Upon our arrival, we were greeted by D. Johnson. Tanya Herring, Child Care Consultant, accompanied me during today’s visit. LICENSE STATUS: Currently, this family childcare home (FCCH) operates with a 4-star rated license issued on 7/6/2023. During today’s visit, a total of one (1) child was present. The child who was present was observed napping and playing. INDOOR ENVIRONMENT: In the children’s space, there are a variety of toys and materials for the children to explore throughout the day. REQUIRED INSPECTIONS: The last annual compliance visit was completed on 7/6/2023. The last documented fire drill was on 5-24-24 and shelter in place /lockdown drills were conducted on 1/23/24 and the last documented monthly outdoor play inspection was conducted on 5/20/24. During today's visit, a full assessment of the child care requirements was conducted. I monitored all required postings and attendance logs. No infant children were enrolled at the time of today’s visit. I monitored a sample of children's records, and I completed the verification of required information for operator and additional caregiver form. The provider is current with all required training, including CPR, First Aid and SIDS. This FCCH does provide transportation, therefore transportation requirements were reviewed, but the van used to transport was not on the premises today and could not be monitored. Any items not in compliance is listed in the violations section below. Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. The cabinet where the cleaning products were stored was not locked. .1719 (a)(7) 802 Sanitary toilet, diaper changing and hand-washing facilities were not provided. Toilet paper was not available in the bathroom. .1725(a)(5)(A-F) 810 Refrigerator was not maintained at a temperature of 45 degrees Fahrenheit or below and/or was not monitored by a refrigerator thermometer. The refrigerator thermometer was reading 59 degrees. 10A NCAC 09 .1725(a)(10) 904 Documentation of the operator’s emergency medical care plan to follow in the event of a child medical emergency, was not on file and available for review. The emergency medical care plan was not posted and available for review. .1713 1101 Operator or other transportation provider did not have written permission from each child's parents or guardian to transport the child. Written permission to transport was not available for two of the children enrolled. .1723(5) 1410 Operator did not safely store all combustible materials. A can of gasoline and a container of oil was sitting on the deck outside. .1719(4) 1804 Safe sleep policy and poster about safe sleep practices was not posted in a prominent place in the infant sleeping room or area where parents and caregivers are able to view daily. The safe sleep policy was not posted for review. .1724(b) 1854 The operator did not conduct a quarterly lockdown or shelter-in-place drill and or the drill record was incomplete. The last recorded emergency drill was on 1-23-24. .1719(a )(16) & .1721(e )(7) 1919 A First Aid Information sheet, complete with required information, was not posted for quick referral by staff. A first aid poster was not posted for quick referral. .1719(a )(14) 1931 Telephone numbers for the fire department, law enforcement office, emergency medical service, and poison control were not posted in a location visible in the home. Emergency numbers were not posted in a location visible in the home. .1719(a )(12) 1964 Activity plan did not reflect that children have at least four different activities daily, at least one of which is outdoors. The activity plan was not posted. 10A NCAC 09 .1718(a)(8)(C)(i-v) Compliance Verification Letter: The violations documented during today’s visit must be corrected immediately, and a compliance verification letter submitted within two (2) weeks of today’s visit. In your letter, please include statements addressing how and when the violations were corrected and how compliance will be maintained moving forward. The compliance letter must also include the facility ID number. You can submit the letter to me at paula.davis@dhhs.nc.gov. I must receive the letter by June 26, 2024. Failure to submit the letter by this date will result in a return visit and the violation re-cited. Technical Assistance/Consultation: Required Postings: We discussed the items that are required to be posted in your play area, or in an area that is visible to parents. These items include the FCCH license, the North Carolina Summary of Child Care Laws, the emergency care plan, safe sleep poster and policy, First Aid poster, daily schedule, and activity plans. Today your refrigerator thermometer had been placed at the front of the refrigerator and was reading 59 degrees. During the visit you placed it at the back of the refrigerator and when we checked it later it was reading 39 degrees. Today on the playground inspection you had listed the month, but the date and year was missing. Please be reminded that the entire date was be on the document in order for it to be considered current. I reminded you today that there is an updated NC Summary dated 2023. Please print and post the most current Summary. There was no toilet tissue in the bathroom today. You placed some in the bathroom during the visit. Please keep toilet paper, papertowels and soap in the bathroom at all times to promote good handwashing habits. Licensing requirements are established to ensure a safe and healthy childcare environment; therefore, it is important for you to be knowledgeable of all the licensing rules and requirements that apply to your program.
