that she was not aware that the state book required a file for the administrator. She stated that she will work on adding the principal’s file as soon as possible. Condition of Ceiling A violation was cited today for the ceiling being observed in poor repair. According to child care sanitation rule 15A NCAC 18A .2825(a), in child care centers, the walls and ceilings, including doors and windows, of all rooms and areas shall be kept clean, free of visible fungal growth, and in good repair. All walls and ceilings shall be free of peeling, flaking, chalking, or otherwise deteriorating paint. The teacher stated that the school’s maintenance staff are already aware of the ceiling tile, and that someone is scheduled to fix it. Emergency Drill Requirements A violation was cited today for not completing quarterly shelter-in-place or lockdown drills. According to child care rule 10A NCAC 09 .0604(u), a "shelter in place drill" or "lockdown drill" as defined in 10A NCAC 09 .0102 shall be conducted at least every three months and records shall be maintained on file for the minimum of one year. Administrator Update During today’s visit, I noticed that the current administrator does not match the name of the administrator in DCDEE’s records. I left a Pre-Services for Administrators Form with E. Faircloth to ask the school principal to complete. When the school principal has completed the form, please forward it to Sean Brost, NC Pre-K Program Coordinator. When the form has been signed by Sean Brost, please forward it back to Tiffany Reed, Child Care Consultant. The children were observed participating in free-choice activities and art activities. Lunch consisted of tortilla chips, cheese, corn, pinto beans, mandarin oranges, and milk. Two substitute teachers did not have their names added to the Public School Off-Site Records Verification list for Staff Records. I searched for both substitute teachers in the ABCMS system to verify if they had a criminal background check completed with DCDEE. One of the substitute teachers did not complete a criminal background check with DCDEE. I called the NC Pre-K Coordinator to inform him about the unqualified substitute teacher. The substitute teacher was asked to leave the classroom immediately. The principal immediately replaced the staff member with another substitute teacher who had a criminal background check qualification letter on file. Staff/child ratios, supervision, approved space, and permit restrictions were observed in compliance during today’s visit. At the completion of the visit, the Visit Summary was reviewed with J. Perry, Lead Teacher. The following violations were observed: Violation Number Comment Rule 1041 Prior to employment a Criminal Background Check was not completed. D. Jones, substitute teacher, did not have a DCDEE criminal background check completed prior to working with NC Pre-K enrolled children. According to NC General Statute 110-90.2(b), DCDEE shall ensure that, prior to employment and every five years thereafter, the criminal history of all child care providers is checked and a determination is made of the child care provider's fitness to have responsibility for the safety and well-being of children based on the criminal history. The DCDEE shall ensure that all child care providers are checked for county, State, and federal criminal histories. I discussed this violation with the lead teacher, the NC Pre-K Coordinator, and the Principal. The Principal and the NC Pre-K Coordinator stated that they will work with the Cumberland County HR Department to ensure that substitute teachers have completed the DCDEE criminal background check prior to being placed into NC Pre-K classrooms. This violation will require a follow-up visit within 14 days. Staff Records A violation was cited today for staff records not being available for review. The focus of today’s visit was to monitor staff/child ratios, supervision, approved space, and permit restrictions. Tanya Smith, Emily Faircloth, and Jennifer Perry, Lead Teachers, were present while I monitored the indoor and outdoor areas. Upon my arrival, thirty-nine (39) children and six (6) teachers were present. The children had access to blocks, fine-motor, literacy, creative-art and dramatic-play materials. The children were observed participating in free-choice activities and art activities. Lunch consisted of tortilla chips, cheese, corn, pinto beans, mandarin oranges, and milk. Two substitute teachers did not have their names added to the Public School Off-Site Records Verification list for Staff Records. I searched for both substitute teachers in the ABCMS system to verify if they had a criminal background check completed with DCDEE. One of the substitute teachers did not complete a criminal background check with DCDEE. I called the NC Pre-K Coordinator to inform him about the unqualified substitute teacher. The substitute teacher was asked to leave the classroom immediately. The principal immediately replaced the staff member with another substitute teacher who had a criminal background check qualification letter on file. Staff/child ratios, supervision, approved space, and permit restrictions were observed in compliance during today’s visit. At the completion of the visit, the Visit Summary was reviewed with J. G.S. 110-91( 9) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4)(d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. According