A checklist was used to note the requirements that were monitored. Ms. Felicia Murchison was present with three children, all three years of age. Children were observed participating in age-appropriate activities and preparing for lunch. Adequate handwashing was observed. Today’s lunch consisted of chicken and rice, broccoli, peaches and milk. You currently operate with a 4-star rated license issued March 4, 2019, earning 7 points in Education standards, 2 points in program standards and 1 point in Quality by meeting a programmatic option. Restrictions: 1st and 2nd shift, Maximum 5 preschool children at any time, and serves no more than 2 infants under age. During today’s visit I observed the program and space requirements, equipment and furnishings, capacity and supervision, storage of hazardous products and administration procedures, outdoor area, as well as transportation. You stated you do not transport children away from the home nor participate in school pick-ups. Children do not participate in aquatic activities. Children’s Records- one child’s record was not available for review. This is a violation of child care requirements. Provider Record and Additional caregiver- The verification of required information for operators and caregivers was completed during today’s visit. The following violations were observed and documented during today's visit: Violation Number Comment Rule 920 Records were not made available for review. The operator did not have one child's record available for review. G.S. 110-91(9) 1854 The operator did not conduct a quarterly lockdown or shelter-in-place drill and or the drill record was incomplete. The last documented lockdown/shelter in place was 9-15-23. The operator stated a still was conducted in December 2023, however, it was not documented on the drill log report. .1719(a )(16) & .1721(e )(7) The above violations must be corrected immediately. A signed and dated compliance letter that explains how each violation was corrected must be received on or before February 22, 2024. You may mail or email the compliance letter to: Miriam Byrd, Child Care Consultant, PO Box 1731, Clinton, NC 28329 Miriam.Byrd@dhhs.nc.gov Make sure to address the following in your compliance letter: • State when you conducted a lockdown/shelter in place drill and that these will be conducted on a quarterly basis and documentation is completed on the Emergency Drill Log form provided by DCDEE • State the child’s completed information is on file and will be made available for review (make sure to use the Children’s File Checklist that can be found on the DCDEE website under Provider Documents) If you state in your letter that corrections have been made when they have not, this will be considered a falsification of information. If you cannot meet the requirements by this date, you must contact me with a purposed timeline of the corrections. In some cases, this timeline may be extended. You are required to maintain compliance with all applicable child care rules and regulations at all times. NC GS 110- 90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past 18 months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. Child care licensing requirements were established to ensure a safe and healthy child care environment. Therefore, it is important for you to be knowledgeable of all the licensing requirements that apply to your type of program. It is your responsibility to maintain compliance with all the applicable laws and rules at all times. The best way for you to make sure that you are meeting all requirements is to periodically review the child care law and rules. I explained that you have access to the on-line version of the Child Care Rule Book, as well as a hard copy of the rules. I recommend that you visit the Division of Child Development's website (www.ncchildcare.nc.gov) on a regular basis to find out what's new in childcare. You could also find any needed Child Care forms by going on the web site and clicking on the "Provider" tab and then clicking on the "Provider Documents" tab. Reminder: *CPR and First Aid certification will expire the end of February 2024. *Make sure to review the information completed on the Verification form to keep track of the required information and expiration dates. During today’s visit, you asked about storing hazardous products and/or Hand sanitizer. Make sure hand sanitizer is used ONLY if soap and water is not easily accessible. If a product shows ‘Keep out of Reach of Children” and another warning, such as “If ingested, or swallowed, etc... this product must be stored in locked storage with an approved locking method. If there is only ‘keep out of reach of children’ you can store the product at 5 feet in height. Rated License Assessment: You are currently in Cohort 2 of the Rated License Reassessment. This means your prep year will begin July 1, 2024, through June 20, 2025. During this time, make sure your WORKS status letter is current, such as if you completed any EDU coursework that WORKS has a current transcript on file. If you plan on having the Family Child Care Home Environment Rating Scales completed, use this time to go to their website (www.ncrlap.org) to review updated information as well as view trainings. Your Assessment year will begin July 1, 2025, and end June 30, 2026. You will need to complete the Rated License Reassessment and have a current license issued before June 30, 2026.
