    Name of Operation: SHEEP-HARNEY ELEMENTARY PRE-K Facility ID: 70000195 Consultant: MARJORIE WHITE Operation Type: Center Case Number: Visit Date: 4/22/2026 Number Present: 98 Completed Date: 4/22/2026 Age: From 3 To 5 Total Minutes: 405 Time In: 08:45 AM Time Out: 03:30 PM Time In: Time Out: List to Use: Center Type Of Visit: Routine Unannounced Announced/Unannounced: Unannounced * The purpose of today’s visit was to monitor your program for compliance with applicable child care requirements for a routine unannounced visit and check in with your progress towards completing your rated license assessment based on your plan developed at your Annual Compliance visit on November 12, 2025. NCPre-K and Developmental Day requirements were monitored at the Annual Compliance visit. Jennifer Bradshaw-Garrett, Child Care Consultant, accompanied me on today’s visit. D. Morris-White, Administrator, assisted me with the visit. Your program currently operates with a five-star license, issued July 23, 2023, earning 7 points in the education component, 7 points in the program standards component (meeting enhanced space and enhanced ratios minus one) and 1 quality point for 75% of lead teachers have a BA/BS or higher in ECE/CD. Your program was also monitored for compliance with implementing an approved curriculum (Creative Curriculum) as required for all four- and five-star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted November 12, 2025. The sanitation inspection was completed October 21, 2025, with a “Superior” classification after a “Provisional” classification on October 14, 2025. The last fire inspection was conducted August 29, 2025, with a “Satisfactory” rating and your facility was approved for daytime care only. Sanitation and fire inspections are required at least annually by the end of the month of the previous inspection. Send fire inspections to me within seven (7) days of the inspection. The center's compliance history was reviewed with the operator. The program’s compliance history was ninety-four percent as of April 16, 2026. This facility is owned by Elizabeth City Pasquotank Public Schools. License and contact information were current. Contact me to request any changes to your license or contact information. I monitored the classrooms and spaces used for child care and outdoor play areas for applicable child care center requirements using the Child Care Center Requirements, effective 7/1/2025 and Item Numbers Listing, effective 4/2025. I monitored one staff record and all program records. The license was posted, and the restrictions were in compliance. A walk-through of the facility was completed today; all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions and personal care routines. Posted lesson plans reflected an Earth Day theme. Children walked to the cafeteria for lunch. Later they rested on linen-covered cots. Lunch was observed and consisted of fish, hush puppies, carrots, fruit cup, and milk. I observed and documented the following violations during today’s visit. Violation Number Comment Rule 841 Medications including prescription and non-prescription items were not stored in a locked cabinet or other locked container. In Space H4, Walgreens Allergy Relief was stored out of reach of children but was not locked. In Space H11, Benadryl was stored out of reach of children but was not locked. 15A NCAC 18A .2820(d) 849 Leftover medicines were not returned to the parent after the course of treatment was completed, after authorization was withdrawn or after authorization had expired and/or medication was not discarded within 72 hours of completion of treatment or withdrawal of authorization. In Space H7, an Epi pen expired on January 1, 2026. In Space H7, the permission form for Valtoco was dated September 11, 2025 – March 11, 2026 and was expired .0803(12) * Child Care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. The violations documented must be corrected immediately. On or before May 6, 2026, I must receive a written, dated, and signed compliance letter that describes accurately and in detail, how and when the violations were corrected. Please be aware that any information submitted by you is considered legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. An example is: Jane Doe, Administrator AAA Child Care ID # 12345678 Technical Assistance With Documented Violations: #841: Storage of Medication - Improper storge of medications results in millions of accidental poisonings in children annually. In Space H4, a bottle of Walgreens Allergy Relief was stored out of reach of children but was not locked. In H11, a bottle of Benadryl was stored out of reach of children but was not locked. Neither of these medications are considered to be “emergency” medications. You stated that you were not aware that this type of medication had to be locked. OTC and prescription medications must be locked. Emergency medications such as inhalers, Epi-pens, glucagon and diazepam are not required to be maintained in locked storage but must be stored out of reach. They need to be inaccessible to children but easily accessible to staff. The teachers immediately corrected the violation and locked