During today’s visit I completed a walk-through of the facility with the Administrator E. Brown. The group size, supervision, ratio, capacity, and approved space were in compliance. The restrictions, Notice of Compliance and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law were posted. I monitored the program requirements, furnishings, equipment and medications. The children in space #1 and in space # 2 were observed playing outside on the playground area. You stated you have children who come on Monday thru Friday, some who come Monday, Tuesday, and Wednesday, and some you only come Thursday and Fridays. The lunch menu consisted of pepperoni pizza, corn, pineapple, and milk. Licensing Supervisor Teraesa Leak also accompanied me on today’s visit. This program currently operates with a Letter of Compliance issued 10/19/23. Your last fire drill on 8/7/25 and monthly playground inspections were completed 8/8/25. Your last EPR drill was a lockdown completed 6/4/25. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review. The last fire inspection was dated 7/25/25. Your last sanitation inspection was completed 6/11/25 with a superior rating. Please contact Environmental Health and your local fire inspector within 30 days of the due date to request an inspection to be completed. Once your inspections have been completed, mail or email them to me. I recommend that you place your due dates on a calendar or spreadsheet to help in maintaining compliance. The following violations were documented during today's visit. Violation Number Comment Rule 301 Minimum staff/child ratios and group sizes for the number and ages of children in care were not met. The group size for the number of children in care were not met when the two classrooms with children ages 2-5 went outside together averaging a total of 22 children. The minimum group size for two year old children is 20 and you were over by 2 children in the group outside during today's visit. GS 110-91(7);.0713(a-d) 428 A current activity plan was not posted for each group of children for reference. The activity plan posted in space #1 was dated August 11-15, 2025. GS 110-91(12); .0508(a) 1044 Prior to the expiration date of the qualification letter, the child care provider did not complete and submit required forms to complete a criminal background check (a qualification letter is valid for a maximum of five years for the date of issuance). A qualifying letter for one staff member had expired 6/29/25. A new qualifying letter was on file dated 8/22/25. G.S. 110-90.2(b) & .2703(n)&(o) 1791 The child care provider did not provide the required beverage(s). The provider was serving 2% milk to the children ages 2-5. .0901(e)(1-7) The violations must be corrected immediately. A compliance letter is due to me within two (2) weeks of today’s visit. By September 11, 2025, please send me a letter addressing the violation, how the violation was corrected, and how compliance will be maintained in the future. In your letter, be sure to include your facility name, facility ID number and each item number for the violation cited. You may submit the letter to me electronically at carla.hanchey-edwards@dhhs.nc.gov Childcare licensing requirements are established to ensure a safe and healthy childcare environment. Therefore, it is important for you to be knowledgeable of all of the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all of the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the childcare law and rules. Technical assistance regarding the following items was reviewed with you today. During today’s visit I reminded you can get your criminal background check completed six months prior to the expiration date on your qualifying letter. Today we discussed having the two groups of children go outside at different times to make sure you are in compliance with the group size. Please be reminded today your mulch was in compliance and in the near future you will need more mulch on your playground to meet child care requirements. I reminded you that the health and safety training courses have been relocated from Pro-Solutions to Moodle on the DCDEE website and they are free of charge. I discussed various other training resources, including those online and in-person. Remember continuing professional development training provides you and your staff with the knowledge and skills needed to provide a quality child care program. Please be reminded that the health and safety training courses are required to be completed every five years. CBC Provider Portal Technical Assistance & Notification to the Division of New Hires or Residents Technical Assistance Guidance-As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Upon arrival I was greeted by the Administrator Ms. E. Brown who accompanied me on the walk-through of the facility and assisted with today’s visit The group size, supervision, ratio, capacity and approved space were in compliance. The restrictions, license and emergency care plan were posted. First Aid/CPR, storage of hazardous materials and the NC Child Care Summary of the Law was posted. I monitored the program requirements, furnishings and equipment, outdoor area, and medications. The preschool children in space #1 were observed preparing to go outside to play. The preschool children in space @2 were observed playing in activity areas inside their classroom. The theme was on spring and lunch menu for today consisted of rolls, fish sticks, peas, peaches, and milk. This program currently operates with a Letter of Compliance issued 10/19/23. Your last fire drill was completed 3/3/25 and your last monthly outdoor playground inspection was dated 3/13/25. Your last EPR drill was a shelter-in-place dated 3/4/25. I reminded you that an EPR drill must be completed every three months. Please keep all documentation on file for review. One violation was documented and corrected during the visit.
