Name of Operation: ALDERMAN ROAD ELEMENTARY Facility ID: 26001508 Consultant: NANCY STRATFORD Operation Type: Center Case Number: Visit Date: 9/23/2024 Number Present: 15 Completed Date: 9/23/2024 Age: From 4 To 5 Total Minutes: 150 Time In: 09:00 AM Time Out: 11:30 AM Time In: Time Out: List to Use: Center Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced The purpose of today's visit was to monitor compliance with applicable child care requirements pertinent to a routine unannounced visit. The previous Annual Compliance Visit was completed March 27, 2024, and prior to today’s visit, the eighteen-month compliance history score was at 96%. This program currently operates with a Five (5)-Star License issued February 14, 2020. The License was based on the program earning seven (7) points in education standards, seven (7) points in program standards, and one (1) quality point by choosing to meet a programmatic option for: Has reduced group size by one in each group from the seven-point level as required in Rule .2818(c). The information on record with DCDEE was verified as correct by Andrea Veauthier, Lead Teacher and the owner’s corporation status was verified on the Secretary of State’s website as current-active. Current Inspections are as follows: Sanitation Classification of Superior completed August 28, 2024. Fire Classification of Approved completed February 14, 2024. Ms. Veauthier was present and accompanied me while observing the indoor areas. Upon arrival, the children were playing in a center of their choice. The children played in the following activities: dramatic play, coloring, building structures with blocks, sorting farmhouse items, counting apples, weighing objects, one on one activities with number, and manipulatives. After center play, the children went outdoors to play. After outdoor play, the children completed toileting and handwashing routines in preparation for lunch. Lunch served was chicken nuggets, mashed potatoes, applesauce, bread, and milk. A violation was cited for NCPK ratios. At the completion of the visit, the Visit Summary was reviewed with Ms. Veauthier. The following violation was observed: Violation Number Comment Rule 1775 NC Pre-K program staff/child ratios and group sizes were not met. Upon arrival, the assistant teacher was observed leaving the main office. The violation was corrected when both the teacher assistant resumed care for the children in the classroom with the lead teacher. There were fifteen children present in the classroom. .3009 Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today may impact the compliance history score. The violation observed and documented today was corrected during today’s visit. A compliance letter is not required. Facility Specific TA/Consultation/Reminders: Ratios for NCPK The ratios will need to be maintained for the NCPK group. The ratio is 1 teacher to 9 children. Today we talked about strategies for maintaining compliance. If one of the teachers need to leave the classroom, the teacher can take some children with him/her to ensure that ratio of 1:9 will always be maintained. Refer to Child Care Rules 10A NCAC 09 .3009 A follow-up visit will be conducted due to the violation of staff/child ratio. In the NCPK classroom, the children were observed playing in a variety of activities throughout their classroom space. The teachers talked to the children and encouraged play with all the children. The children played well with their peers and talked about the activities that they were completing together. Challenging Behaviors: Do you have children who bite? Do children struggle to focus during circle time? Do challenging behaviors cause difficult transitions? Do you spend all day managing behavior? Are you at your wits' end? The previous Annual Compliance Visit was completed April 6, 2023, and prior to today’s visit, the eighteen-month compliance history score was at 99%. This program currently operates with a Five (5)-Star License issued February 14, 2020. The License was based on the program earning seven (7) points in education standards, seven (7) points in program standards, and one (1) quality point by choosing to meet a programmatic option for: Has reduced group size by one in each group from the seven-point level as required in Rule .2818(c). Upon arrival, the children were sitting on the carpet having group time. The teacher talked to the children and the children responded to the teacher’s questions. After group time, the children transitioned to the center of their choice. The children played in the following activities: dramatic play, coloring, building structures with blocks, counting alligators, sorting eggs, pushing cars, and manipulatives. After center play, the children searched for eggs in the classroom. Toileting and handwashing routines were observed. Lunch served was chicken queso, tortilla chips, corn, pinto beans, peaches, and milk. At the completion of the visit, the Visit Summary was reviewed with Ms. Veauthier. The following violation was observed: Violation Number Comment Rule 841 Medications including prescription and non-prescription items were not stored in a locked cabinet or other locked container. In Space #1, there were two bottles of medications (Advil and Tylenol), stored in an unlocked cabinet. The teacher removed the medications and stored the medications in a locked cabinet. 15A NCAC 18A .2820(d) Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. The violation observed and documented today may impact the compliance history score. The violation observed and documented today was corrected during today’s visit. A compliance letter is not required. Facility Specific TA/Consultation/Reminders: Storage of Medication: The violation for storage of medication was cited today. This includes both medicated and over the counter medication. In Space #1, there were two bottles of medication (Tylenol and Advil). Medications including over the counter or prescribed medications, will need to be stored in a locked cabinet. The only exception include emergency medications, for example, EpiPens. Properly storing medication is important because if in reach of children, may present a poison hazard. I shared that additional information regarding the storage of medication can be found in Sanitation Rule .2028(d) and provided you with a copy of the “Hazardous Items Storage for Child Care” resource from our website (dcdee website). We also discussed the following strategies for achieving and maintaining compliance: review the resource with staff at your next staff meeting; have staff practice administering medicine and return to locked storage before completing the administration record (practice helps create and reinforce a routine); remind each team of staff to check behind the other; and/or periodically visit classrooms throughout the day and check medication boxes to ensure they are locked. Preschool children were observed completing toileting and handwashing routines before transitioning outdoors. As a transition activity, the teacher asks; if your name starts with k, stand up. She asked them what the sound of the K. Children responded and lined up. Once outdoors, children played with sand toys, climbed on the stationary equipment, chased each other, and bounced balls. The teachers interacted with the children as they moved around the playground. Children returned from outdoors washed their hands, and prepared for lunch. The teacher and children engaged in conversations. Lunch served was Cheese burger, baked sweet potato, mixed berry fruit cup, and milk. The facility's program records were reviewed for compliance. At the completion of the visit, the Visit Summary was reviewed with A. Veauthier. The following violation was observed: Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. The current inspection was dated September 16, 2023. 10A NCAC 09 .0304(a) Facility Specific TA/Consultation/Reminders: Mailing Fire Inspection: A violation was cited today regarding the administrator not mailing the facility’s current fire inspection to DCDEE within one week of the inspection. I reminded Ms. Veauthier to place a reminder in the program records notebook where the report would be filed. I recommended Ms. Veauthier scan and email a copy of the report to the Child Care Consultant prior to filing it in the program records notebook. Classroom Observations: Continue to engage children in activities and give praise and guidance when needed. Continue to encourage children to engage with one another when appropriate to work together, to talk and listen, and to assist one another completing tasks. Continue to model positive and respectful ways of engaging children, by standing close to them, reflecting their emotions, and by responding to their attempts to communicate both verbally and non-verbally.
