The previous Annual Compliance Visit was completed February 27, 2025, and prior to today’s visit, the eighteen-month compliance history score is 97%, which exceeds requirements as outlined in North Carolina General Statute 110-90(4)(c-d). This program currently operates with a five (5) Star License issued December 30, 2024 . The License was based on the program obtaining the Cognia accreditation. The information on record with DCDEE was verified as correct by Tiffany Christian. Tiffany Christian, Lead Teacher, and Nasha Newman, Teacher, were present while observing the indoor area. The outdoor area was observed unaccompanied by staff. Upon arrival, children and teachers were in whole group rehearsing their individual speeches for the upcoming Black History assembly. During transition to interest centers, T. Christian reminded children of the activities available for them. Children colored paper hats and mittens with colored markers. In interest centers, children practiced writing, played with sheer scarves, bubbles, and danced to children’s music. T. Christian reminded children to wash their hands before and after playing in sensory play as they dumped and filled containers. Children engaged in building structures with colored magnetic tiles with toy vehicles and manipulating shape framed alphabet puzzles. In the outdoor area, children rode tricycles, climbed on stationary equipment, and played with hoops, blocks, and toy excavators. Teachers assisted a child with toileting and guided them to be independent in the bathroom in preparation for mealtime. Lunch served was corndog nuggets, sweet potato fries, fresh bananas, and milk. A checklist was used to note the requirements monitored during today’s visit. An updated staff and training worksheet was received and updated. All staff files were monitored. A Children’s Record document was completed and three (3) files were monitored. The most current fire drill was conducted January 30, 2026 and the outdoor inspection was completed February 5, 2026. T. A quarterly lockdown emergency drill was conducted on January 30, 2026. At the completion of the visit, the Visit Summary was reviewed with T. Christian. The following violation was observed: Violation Number Comment Rule 1766 The health assessment did not include updated immunizations. An immunization record for one child was not on file within 30 days after entering the NCPre-K program. .3005 (a)(2) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today must be corrected immediately. Additionally, by 5:00pm on March 6, 2026, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail, how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit may be completed. Mail or email the information to: Yolanda Pridgen Child Care Consultant P.O. Box 25561 Fayetteville, NC 28314 yolanda.pridgen@dhhs.nc.gov If you email the compliance letter, you must include a signature block, which contains your name, position, facility name, and facility ID number. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 Facility Specific TA/Reminders: QRIS Modernization: The new QRIS and pathway options will be discussed in detail with Sean Brost, NCPreK Coordinator with Cumberland County Schools. The Licensing Supervisor, Rhonda Blackmon, will coordinate, conduct the meeting, and will complete the QRIS Conversation document at that time. Children’s Records: A violation was cited for a dental screening not being on file with a child’s health assessment. Record keeping is one of the most time-consuming tasks associated with administering a child care program. It is an important part of licensure. Review children's files often to ensure the program is maintaining accurate licensing records. Organization and completeness of records is important to ensure easy access to information in emergency situations. Three (3) files monitored today and one file was missing a child’s immunization record to accompany the health assessment. As a reminder, current health assessments, including vision screening, hearing screening, dental screening, updated immunization record, are required to be on file within thirty (30) days of enrollment. For more information, visit NC Child Care rule 10A NCAC 09 .3005(a)(2). NCRLAP T. Christian and I discussed the updated QRIS, the Pathway to the Stars, and the new Environment Rating Scale ECERS-3. I encouraged staff to utilize the www.ncrlap.org website for additional resources such as handouts, live webinars, and videos. The previous Annual Compliance Visit was completed March 29, 2023, and prior to today’s visit, the eighteen-month compliance history score is 97%, which exceeds requirements as outlined in North Carolina General Statute 110-90(4)(c-d). Fire Classification of approved for day time care only completed September 8, 2023. Tiffany Christian, Lead Teacher, and Nasha Newman, Teacher, were present and accompanied me while observing the indoor area. I observed the outdoor area unaccompanied by a staff member. Upon arrival, children were sitting on the carpet in circle time engaged in a discussion about weather. Children watched a video clip of “What is Weather?” T. Christian introduced children to different types of clouds and what type of weather produces rain, snow, lighting/thunder, and rainbows. Children listened attentively and identified types of weather that represented “In Like A Lion and Out Like A Lamb”. Children were encouraged to chart the weather for the day using markers and sticky notes. T. Christian guided the children as they transitioned from morning group time to free choice activities and reviewed activities added to centers that represented different types of weather. In activity centers, children were engaged in building structures with cardboard unit blocks and vehicles, playing with dramatic play materials, manipulating playdough with tools on activity mats, and making paper lions and lambs in art using construction paper, and cotton balls. Teachers monitored children completing personal care routines and hand washing throughout the visit. For lunch children were served hamburger on wheat bun, sliced cheese, sweet potato fries, chilled pears, and milk. Following lunch, children completed handwashing and prepared for rest time. I observed children resting on individual cots with clean linen. A checklist was used to note the requirements I monitored today. The information on record with DCDEE was verified as correct by Tiffany Christian. Current Inspections are as follows: Sanitation Classification of superior completed December 7, 2023. A completed staff and training worksheet was received and updated during today’s visit. Children’s Record worksheet was completed for two (2) children’s files monitored. At the completion of the visit, the Visit Summary was reviewed with T. Christian.
