    Name of Operation: AMIRA AMOR CHILDCARE CENTER Facility ID: 26002532 Consultant: ANGELA STEVENS Operation Type: Center Case Number: Visit Date: 3/25/2026 Number Present: 35 Completed Date: 3/25/2026 Age: From 0 To 9 Total Minutes: 360 Time In: 09:00 AM Time Out: 03:00 PM Time In: Time Out: List to Use: Center Type Of Visit: Annual Comp Full Announced/Unannounced: Unannounced The purpose of today’s visit was to monitor compliance with applicable child care requirements pertinent to an annual compliance visit, including Health and Safety Training. The previous Annual Compliance Visit was completed April 10, 2025, and prior to today’s visit, the eighteen-month compliance history score was at 90%, which is above the 75% required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a three- Star License issued December 11, 2025. The License was based on the program earning four points within education standards, two points in program standards, and one quality point by choosing to meet an education option with the child care administrator who has at least 10years of documented child care administrative work experience in a licensed program that can be verified by the Division. The information on record with DCDEE was verified as correct by Melissa Rivera. Current Inspections are as follows: Sanitation Classification of Superior completed 10/24/2025. Fire Classification of Approved Daytime Only completed 10/1/2025. Ms. Rivera were present while I observed the indoor and outdoor areas. Space 2,3, and 5 were transitioning for outdoor play. Staff were available to assist children who were observed on small play structures, riding small push toys, and running about the space. Staff were available to assist children in space 6, children were exploring books, and creative artwork. Lunch served were fish sticks, mashed potatoes, garlic bread, and milk. At the completion of the visit, the Visit Summary was reviewed with Ms. Rivera. The following violation(s) were observed. Violation Number Comment Rule 601 Refrigerator(s) did not maintain a temperature of 45 degrees F. or below. The thermometer refrigerator in space 2, read a temperature of 50 degrees. During the visit the administrator moved the thermometer and it reads 40 degrees. 15A NCAC 18A .2806(j)(2) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Facility Specific /Technical Assistant/Reminders NCDHHS Responds to Increase in Measles Cases: Measles is on the rise globally and in North Carolina. As a highly contagious, airborne disease, even one case is a major priority for public health. Lunch served today was spaghetti, fresh apples, green beans, and milk An observation was completed in space #1, from 9:15a.m. to 9:30a.m., the children were observed participating in free choice play. Children were observed playing with small stacking blocks. They counted the blocks as they stacked them. Two children were riding about the space on small rolling toys. Two children were observed sitting at a table completing an art project and playing with playdough. The teacher moved about the space and assisted the children when needed. One child was having a difficult time riding the small riding toy in the class. The teacher had another child to help while she encouraged the child to do it on her own. An observation was completed in space #2, from 8:55a.m. to 9:15a.m., the children were observed crawling and walking about the space playing with small push toys and books. The teacher was talking to the children about what they were doing. She would call them by name and say what they were playing with, the color of the toy, and how many the child had. She would encourage them to say the name to her. An observation was completed in space #4, from 9:30a.m. to 9:45a.m., the children were observed participating in free choice play. The teacher moved about the space talking with the children in Spanish and English. The children would respond in Spanish and English also. The children stacked blocks, counted, shared what color the blocks were. Some of the other children played with magnetic blocks. One child put several on her arm and came to show me that she had bracelets on. The children were really engaged in their activities. At the completion of the visit the visit summary was reviewed with Ms. Margarita. The following violation was observed:” Violation Number Comment Rule 1804 A child care operator did not notify the Division of any new child care providers who were hired or moved into the home within five business days by submitting the Change of Information form provided by the Division. The operator filed to become a corporation with the North Carolina Secretary of State on 5/23/2022, with the Secretary of State. The operator did not notify the Division of Child Development and Early Education at least 30 days prior to making the change in ownership. These things will help with the children’s vocabulary, social and emotional skills. During today’s visit the following information was reviewed and forms left for the Pathways to the Stars. (New QRIS), Education Standards for all positions of each staff member, Staff Information and Education Worksheet, CQI Plan, Family and Community Engagement Standards, Self Study, the Oris Pathways #1, and #2, Program Assessment document, and Classroom and instructional Quality for Centers, and Application for Assessment for a Rated License, and Rated License Assessment Request Review. Ms. Margarita and l reviewed all documents. She stated that she was unsure but thinks that pathway #2 might be the best option. She will let me know in the next few weeks. I shared with Ms. Margarita that if she would like help with Pathway 2, she could reach out to me or apply with the Partnership for Children and request additional assistants. The teachers moved about the space assisting the children and talking to them about what they were doing. Space #6 – The children were observed playing board games, reading books and putting puzzles together. The group leader sat with the children and played a game called “mancala”. The previous Annual Compliance Visit was completed April 18, 2023, prior to today’s visit, the eighteen-month compliance history score was at 89% which at or above 75%, as required by North Carolina General Statute 110-90(4)(c-d). This program currently