the antihistamines. You are going to purchase a locked bag so that they can continue to maintain both types of medications in the Ready to Go bags. #849: Expired Medication/Medication Permission Forms – Administering expired medication or not having current authorization to administer medication, could create medical or liability issues if there are changes to the child’s medication, dosage, or instructions for administration. In Space H7, an Epi pen expired on January 1, 2026. In Space H7, the permission form for Valtoco was dated September 11, 2025 – March 11, 2026, and was expired. Neither medication was returned to the parent. You stated that the staff were in the process of reviewing their medication bags and having parents reauthorize medication for the remainder of the school year. Return medications to the parent within 72 hours unless the medication is still needed and the permission form needs to be updated. Check medication boxes or cabinets monthly to review medications and medication permission forms. For your compliance letter, state the date when the medications are either returned to the parent or the medication forms are updated. Resources: As a licensed child care facility, it is your responsibility to be knowledgeable of the child care laws and rules and to teach your staff the rules to ensure your center remains in compliance. M. White-Morris-White NC Pre-K Coordinator, assisted me with the visit. Your program currently operates with a five-star license, earning 7 points in the education component, 7 points in the program standards component (meeting reduced ratios) and 1 quality point for offering a staff benefits package and infrastructure of parent involvement. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. You stated the approved curriculum used is the Creative Curriculum, Teaching Strategies Gold. Creative Curriculum books, activity plans and other resources were observed today. Additionally, you shared Dial 4 is used as the developmental screening. The last annual compliance visit was conducted on December 11, 2024. The last sanitation inspection was completed October 21, 2025, with a “Superior” classification. The last fire inspection was conducted August 29, 2025, and your facility was approved for daytime care only. A walk-through of the facility was conducted. One hundred and twelve (112) children were observed in care today. Children were engaged in morning activities, free choice play with developmentally age-appropriate materials in various activity areas, outdoor play, completing toileting and hand washing routines, interacting with teachers, eating lunch, and napping. Lunch was observed during the visit. Lunch consisted of chicken patty on bun, sweet potato casserole, pears, vegetable medley, and milk. Pasquotank County Public Schools is listed as the current owner of this program. Prior to making in changes in the program’s ownership status, contact me to discuss change of ownership procedures. The center’s compliance history score was reviewed with the operator. The program’s compliance history was 95% as of November 11, 2025. The following violations were documented. SCREENINGS: The hearing screenings were not completed for two children enrolled. We discussed working with families to obtain the screening from the child’s primary health care provider. If the screening is not available through the primary health care provider, you could collaborate with the school nurse to assist with ways to have the screening done within the school. SCREEN TIME: We discussed ensuring screen time is recorded for all children using the screen time log or included in the activity plan. I explained that screen time is any digital device used by children including tablets, iPad, smart boards, computer, etc. You stated moving forward the screen time for children will be included in the activity plan and the screen time log. I advise you to ensure staff can communicate where the screen time is documented upon request. We also talked about how the screen time will be met when the new FINCH assessments are required. You added this assessment include utilization of an iPad to complete and the timeframe could exceed the thirty-minute requirement if done in one setting per child. We talked about the option of breaking the assessment down into multiple sessions. I will conduct further research and follow-up with additional guidance later. QRIS CONVERSTATION: Today we discussed the three pathways available. We reviewed in detail and discussed the requirements of your anticipated pathway choice as well as the resources, and the support you may need to assist you with the application process. During the conversation, we talked about developing a plan to complete the application process in the early Spring. You stated that Pathway 1, Program Assessment would be the best option for your program. We reviewed the requirements for this pathway and discussed a timeline to apply for a rated license. CONTINUOUS QUALITY IMPROVEMENT (CQI) PLAN AND PROFESSIONAL DEVELOPMENT PLAN: This plan is meant to be an intentional process that you will use to identify areas of growth and determine a path toward