This training along with the Recognizing and Responding to Suspicions of Child Maltreatment are required to be retaken every five years. ABCMS As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. The compliance of this rule will be monitored during your next visit. Please note, the hard copy of the Change of Information form will no longer be needed or accepted. Should you need assistance please contact the Criminal Background Check Unit at (919) 614-8401 and someone will assist you. Substitutes and Volunteers Make sure that you have all the required documentation on file for anyone that cares for the children. Go on the DCDEE website under Moodle and print off the FCCH checklists for substitutes and/or volunteers. The checklists will act as a guide to help you acquire all the required documents for your files. At the completion of the visit, this visit summary was printed, reviewed, and a copy was left with you. Technical Assistance: Quality Child Care: Providing quality child care is essential for children. There is ample research demonstrating that high quality child care experiences have many benefits to children and society and that quality child care is linked to children’s improved school performance. Classrooms with a planned curriculum have a more positive impact on child outcomes than one with no set curriculum. A comprehensive curriculum will address all areas of a child’s development including social and emotional, physical and health, cognition and general knowledge, and language and communication. For example, activities promoting literacy, math and science concepts, music and art are typically included. Child care licensing requirements are established to ensure a safe and healthy child care environment. It is your responsibility to maintain compliance with all applicable laws and rules at all times. Periodically review the child care law and rules. This program currently operates with a temporary license effective July 23, 2024, to January 23, 2025. Ms. Je’Leah Wade, Operator, was present during today’s visit. All indoor and outdoor areas approved for child care were monitored during the visit. One (1) child was diagnosed with RSV on September 11, 2024, so, the operator didn’t have any children during today’s visit. The children can return on September 13, 2024. During the visit I reviewed seven (7) children files, program records, and the operator’s file. At the completion of the visit, the Visit Summary was reviewed with Ms. Wade and a copy was given to her. Violation Number Comment Rule 1704 Summary of the NC Child Care Law was not given to each child's parent, guardian, or full-time custodian before the child was enrolled in the home and/or signed statement was not on file. A signed and dated letter of compliance must be mailed to me by September 26, 2024, describing how and when the violation/s were corrected. You should email the compliance letter to leisa.benson@dhhs.nc.gov If you state in the compliance letter that corrections have been made when they have not, this will be considered falsification of information. You are required to always maintain compliance with all applicable child care rules and regulations. NC GS 110-90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past eighteen (18) months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. Violations cited during today’s visit, may negatively affect your compliance score. As of today’s, visit your compliance history is 96%. Rated License Assessment: In order to maintain or be eligible for subsidy payments at the end of the temporary time period, the facility must transition to a three to five star rated license. An application for a star rated license was given to Ms. Wade during the visit. If she decides to apply for a star rated license, she should submit her application to me by September 26, 2024. Education Standards: I verified in WORKS that Ms. Wade completed her AAS in Early Childhood Education. It was discussed with her that if she receives additional education she should submit it to WORKS so, her education information can be updated. Program Standards: You could receive two (2) points in program standards without the Environment Rating Scale assessment (ERS); however, to receive more than two (2) points in program standards, you will need to have an ERS assessment and score at least a 4.0. Be sure to visit www.ncrlap.org to familiarize yourself with the ERS assessment for FCCH. I recommend that you contact the Robeson County Partnership for Children to help you prepare for the assessment. You can contact them at https://www.robesonpartnership.org/. Quality Bonus Point: While the facility may meet more than one possible quality point, the facility can only earn a maximum of one quality bonus point. Total points and Star Rated License Information: The total points received in both education and program standards and the quality bonus point will determine the star license issued to your FCCH. To receive a three-star license you must earn at least seven points. To receive a four-star license, you must earn at least ten points. To receive a five-star license you must earn at least thirteen points. Rated License Information: In order to earn two or more points in Program Standards for the rated license a three-month self- study on the FCCERS must be completed. If you choose to earn at least two points in Program Standards you should begin your three-month self-study no later than October 1, 2024, and complete it by December 1, 2024. This could include, but is not limited to, the following: Self-study/assessment using the FCCERS score sheets List of low scoring items with a plan to improve quality Develop a timeline of making improvements or enhancements to the child care environment Documentation of on-going observations and follow up using the ERS Improvement Plan Self-study assessment based on information provided by a TA Specialist, or a mock assessment completed by the local resource and referral agency. The FCCERS book may be purchased through various retail outlets or some resource and referral agencies. In addition, you may go to www.ncrlap.org for information on the FCCERS process and helpful information. Also, if you meet the requirements for a 4-5 star rated license and plan to provide care to 4-year old’s you will be required to have a curriculum that has been approved by DCDEE. You can review the approved curriculum by visit: https://ncchildcare.ncdhhs.gov/Read/nc-child-care-commission-approved-early-childhood-four-year-old-curricula-2018 Technical Assistance: On going training: Based on your education information processed by WORKS you are required to complete eight (8) in-service training hours within the first year of receiving your Temporary License.