to NC General Statute 110-90.2(b), DCDEE shall ensure that, prior to employment and every five years thereafter, the criminal history of all child care providers is checked and a determination is made of the child care provider's fitness to have responsibility for the safety and well-being of children based on the criminal history. The DCDEE shall ensure that all child care providers are checked for county, State, and federal criminal histories. I discussed this violation with the lead teacher, the NC Pre-K Coordinator, and the Principal. The Principal and the NC Pre-K Coordinator stated that they will work with the Cumberland County HR Department to ensure that substitute teachers have completed the DCDEE criminal background check prior to being placed into NC Pre-K classrooms. Children in Spaces #36, 38, and # 40 were observed during free-choice activities that included drawing, writing, and building. Children practiced making patterns, lacing, and playing in science. I observed children playing in dramatic play, pretending to make soup and serving each other. Staff engaged in frequent, positive, and interactive language with individual children and groups of children by asking questions, responding to questions, and discussing their activities. They all walked around the room to interact with individual children. From 10:00 a.m. to 10:05 a.m. (5 minutes), space # 38 was observed out of ratio. One teacher was left with 16 children, while a child was taken to another space to get their pull-ups changed by one of the teachers in the room. From 10:25 to 10:31 a.m., one teacher was left with 11 children while the other went to the cafeteria to pick up lunch. Also, from 2:20 to 2:40, the teacher was left with 13 by herself, while the other teacher took 3 children to the buses. Children transitioned from centers to lunch after completing handwashing and toileting routines. Lunch served was spaghetti and meat sauce, green beans, garlic bread, peaches, and milk. The visit summary was reviewed with E. Faircloth at the conclusion of the visit. The following violations were documented: Violation Number Comment Rule 301 Minimum staff/child ratios and group sizes for the number and ages of children in care were not met. Ensure that you are communicating with staff that can make the decision on who meets the requirements to provide care to the children that attend the child care space. Reminder: As a reminder, substitute teachers must complete required trainings within the timeframes stated. A copy of the Substitute Staff File Checklist- Center was provided to you during the visit and may be found on the DCDEE website underneath the Provider Documents tab. During today's visit, I was told that the substitute had been working in the classroom for four years. Observation Suggestion: Throughout the facility, children were able to retrieve materials freely as they moved throughout the classroom to various interest areas. Children were familiar with the routine and expectations of the classroom. Continue to practice focusing on positives and making subtle cues when redirecting children; other children will listen and follow. Communication and supervision is important when we have runners in the classroom. Always be aware of where children are and stay one move ahead of them. Children in Spaces #36, 38, and # 40 were observed during free-choice activities that included drawing, writing, and building. Children practiced making patterns, lacing, and playing in science. I observed children playing in dramatic play, pretending to make soup and serving each other. Staff engaged in frequent, positive, and interactive language with individual children and groups of children by asking questions, responding to questions, and discussing their activities. They all walked around the room to interact with individual children. From 10:00 a.m. to 10:05 a.m. (5 minutes), space # 38 was observed out of ratio. One teacher was left with 16 children, while a child was taken to another space to get their pull-ups changed by one of the teachers in the room. From 10:25 to 10:31 a.m., one teacher was left with 11 children while the other went to the cafeteria to pick up lunch. Also, from 2:20 to 2:40, the teacher was left with 13 by herself, while the other teacher took 3 children to the buses. Children transitioned from centers to lunch after completing handwashing and toileting routines. Lunch served was spaghetti and meat sauce, green beans, garlic bread, peaches, and milk. The visit summary was reviewed with E. Faircloth at the conclusion of the visit. Reminders: Cohort and hold harmless: The hold harmless legislation was extended and signed into law on Monday June 12th, 2023. This legislation allows facilities to remain at their current star level without a reassessment until June 30, 2024, and when reassessed it reduces the education evaluation requirements for lead teachers from 75% to 50% until June of 2026. To prepare for the reassessment process, DCDEE has developed a cohort system. There are three cohorts, and each include a preparation year and a reassessment year. The previous Annual Compliance Visit was completed March 23, 2023, and prior to today’s visit, and prior to today’s visit, the eighteen-month compliance history score was at or above 94%, Which is above