enhanced teaching, learning and practices that achieve better outcomes for children, staff, and programs. This process will build over time, using established goals to support both you in achieving and maintaining long term quality care within your program. All plans should identify a goal, what is needed to accomplish the goal, why the goal is needed, and an annual review of progress toward the goal. It is possible that a goal is achieved, and a new goal is set during your annual review. It is also possible that there were challenges in completing a goal that are documented during the annual review. Revising and changing goals is expected to be part of this process. APPROVED CURRICULUM: This pathway requires curriculum to be implemented for all ages served by the program, ensuring quality practices that are developmentally appropriate for each age group. Child-focused planning through observation of individual growth and development is included in this pathway. Your program utilizes the Creative Curriculum with Teaching Strategies GOLD. Additionally, shared the program currently using the Dial 4 assessment tool which is listed as one of the approved assessment tools. ENVIRONMENTAL RATING SCALE: We reviewed that your selected Pathway #1 will require an ERS to be completed for your program. The selected pathway also will require a three-month self-study to be completed. I advise you to begin identifying specific for completing the self-study along with steps and actions required to achieve those goals. I also recommend establishing a timeline and schedule to support timely completion. Adequate time should be allotted to address any potential barriers that may arise during the process. EDUCATION STANDARDS: We reviewed the requirements in the education standard for you and your staff. I request that you list all staff, the age group for children cared for and hour worked. This information will be used to determine the star level for staff member’s education. You should also check to ensure staff education is included in the DCDEE WORKS system. I shared if you have an employee that choose to meet education using the competency evaluations, to notify me so we can talk to ensure the process is completed with all components included. We discussed the relocation of your program to another facility in the new year. According to you all NC Pre-K classrooms at this location will be transitioned to an Early Childhood Center beginning the new school year and wanted to know if the program would be required to complete the transition in this location or wait until the transition. I informed you more information and guidance would be provided soon. SUPPORT AND RESOURCES: You share the following support, and resources would be needed to help ensure a smooth transition to the Pathway to the Star. -Support from your consultant with clarity if needed regarding requirements and guidance throughout the process regarding expected timeframes -Environment Rating Scales 3 booklets and training. -NCRLAP website webinar and information ANNUAL CHILDCARE IMMUNIZATION REPORT DEADLINE: The 2025-2026 Annual Child Care Immunization Reporting Portal is now open, and reports must be submitted electronically by midnight, November 15, 2025. M. White-Morris-White NC Pre-K Coordinator, assisted me with the visit. Your program currently operates with a five-star license, earning 7 points in the education component, 7 points in the program standards component (meeting reduced ratios) and 1 quality point for offering a staff benefits package and infrastructure of parent involvement. Your program was also monitored for compliance with implementing an approved curriculum as required for all four- and five-star licensed facilities where four-year-old children are enrolled. You stated the approved curriculum used is the Creative Curriculum, Teaching Strategies Gold. Creative Curriculum books, activity plans and other resources were observed today. Additionally, you shared Dial 4 is used as the developmental screening. The last annual compliance visit was conducted on December 11, 2024. The last sanitation inspection was completed October 21, 2025, with a “Superior” classification. The last fire inspection was conducted August 29, 2025, and your facility was approved for daytime care only. A walk-through of the facility was conducted. One hundred and twelve (112) children were observed in care today. Children were engaged in morning activities, free choice play with developmentally age-appropriate materials in various activity areas, outdoor play, completing toileting and hand washing routines, interacting with teachers, eating lunch, and napping. Lunch was observed during the visit. Lunch consisted of chicken patty on bun, sweet potato casserole, pears, vegetable medley, and milk. Pasquotank County Public Schools is listed as the current owner of this program. Prior to making in changes in the program’s ownership status, contact me to discuss change of ownership procedures. The center’s compliance history score was reviewed with the operator. The program’s compliance history was 95% as of November 11, 2025. The following violations were documented. SCREENINGS: