The previous annual compliance visit was conducted on April 11, 2025, and prior to today’s visit, the eighteen-month compliance history score was at 99%, which is above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Three (3) -Star License issued November 3, 2022. The License was based on the program earning six (6) points in education standards, one (1) point in program standards, and one (1) quality point by choosing to meet a programmatic option for: Infant capacity restricted to no more than two children under one year of age. The information on record with DCDEE was verified as correct by Carolyn Terry, Operator. Current Inspections are as follows: Sanitation Classification of Superior was completed on April 29, 2025. C. Terry, Operator, greeted me upon my arrival. One child was present in the caregiving space. The child had access to blocks, manipulatives, dramatic play, creative art, and literacy materials. The child was observed participating in free-choice activities. The child played with a toy train, toy school bus, toy trucks, and toy cars. While playing with the toy train in a carpeted area, the child said, “Choo-choo!” The child was also observed pretending to be a doctor. The child gave the operator seven shots. The operator said, “How many shots do I need?!” Additionally, the child was observed pretending to cook and serve the operator food. The outdoor learning environment was monitored for health and safety requirements. Routine care and handwashing practices were observed. Lunch consisted of baked chicken, green beans, applesauce, whole wheat bread, and milk. The operator’s file was reviewed. The operator did not meet the required amount of annual ongoing training hours, based on her education and experience. The operator did not complete ITS-SIDS training within the past three years. One child’s file was reviewed, and all documentation was observed in compliance with applicable child care rules. Program files, including the EPR Plan, were reviewed. The most recent fire drill was completed on March 05, 2026. The most recent quarterly (lockdown) drill was completed on January 12, 2026. The most recent outdoor inspection was completed on April 01, 2026. A lead-in-water test has not been completed at the facility within the past three years. At the completion of the visit, the Visit Summary was reviewed with C. Terry. This program currently operates with a Three (3) -Star License issued November 3, 2022. The License was based on the program earning six (6) points in education standards, one (1) point in program standards, and one (1) quality point by choosing to meet a programmatic option for: Infant capacity restricted to no more than two children under one year of age. The information on record with DCDEE was verified as correct by Carolyn Terry, Operator. Current Inspections are as follows: Sanitation Classification of Superior was completed on April 29, 2025. C. Terry, Operator, greeted me upon my arrival. One child was present in the caregiving space. The child had access to blocks, manipulatives, dramatic play, creative art, and literacy materials. The child was observed participating in free-choice activities. The child played with a toy train, toy school bus, toy trucks, and toy cars. While playing with the toy train in a carpeted area, the child said, “Choo-choo!” The child was also observed pretending to be a doctor. The child gave the operator seven shots. The operator said, “How many shots do I need?!” Additionally, the child was observed pretending to cook and serve the operator food. The outdoor learning environment was monitored for health and safety requirements. Routine care and handwashing practices were observed. Lunch consisted of baked chicken, green beans, applesauce, whole wheat bread, and milk. The operator’s file was reviewed. The operator did not meet the required amount of annual ongoing training hours, based on her education and experience. The operator did not complete ITS-SIDS training within the past three years. One child’s file was reviewed, and all documentation was observed in compliance with applicable child care rules. Program files, including the EPR Plan, were reviewed. The previous annual compliance visit was conducted on October 25, 2023, and prior to today’s visit, the eighteen-month compliance history score was at 97%, which is above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Three (3) -Star License issued November 3, 2022. The License was based on the program earning six (6) points in education standards, one (1) points in program standards, and one (1) quality point by choosing to meet a programmatic option for: Infant capacity restricted to no more than two children under one year of age. The previous Annual Compliance Visit was completed April 27, 2027, and prior to today’s visit, the eighteen-month compliance history score was at 97%, which is above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a Three-Star License issued November 3, 2022. The License was based on the program earning six points in education standards, one points in program standards, and one quality point by choosing to meet a programmatic option for: Infant capacity restricted to no more than two children under one year of age. I observed children in the playroom of the home. The children were playing with toys. After cleaning up their toys, the children completed toileting and handwashing routines. A violation was cited for three Clorox wipes stored in an unlocked cabinet under the bathroom sink. The children transitioned to the playroom of the home and listened to their caregiver read a book. The children talked about the pictures in the book. The caregiver allowed the children to select another book to read. Lunch served was hamburger, green beans, apple sauce, bread, and milk. At the completion of the visit, the Visit Summary was reviewed with Ms. Carolyn Terry. The following violation was observed: Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. There were three containers of Clorex wipes stored in an unlocked cabinet in the bathroom used by children. The containers of Clorex wipes was stored five feet on a shelf in the closet. .1719 (a)(7) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today may impact the compliance history score. The violation observed and documented today was corrected during today’s visit. A compliance letter is not required. Facility Specific TA/Consultation/Reminders: In the Family Child Care Home, technical assistance is provided on positive behavior management. You can visit the website, http://csefel.vanderbilt.edu/ for resources to help manage behaviors. This website is the Center on the Social and Emotional Foundations for Early Learning (CSEFEL) that focuses on promoting the social emotional development and school readiness of young children birth to age 5. There are books that can be printed out and utilized in your facility to help manage children’s behaviors. For example, Tucker Turtle Takes Time to Tuck and Think. There are some resources and training that are free of charge. The steps to access the resources are located on the main page, select For Teachers and Caregivers, and then you will see the option for the book to print. Once you print the book, the staff can utilize sheet protectors and use a binder. It may be best to print a cover page on the front of the binder. For additional accessories, provide a soft turtle to use as a prop. The staff members can place these items in the cozy area as a way for the children to transition, when he or she is having a difficult moment.