operates with a three-Star License issued February 18, 2022. The License was based on the program earning 4 points in education standards, 2 points in program standards, and one quality point by choosing to meet an education option in which the child care administrator has at least 10 years of documented child care administration work experience in a licensed program. The information on record with DCDEE was verified as correct by Melissa Rivera. Inspections are as follows: Sanitation Classification of Superior March 1, 2023. Fire Classification of Satisfactory completed October 3, 2023. Melissa Rivera, Assistant Administrator, were present while I completed the walk-through of the indoor and outdoor areas. In Space # 1, four infants and one toddler played on the carpeted floor with soft toys. One caregiver were on the floor interacting with children as they explored their environment. The facility has ample materials and toys for rotating as needed. Preschool-age children in Space #2, #3, and #4 participated in group time prior to transitioning to outdoor and center time. During group time children and teachers discussed the schedule and expectations for the day. The facility offers a variety of learning opportunities that fit the developmental needs of children enrolled. The outdoor learning environment has a variety of age-appropriate materials such as tricycles, balls, sand toys, shaded covered picnic tables, and ample amount of space so children can move about freely. Handwashing and toileting routines were observed during today’s visit. Lunch served was cheeseburger on bun, corn, strawberries, and milk. Following lunch, children completed hand washing routines before preparing for rest time. Children were observed resting on mats with clean linen as soft music played in the background. Five new staff members were hired since the last visit completed on May 19, 2023. The staff member’s personnel and medical files were monitored. One violation(s) were found. At the completion of the visit, the Visit Summary was reviewed with M. Rivera. The following violations were observed during today’s visit. Violation Number Comment Rule 1048 All staff did not successfully complete certification in First Aid appropriate to the age of children in care. Verification of staff completion of First Aid training from an approved training organization was not in the staff file. Staff member M.V did not have a approved first certification on file within 90 days of employment. .1102(c) 1049 All staff did not successfully complete certification in CPR training appropriate to the age of the children in care. Verification of staff completion of the CPR course from an approved training organization was not in the staff file. Staff member M.V did not have a approved CPR certification on file within 90 days of employment. .1102(d) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Violation observed and documented today may impact the compliance history score. The violations observed and documented today must be corrected immediately. Additionally, by 5:00pm on October 24, 2023, you must submit a written, dated, and signed statement to me. The statement must describe accurately and in detail how and when the violations were corrected. If the letter states that corrections have been made when they have not, this may be considered falsification of information. Box 25126 Fayetteville, NC 28314 angela.stevens@dhhs.nc.gov TA/Consultation: Positive Feedback and Encouragement: I observed positive and descriptive feedback during a morning group activity, in space#2, and space #4 the caregiver gave positive feedback to toddlers in care during an art project. The caregiver stated, “your painting is beautiful” The toddlers were very responsive by using words such as “thank you”. In space #4, the caregiver encouraged the children to put on their coats independently. The caregiver used descriptive feedback “Wow, I like the way your taking time to help your friend make sure their jacket is on properly” love to see everyone working together” This feedback helps children know exactly what the behavior is that you would like to see repeated. Consultation: We discussed a variety of ways to enhance the activity areas in space#3. Remember, all five primary activity areas are important in whole child development and ultimately provide learning opportunities that are precursors to success in elementary school and higher learning. All areas must have at least three different activities and a sufficient quantity of each of the three activities for each child to use. The “All About ECERS” book is a great resource in choosing materials appropriate for each area. Additionally, there are resources available that are specific to the ECERS-R Environment Rating Scale book and list suggested materials. Some materials can also be used in multiple areas, however, must be in sufficient quantity for each area to be considered. For example, play telephones are a great accessory/activity and can be used in both the books/language area and the dramatic play/family living area provided there are at least three of the phones in each of the two areas. Consider asking parents or staff to donate old phones for your classrooms to provide these real-life accessories and activities. Caregivers throughout the facility displayed positive interactions with all children in care. I encourage you continue using this method of positive language and interaction. Remember, warm greetings, communication while diapering, and words of encouragement are just a few of the ways in which early childhood educators promote reciprocal activities during the formative early years. The following behaviors are additional ways in which you can promote reciprocal interactions: Providing verbal or physical affection and affirmation, engaging in back-and-forth verbal exchanges, playing together, Challenging a child’s current skills. Positive interactions, through which children share joy with their caregivers, keep children engaged and encourage them to seek out and try new things. These actions lead to deeper engagement with their environment and more meaningful interactions with those around them. They also promote increased creativity and exploration, which are the building blocks for higher-order thinking.