The hearing screenings were not completed for two children enrolled. We discussed working with families to obtain the screening from the child’s primary health care provider. If the screening is not available through the primary health care provider, you could collaborate with the school nurse to assist with ways to have the screening done within the school. SCREEN TIME: We discussed ensuring screen time is recorded for all children using the screen time log or included in the activity plan. I explained that screen time is any digital device used by children including tablets, iPad, smart boards, computer, etc. You stated moving forward the screen time for children will be included in the activity plan and the screen time log. I advise you to ensure staff can communicate where the screen time is documented upon request. We also talked about how the screen time will be met when the new FINCH assessments are required. You added this assessment include utilization of an iPad to complete and the timeframe could exceed the thirty-minute requirement if done in one setting per child. We talked about the option of breaking the assessment down into multiple sessions. I will conduct further research and follow-up with additional guidance later. QRIS CONVERSTATION: Today we discussed the three pathways available. We reviewed in detail and discussed the requirements of your anticipated pathway choice as well as the resources, and the support you may need to assist you with the application process. During the conversation, we talked about developing a plan to complete the application process in the early Spring. You stated that Pathway 1, Program Assessment would be the best option for your program. We reviewed the requirements for this pathway and discussed a timeline to apply for a rated license. CONTINUOUS QUALITY IMPROVEMENT (CQI) PLAN AND PROFESSIONAL DEVELOPMENT PLAN: This plan is meant to be an intentional process that you will use to identify areas of growth and determine a path toward enhanced teaching, learning and practices that achieve better outcomes for children, staff, and programs. This process will build over time, using established goals to support both you in achieving and maintaining long term quality care within your program. All plans should identify a goal, what is needed to accomplish the goal, why the goal is needed, and an annual review of progress toward the goal. It is possible that a goal is achieved, and a new goal is set during your annual review. It is also possible that there were challenges in completing a goal that are documented during the annual review. Revising and changing goals is expected to be part of this process. APPROVED CURRICULUM: This pathway requires curriculum to be implemented for all ages served by the program, ensuring quality practices that are developmentally appropriate for each age group. Child-focused planning through observation of individual growth and development is included in this pathway. Your program utilizes the Creative Curriculum with Teaching Strategies GOLD. Additionally, shared the program currently using the Dial 4 assessment tool which is listed as one of the approved assessment tools. ENVIRONMENTAL RATING SCALE: We reviewed that your selected Pathway #1 will require an ERS to be completed for your program. The selected pathway also will require a three-month self-study to be completed. I advise you to begin identifying specific for completing the self-study along with steps and actions required to achieve those goals. I also recommend establishing a timeline and schedule to support timely completion. Adequate time should be allotted to address any potential barriers that may arise during the process. EDUCATION STANDARDS: We reviewed the requirements in the education standard for you and your staff. I request that you list all staff, the age group for children cared for and hour worked. This information will be used to determine the star level for staff member’s education. You should also check to ensure staff education is included in the DCDEE WORKS system. I shared if you have an employee that choose to meet education using the competency evaluations, to notify me so we can talk to ensure the process is completed with all components included. We discussed the relocation of your program to another facility in the new year. According to you all NC Pre-K classrooms at this location will be transitioned to an Early Childhood Center beginning the new school year and wanted to know if the program would be required to complete the transition in this location or wait until the transition. I informed you more information and guidance would be provided soon. Your program currently operates with a Five-star license, issued 7/20/23, earning 7 points in the education component, 7 points in the program standards component (meeting enhanced ratios minus one and space) and 1 quality point for: 75% of lead teachers have a BA/BS or higher in ECE/CD. Hold harmless has been extended until the new QRIS is implemented (SB 425). This means that you do not need to schedule a rated license assessment unless you voluntarily request one. The new QRIS has been approved