The Owner/operator assisted me with today’s visit. Your program currently operates with a four-star license, issued 4/25/22 earning 7 points in the education component, 2 points in the program standards component and 1 quality point for serving no more than two children under one year of age. Hold harmless has been extended until the new QRIS is implemented (SB 425). This means that you do not need to schedule a rated license assessment unless you voluntarily request one. The new QRIS has been approved by the Child Care Commission. The Division is working on implementation and trainings for the new system. North Carolina Rated License Assessment Project - NCRLAP’s mission is to promote the quality of child care by consistently and reliably assessing environments for the North Carolina Star Rated License. They collaborate with professionals in the early childhood education field to foster the development and learning of young children. Their website, ncrlap.org, offers resources, trainings, videos, worksheets, and help to get ready for the new FCCRS-3 assessment tool that will be used in the new QRIS system. The last annual compliance visit was conducted 1/10/24. The center's compliance history was reviewed with the operator. The program’s compliance history was 96% as of 12/9/24. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children were participating in group time, free play in activity areas, transitions and personal care routines. During circle time, the children counted, sang, and danced. They then transitioned to free play time. They lined up cars and counted them. The provider interacted with the children with encouraging words and instructions. There continues to be a fenced playground space located next to the home. The children had access to portable climbing equipment, balls, and riding toys. Everyone washed hands when they returned inside. The provider gave them paper and instructed them to draw a picture of their family while she prepared lunch. Lunch was observed and consisted of sliced turkey, green beans, apple slices, whole wheat bread, and milk. After lunch the children rested on linen covered mats or in pack-n-plays. Corporation Status: Per your statements and according to the NC Secretary of State's website, this facility is not currently owned or operated by a corporation. The Owner/operator assisted me with today’s visit. Your program currently operates with a four-star license, issued 4/25/22 earning 7 points in the education component, 2 points in the program standards component and 1 quality point for serving no more than two children under one year of age. Hold harmless has been extended until the new QRIS is implemented (SB 425). This means that you do not need to schedule a rated license assessment unless you voluntarily request one. The new QRIS has been approved by the Child Care Commission. The Division is working on implementation and trainings for the new system. North Carolina Rated License Assessment Project - NCRLAP’s mission is to promote the quality of child care by consistently and reliably assessing environments for the North Carolina Star Rated License. They collaborate with professionals in the early childhood education field to foster the development and learning of young children. Their website, ncrlap.org, offers resources, trainings, videos, worksheets, and help to get ready for the new FCCRS-3 assessment tool that will be used in the new QRIS system. The last annual compliance visit was conducted 1/10/24. The center's compliance history was reviewed with the operator. The program’s compliance history was 96% as of 12/9/24. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and staff/child ratios to be in compliance. Children were participating in group time, free play in activity areas, transitions and personal care routines. During circle time, the children counted, sang, and danced. They then transitioned to free play time. They lined up cars and counted them. The provider interacted with the children with encouraging words and instructions. There continues to be a fenced playground space located next to the home. The children had access to portable climbing equipment, balls, and riding toys. Everyone washed hands when they returned inside. The provider gave them paper and instructed them to draw a picture of their family while she prepared lunch. Lunch was observed and consisted of sliced turkey, green beans, apple slices, whole wheat bread, and milk. After lunch the children rested on linen covered mats or in pack-n-plays. Additional Information: ABCMS Requirements - As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. No action is needed on your part if you have completed the reference training and are currently using the ABCMS Provider Portal to update information regarding new hires or residents. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. Your program was also monitored for compliance with implementing an approved curriculum as required for all four and five star licensed facilities where four-year-old children are enrolled. On June 27, 2023, the Division of Child Development and Early Education (DCDEE) introduced a cohort model and timeline for resuming the star rated license reassessments. This cohort model includes a preparation year and a reassessment year. Your facility will be in Cohort 3 which means your preparation year will be 7/1/25-6/30/26 and your reassessment year will be 7/1/26-6/30/27. There are opportunities within the preparation year that will help prepare your facility for the reassessment year. Additional information and supports are available on the Division website under Providers, Licensing, Star Rated License, and Resuming Star Rated License. The last annual compliance visit was conducted 2/9/23. The center's compliance history was reviewed with the operator. The program’s compliance history was 95% as of 1/8/24. A walk-through of the facility was completed today, all indoor and outdoor areas were monitored. I observed children in indoor learning environment and found supervision and staff/child ratios to be in compliance. Children were participating in free play in activity areas, transitions and personal care routines. The infant was placed on the floor and allowed to crawl to reach age-appropriate materials placed nearby on the floor. Sleep checks were completed as required. The other children built towers with Duplos. The provider’s husband was present and also interacted with the children. The provider sang to the children at different times and encouraged them to count the toys as they played. Later, the children washed their hands and toileted before lunch. Lunch was observed and consisted of turkey lunch meat, applesauce, broccoli, whole wheat bread, and milk. After lunch, the children rested on linen covered cots. The infant was held and talked to until they became sleepy and then they were placed on their back in the pack-n-play. The provider handled the infant’s pacifier after diapering and before washing her hands. Child care providers must change a child's diaper as follows: (1) gathering supplies before placing child on diapering surface; (2) donning disposable gloves (if needed); (3) using disposable towelette or moistened paper towel to clean child, wiping front to back; (4) disposing of gloves if used, soiled towelettes and diaper in a plastic-lined, covered receptacle; (5) wiping the provider’s hands and the child's hands each with a separate disposable towelette or moistened paper towel; (6) sliding a clean diaper under the child, applying diapering products if needed, using facial or toilet tissue, and discarding the tissue in a plastic-lined, covered receptacle; (7) fastening the diaper and placing clothing on child; (8) washing child's hands or, if the child is unable to support their head, cleaning the child's hands with a disposable towelette or moistened paper towel, then drying the child's hands and returning the child to a supervised area; (9) spraying entire diapering surface with detergent solution and wipe clean, using disposable paper towels; (10) spraying entire diapering surface with an approved disinfectant and allowing to remain on the surface for two minutes or as specified by the manufacturer, or air dry; and (11) washing hands even if disposable gloves are used. You have the steps for diapering posted in the space where you change diapers. Per our discussion, you must review these steps to ensure you meeting all the requirements. You stated that you will review the steps and get a larger changing pad. Feeding Equipment -Infants must be held for bottle feeding or when they can hold their own bottle, be placed in an approved appropriate feeding device. The feeding device should be manufactured for feeding and be stable and sturdy. A bottle with formula was located in the pack-n-play where the infant was playing. Infants should never be given bottles while they are in a crib or playpen. Drinking a bottle while they are falling asleep could potentially cause a choking hazard. Professional Development Plan – Part of offering a quality program includes growing in knowledge and skills. As a provider, you are required to create a Professional Development Plan each year to set goals that will help develop your skills. Documentation, available for review, stated that the last plan was created 3/26/21. Per our discussion, as you create your plan, consider the children you currently serve and their specific needs. Does one speak a different language? You could set a goal to use an online language course to help you learn a few key words to help the child feel more comfortable. Is one struggling with motor skills? Using the NC Foundations of Early Learning and other resources, what types of activities can you plan to help the child improve. Update your plan every year to help you grow and meet the needs of your children. You stated that you will have a child who speaks a different language and will work to learn some of his language. You will also put a reminder in your notes to remember to update it annually.
