M. Millendor, lead teacher, assisted me with the visit. Your program currently operates with a five-star license, issued 2/26/20, earning 7 points in the education component, 6 points in the program standards component and 1 quality point for reduced group size and reduced staff/child ratios. The last annual compliance visit was conducted 9/5/24. The sanitation inspection was completed 10/29/24 with a “Superior” classification. The last fire inspection was conducted 8/20/24 and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety four percent as of 3/28/25. The NC Secretary of State website was reviewed on 3/28/25 and Economic Improvement Council, Inc. was listed as current- active. We reviewed your facility contact information listed on the Division of Child Development and Early Education (DCDEE) website and all information is current. Children transitioned to whole group time. Children sat in the block area and sing the Wiggle Wiggle and If You’re Happy and You Know It songs with the teacher. The group discussed big emotions, with children listing emotions and the ways to express themselves when having big emotions. Later the group transitioned to learning centers. Screen time was documented in a binder next to the computer. The outdoor area offers a new gas station theme storage for the tricycles, large Legos, and large magnet tiles. Staff position themselves throughout the outdoor area to be able to see all children as they play. Proper handwashing techniques were observed. Lunch was observed and consisted of chicken and pastry, green beans, peaches, corn muffin, and milk. The following violation was documented. Violation Number Comment Rule 218 Outdoor play area did not provide an area that is shaded. At the time of the visit, there was no cover on the shade structure, and no shade was provided by the neighboring buildings and trees. You shared that the covering was off upon your arrival at the facility in January 2025. You also shared that the cover for the stationary structure was ordered, but it was on backorder and expected to be delivered by mid-April. Temporary shade was not provided while waiting for the cover for the stationary shade structure to arrive. Today, we discussed providing a stationary shade structure or umbrellas for the children to take shelter from the sun. The teachers moved about the space, engaging in play and conversations with the children. The classroom is separated into learning centers including blocks, science reading, manipulatives and dramatic play. Age appropriate materials are stored on low lying shelves for easy access to the children. Proper handwashing techniques were observed. Breakfast was observed and consisted of grits, peaches, and milk. The following violations were documented. The classroom is separated into learning centers including blocks, science reading, manipulatives and dramatic play. Age appropriate materials are stored on low lying shelves for easy access to the children. Proper handwashing techniques were observed. Breakfast was observed and consisted of grits, peaches, and milk. The following violations were documented. Mildew was growing on the stationary climbing structure in the outdoor play space. The program conducts daily outdoor play inspections prior to being used. You provided a work order submitted on 8/21/24. During the visit you attempted to clean the structure with soapy water and disinfectant solution. While this did help in some areas, others remain visibly dirty. It is important to immediately treat mildew when observed during inspections. Have the areas treated and power washed to remove the mildew. Mulch has begun to grow on the outer edges of the containment area, affecting the resiliency of the mulch. Pull the weeds and fluff the mulch to ensure its resiliency when children fall. Fire Inspection- Fire inspections must be obtained annually and prior to the expiration of the previous fire inspection. Your last fire inspection was on August 2, 2023.You reported that were not on site during the summer but contacted the fire marshal upon your return to the facility. Contact the inspector 30 to 45 days prior to the expiration of the previous inspection to schedule a new inspection. Look into having a second inspection during the school year to prevent the inspections from lapsing. Please provide a copy of the inspection to DCDEE within one week of the completed inspection. L. Savage, Lead Teacher, assisted me with today’s visit. Your program currently operates with a five-star license, issued 2/26/20, earning 6 points in the education component, 7 points in the program standards component (meeting enhanced ratio) and 1 quality point for the programmatic option of reduced group size by one in each group from the seven point level as required in Rule .2818(c) and reduced staff/child ratios by one in each group from the seven point level as required in Rule .2818(c). The center's compliance history was reviewed with the operator. The program’s compliance history was ninety seven percent as of 2/6/24. The NC Secretary of State website was reviewed on 2/6/24 and Economic Improvement Council, Inc was listed as current-active. The license was posted, and the restrictions were in compliance. A walk-through of the facility was conducted today, monitoring the indoor and outdoor areas. Upon arrival, children enrolled were transitioning from breakfast to whole group. Teachers assisted children with brushing teeth and handwashing. During group time, children celebrated the hundredth day of school by showing their outfit if they were 100 years old. The children then engaged in indoor free play with dramatic play materials, cardboard blocks, Lego Duplo blocks, and writing. A construction theme was visible with caution tape, blue prints, hardhats, tool belts, nut and bolts and work vest in the blocks, dramatic play, and manipulatives centers. Since children are exploring it is very important to provide a safe environment. Today I observed two benches. near the rear of the playground, with chipped paint and exposed rust. The fencing near the shed was beginning to be pushed out, creating a gap between the bottom of the fence and the ground. Teachers place themselves near these two areas to ensure children did not play near these areas. Both the rusted benches and fencing were documented on playground inspections. You were able to provide me with a copy of a work order submitted on 8/29/23 addressing the chipped paint and fencing. You were able to follow up with the Education Manager who confirmed that Facilities Management will be making the necessary repairs prior to operations on 9/25/23. We discussed the importance of correcting all hazards and violation immediately. In the future, if a work order is placed, follow up if the situation is not corrected in a timely manner. Please submit photo documentations of the corrections with your compliance letter. Resuming Rated License: The Cohort 2 Rated License Preparation Year is from 7/1/2024 – 6/30/2025.