by the Child Care Commission. The Division is working on implementation and trainings for the new system. North Carolina Rated License Assessment Project - NCRLAP’s mission is to promote the quality of child care by consistently and reliably assessing environments for the North Carolina Star Rated License. They collaborate with professionals in the early childhood education field to foster the development and learning of young children. Their website, ncrlap.org, offers resources, trainings, videos, worksheets, and help to get ready for the new ITERS-3, ECERS-3, and FCCRS-3 assessment tools that will be used in the new QRIS system. Your program was also monitored for compliance with implementing an approved curriculum as required for all four and five star licensed facilities where four-year-old children are enrolled. The last annual compliance visit was conducted 1/17/24. The sanitation inspection was completed 11/6/24. with a “Superior” classification. The last fire inspection was conducted 8/22/24. and your facility was approved for daytime care only. The center's compliance history was reviewed with the operator. The program’s compliance history was 85% as of 12/9/24. Facility Information: We reviewed your facility information and per your statements, the information is current and accurate. Contact me if you need to make any changes to your information, e.g., phone numbers, email address, mailing address, owner information, or Legal Designee. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions and personal care routines. Each room had holiday activities set up. During the visit the children attended a brief concert by the local high school choir. Lunch was observed and consisted of a hotdog on a bun, similie face fries, carrots, blueberry cobbler, and milk. Consider writing the months for the emergency drills on the form in advance and adding the exact date once the drill is completed. This will give you a visual reminder each time you complete your monthly fire drills. Sanitation Inspections - Sanitation inspections must be conducted at least annually. The current inspection was completed on 11/6/24. The previous inspection was completed on 10/30/24. A courtesy call should be conducted to the Inspector at least two (2) months before the next inspection is due to ensure it is completed within the required time frame. An inspection must be completed before the date of the previous inspection. Staff Orientation Training – Providing a comprehensive orientation helps new staff feel confident in their new position and ensures that they have a working knowledge of NC Child Care Rule requirements. Before working in a classroom, new staff must be trained on your Shaken Baby and Abusive Head Trauma Policy. Documentation for one (1) staff member, hired on 10/21/24, was not available for review. Use your Staff and Training Worksheet to ensure that staff have been trained on the required information before being placed in a classroom. Staff Medical Records - Maintaining privacy of all staff information is a top priority for administrators. All medical information must be kept in a separate file from the staff member’s personnel file. The only forms that should be kept in this file are the Medical Report form, the annual Health Questionnaire, and the TB test results. All other items must be kept in the personnel file. Per our discussion, you can keep the medical files in a completely separate location or simply place a second file folder behind the personnel file folder. If you place it behind the personnel file, consider color coding the files so anyone who places items in the files can quickly and easily identify which is the medical and which is the personnel file. Safe Indoor and Outdoor Space – Daily monitoring of all spaces helps to ensure the children are cared for in a safe and healthy environment. The concrete anchor for the hill slide on the playground was exposed and created a hazard for the children. Dirt must be added to fill in under the platform to prevent children from being injured. In space H6, there was a laminator sitting on a table and less than five (5) feet above the floor. The laminator was pugged into an outlet. Any equipment with a heating element must be stored out of reach of the children. In space H9, the substitute left a purse on the chair and less than five (5) feet above the floor. Because many purses contain lotions or medications, they must be stored five (5) feet above the floor or in locked storage. In space H6 and H7, Christmas lights, that were plugged into an outlet, were hung around the white board and the window. The end of the lights had an outlet that was not covered. Because the lights were plugged into a live outlet, the ends of the string of lights was also electrically active. Any outlet must be covered with protective cover to prevent injury to the children. You must review the safety requirements to ensure staff are checking their rooms and the playground each day to ensure there are no hazards and the environment is safe for the children. Additional Information: ABCMS New Process - As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. This satisfies the