the 75% required by North Carolina General Statute 110-90(4)(c-d)This program currently operates with a Five-Star License issued February 18, 2020. The License was based on the program earning 7 points in education standards, 7 points in program standards, and one quality point by choosing to meet a programmatic option by having reduced group size by one in each group from the seven-point level as required in Rule .2818(c). The information on record with DCDEE was verified as correct and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Inspections are as follows: Sanitation Classification of Superior completed March 14, 2024 Fire Classification of Satisfactory completed February 15, 2024 Tanya Smith, Emily Faircloth, Jennifer Perry, Lead Teachers, were present while I observed the indoor and outdoor areas. Three groups of children in space #36, #38,and #40 enrolled in the NC Pre-K program were observed participating in indoor activities. In space #36, children were participating in drawing, coloring, building blocks, and sensory activities. Various materials were ready for each child in each interest center, which included books, writing, and art materials. In Space #38, children were participating in center play before transitioning to lunch. Lunch served were chicken nuggets, French fries, pears, and milk. Handwashing and toileting routines were observed. In space #40, children were participating in group time, before transitioning to center play. The teacher reviewed the classroom rules and expectations for center play. Staff interacted with individual children during a morning art activity, children were working on fine motor skills using age-appropriate scissors to cut out the colored lines. I received an updated Staff and Training Worksheet during today’s visit. Two violation(s) were found. The most recent fire drill was completed on March 19, 2024, and a shelter-in-place emergency drill was completed on March 15, 2024. At the completion of the visit, the Visit Summary was reviewed with E. Faircloth. The following violation(s) were observed. Violation Number Comment Rule 1052 Staff required to receive on-going training had not completed the required number of hours according to their education and experience. One staff member N.McCrimmon did not complete the required 8hrs of ongoing training based on education. Staff member N.McCrimmon will need 4hrs to complete on-going training requirement .1103(a) 1898 Staff did not complete the health and safety training within one year of employment. Health and Safety training were not completed for one staff member N.McCrimmon who were employed during August 15,2022. .1102(a) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violations observed and documented today may impact the compliance history score. The violation(s) observed and documented today must be corrected immediately. Additionally, by 5:00pm on April 2 ,2024 you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. One staff member N.McCrimmon did not complete the required 8hrs of ongoing training based on education. Staff member N.McCrimmon will need 4hrs to complete on-going training requirement. The administrator and staff working longer than one year shall participate in annual on-going training requirements. Refer to child care rule 10A NCAC 09 .1103. I encouraged staff to complete training hours at the beginning of each year to allow more time to complete. Health and Safety Training: Remember the updated free Health and Safety trainings now in DCDEE Moodle. Health and Safety training were not completed for one staff member N.McCrimmon who were employed during August 15,2022. See staff and training worksheet for additional information. Remember, a safe indoor and outdoor environment is required for all children. Refer to NC childcare rule 10A NCAC .605(g) and .0605(j)(2). We discussed the strategies of repairing rusted areas asap. Reminders: Cohort and hold harmless: The hold harmless legislation was extended and signed into law on Monday June 12th, 2023. This legislation allows facilities to remain at their current star level without a reassessment until June 30, 2024, and when reassessed it reduces the education evaluation requirements for lead teachers from 75% to 50% until June of 2026. To prepare for the reassessment process, DCDEE has developed a cohort system. There are three cohorts, and each include a preparation year and a reassessment year. While the first reassessment year will not begin until July 1, 2024, the preparation year for cohort one begins July 1, 2023. Rated License Assessment: Your facility is in cohort three. I recommend you consider completing the following tasks and activities that will help prepare you for your reassessment year. If possible, we will align the reassessment with your annual compliance visit timeframe. •Have all staff update WORKS accounts to reflect all currently completed coursework (DCDEE-WORKS) •Determine whether you wish to have Environment Rating Scale (ERS) Assessments [ITERS-R, ECERS-R, SACERS-U, FCCERS-R] conducted •Request technical assistance with your child care consultant and local partners •Participate in local CCR&R and NCPC quality related training/workshops (CCRR Information) •Reach out to your local Community College to discuss educational opportunities •Review NCRLAP website ERS resources (www.NCRLAP.org).