requirement to notify the Division of new child care providers working who were hired or moved into the child care facility within five business days. Staff Medical Records - Maintaining privacy of all staff information is a top priority for administrators. All medical information must be kept in a separate file from the staff member’s personnel file. The only forms that should be kept in this file are the Medical Report form, the annual Health Questionnaire, and the TB test results. All other items must be kept in the personnel file. Per our discussion, you can keep the medical files in a completely separate location or simply place a second file folder behind the personnel file folder. If you place it behind the personnel file, consider color coding the files so anyone who places items in the files can quickly and easily identify which is the medical and which is the personnel file. Safe Indoor and Outdoor Space – Daily monitoring of all spaces helps to ensure the children are cared for in a safe and healthy environment. The concrete anchor for the hill slide on the playground was exposed and created a hazard for the children. Dirt must be added to fill in under the platform to prevent children from being injured. Any equipment with a heating element must be stored out of reach of the children. In space H9, the substitute left a purse on the chair and less than five (5) feet above the floor. Because many purses contain lotions or medications, they must be stored five (5) feet above the floor or in locked storage. Seventy-five percent of lead teachers have a BA/BS or higher in ECE/CD. On June 27, 2023, the Division of Child Development and Early Education (DCDEE) introduced a cohort model and timeline for resuming the star rated license reassessments. This cohort model includes a preparation year and a reassessment year. Your facility will be in Cohort 3 which means your preparation year will be 7/1/25-6/30/26 and your reassessment year will be 7/1/26-6/30/27. There are opportunities within the preparation year that will help prepare your facility for the reassessment year. The administrator accompanied me during some of the visit. ll indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children throughout the facility were participating in group time, free play in activity areas, transitions, and personal care routines. In the classroom, teachers used various methods to teach sequencing. In one classroom, the children made pictures and then, as a group, they figured out the sequence that had been drawn. There continues to be a fenced playground beside the building with swings, a mound slide, and a tricycle path. In space H6, individually wrapped Mucinex cough drops were located in an unlocked desk drawer. Items like this can look like candy to a child and be dangerous if they try to eat them. All medications must be kept in locked storage to ensure the safety of the children. The cough drops were placed in a locked cabinet during the visit. Wires, in areas where children have access, can cause a tripping hazard. Also, all heavy equipment must be level and stable to ensure that it does not fall on the children. In space H4, there were wires, located behind the staff desks and running under the refrigerator. When touched, the refrigerator rocked back and forth. Per our discussion, the wires must be relocated or covered to prevent tripping and the refrigerator must be made stable. Per the staff’s statements, when the refrigerator was installed, the wheels were not placed on it and may be what is making it unstable. This must be corrected immediately to ensure the safety of the children. Discipline Policy - Maintaining accurate documentation at the child care center is important because it demonstrates compliance with the child care rules and ensures the health and safety of each child. A discipline policy must be reviewed with each parent prior to enrollment, and they must sign the form showing this was completed. The date of enrollment must be indicated on the form to demonstrate this review was done before the child started in the center. Four, out of fifteen children’s files reviewed, did not document the date of enrollment. Review your children’s files on a regular basis to ensure all information is on file, as required. When using a signature page, make sure the parent initials for each item and the date of enrollment is included. Additional Information: Medications - Administering medication requires skill, knowledge, and careful attention to detail. Remember, before accepting medication from a parent, you must have: 1. The medication in the original pharmacy box with all the required information. Make sure the expiration date on the box matches the date on the medication. 2. A Medical Action Plan completed by a physician attached to the child’s application in their file and in the Ready to Go file. 3. Written permission to administer the medication, with complete instructions for how and when the medication is to be administered and signed by the parent. You would use the long form for chronic conditions for this type of medication. Before receiving any medication from a parent, you must carefully review the medication, the pharmacy box, the medical action plan, and the permission to administer forms to ensure everything is correct and all information matches. Consider creating a checklist to complete each time medication is brought to the facility to help staff verify they have all the required information. Safe Indoor Space - Intentional planning helps to ensure a safe environment has been created which prevents and reduces injuries to young children. In space H12, there was a container under the classroom sink which appeared to be catching water dripping from the faucet pipes. There was mildew inside the cabinet and dirty water in the container. The cabinet was not locked, making it accessible to the children in care. The leaking faucet must be repaired immediately, and the cabinet cleaned and disinfected. You stated that you would notify maintenance to have it repaired. Additional Technical Assistance: Medication Administration – Technical assistance was given to the providers in the classroom to ensure they check all medications brought to their room to ensure the paperwork is current, accurate, and complete. We also discussed the need to cross check that the medication, the pharmacy box, and all paperwork match to ensure that the right medication is being administered to the right child. A review of the types and uses of the Permission to Administer Medication forms was completed with the administrator. Remember, before accepting medication from a parent, you must have: 1. The medication in the original pharmacy box with all required information 2. A Medical Action Plan completed by a physician attached to the child’s application in their file and in the Ready to Go file. 3. Written permission to administer the medication, with complete instructions for how and when the medication is to be administered and signed by the parent. You would use the long form for chronic conditions for this type of medication. If parents bring forms that were not created by the Division, review them carefully to ensure they contain all required information and are age/ability appropriate. Additional Information: New Pathways to the Early Childhood Education Profession – Early educators now have multiple options to achieve higher education. • Staff can earn a no-cost nationally recognized Child Development Associate® (CDA) certificate through a free Professional Development Teacher Membership from Teaching Strategies. Courses are offered in English and Spanish. In addition, a T.E.A.C.H. scholarship is available to cover the CDA book and assessment fees. • They could also choose take the free online NC Early Childhood Equivalency Exam on DCDEE Moodle to earn the North Carolina Early Childhood Equivalency Certificate. This certificate is equivalent to the EDU 119 college course for star rated license evaluation. • A third options for staff is to turn their training and experience into a degree in Early Childhood Education. Providers can submit a Credit for Prior Learning portfolio to receive up to nine community college ECE credits for your early childhood knowledge and skills from participating NC Community Colleges. Credits can be applied toward the newly created Early Childhood Workforce Certificate, Early Childhood Education Diploma, Certificate and/or an Associate in Applied Science (AAS) Degree in Early Childhood Education. Health and Safety Training and Five (5) Year Cycle Tracking Requirements: New staff are required to complete Health & Safety Training (H&S Training) within one year of hire and then complete training in all topic areas every five years. Staff who originally completed their initial Health & Safety Training in 2017/2018 are coming up on their five-year renewal cycle. To help meet this requirement, free H&S Trainings, developed specifically for providers in North Carolina, are available in Moodle on the DCDEE website. Southwestern Child Development Commission, www.swcdcinc.org, also offers an approved on-line option for H&S Training for a reasonable fee. Continue to complete Recognizing and Responding to Suspicions of Child Maltreatment at www.preventchildabusenc.org. Once staff have completed the Recognizing and Responding to Suspicions of Child Maltreatment on the Prevent Child Abuse NC website, any approved training related to Child Maltreatment can be used to meet this topic area for the five-year cycle. There is a second Child Maltreatment training available called “What is Prevention” available on the Prevent Child Abuse NC website that can be used for the 5-year renewal. Use the Health & Safety Training Log, available on the DCDEE website under Provider Documents, to document and track all H&S Training. Attach a certificate for each training topic area to log. These trainings can also be used to meet annual on-going training requirements. What’s New and Email Blasts – Email blasts are sent from DCDEE to the facility contact email; however, anyone can sign up to receive these email blasts to get the latest information from DCDEE and NC DHHS. To sign up, go to the DCDEE website home page and scroll down to the bottom right-hand corner. You will see a section titled “Sign up for updates!”.
