A computerized generated report of today’s visit was completed, reviewed with you, and signed by me, Karla Terry, Child Care Consultant and also signed by Laurie Morin, Owner/Operator, during the visit. A signed copy of the visit summary was left on-site with you. The program currently operates with a Five (5) Star Rated License effective 9/12/2025. The permit restrictions were in compliance including first shift (daytime care), maximum of five (5) preschool children at any time, fireplace/woodstove not used during operating hours. Early Head Start accredited program. Laurie Morin, Owner/Operator, was available to assist with questions. The program’s annual compliance visit was conducted on 9/12/2025. The following items were monitored today: Supervision Capacity CPR / First Aid ITS-SIDS CBC Qualification General Health Administering of Medication Storage of Hazardous Products Storage of Medication General Safety General License Requirements Program Records License Posted Fire Safety Sanitation Upon arrival, I was greeted by Ms. Morin and reviewed the purpose of the visit. Three (3) children were present. The children were engaged in free play with discovery tubes. One (1) child was with the therapist in the kitchen. The therapist session ended and the group cleaned up. At 10:25a, the group transitioned outdoors for gross motor play with sand, balls, shovels, buckets, chalk, and trikes. While outdoors, Ms. Morin was engaged in play and conversations with the children while actively supervising the children. At 11:19a, a parent arrived to drop off extra clothes for a child. The group was transitioning indoors to use the restroom and prepare for lunch. Currently, Ms. Morin and her husband are the only two (2) that reside at the residence. Criminal Record Checks, health questionnaires, CPR and First Aid, and special trainings were found to be current. Case Worker Assist (CWA) was monitored prior to the visit. There are three (3) cats and one (1) dog in the household, and their vaccinations are current. The owner/operator keeps children from going into un-used areas of the home through the use of gates and closed doors. The outdoor play space was monitored. The group is using the backyard fenced in outdoor play space. The program has a policy that only emergency medications will be administered at the program. There are currently no medications on-site for the children enrolled. Transportation is not provided. Only in the event of an emergency. The fire extinguisher is maintained in the kitchen inaccessible to the children. The smoke detector is in working order. Limited file monitoring was conducted to review trainings ITS-SIDS, First Aid and CPR, and valid qualification letters. The last fire drill was practiced on 4/8/2026. The last emergency drill, shelter in place drill, was practiced on 4/10/2026. The last outdoor inspection was completed on 4/13/2026. The Emergency Medical Care Plan is posted. The family child care home’s compliance history was reviewed with the operator. The program’s compliance history was one hundred percent (100%) as of 4/9/2026. Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violation(s) documented may impact the compliance history score. New and terminated staff notification requirement: As stated in G.S. 110-90.2 & .2703(r) child care operators are to notify the Division of any new child care providers working who were hired or moved into the child care facility within five business days. The process of notifying the Division has changed and is now captured in ABCMS. This change has been in effect since February 2024. Effective immediately, you will need to obtain a Business NCID and complete Provider Portal training in Moodle at https://www.dcdee.moodle.nc.gov/course/view.php?id=119. Once the training has been completed and access has been given, you must verify your facility roster to ensure current staff are noted on the roster. This information should be updated in ABCMS in an ongoing basis as staff members are hired and when their employment is terminated. Early Head Start accredited program. Laurie Morin, Owner/Operator, was available to assist with questions. The program’s annual compliance visit was conducted on 9/12/2025. Three (3) children were present. The children were engaged in free play with discovery tubes. One (1) child was with the therapist in the kitchen. The therapist session ended and the group cleaned up. At 10:25a, the group transitioned outdoors for gross motor play with sand, balls, shovels, buckets, chalk, and trikes. While outdoors, Ms. Morin was engaged in play and conversations with the children while actively supervising the children. At 11:19a, a parent arrived to drop off extra clothes for a child. The group was transitioning indoors to use the restroom and prepare for lunch. Currently, Ms. Morin and her husband are the only two (2) that reside at the residence. Criminal Record Checks, health questionnaires, CPR and First Aid, and special trainings were found to be current. Case Worker Assist (CWA) was monitored prior to the visit. There are three (3) cats and one (1) dog in the household, and their vaccinations are current. The owner/operator keeps children from going into un-used areas of the home through the use of gates and closed doors. The outdoor play space was monitored. The group is using the backyard fenced in outdoor play space. The program has a policy that only emergency medications will be administered at the program. There are currently no medications on-site for the children enrolled. Transportation is not provided. Only in the event of an emergency. The fire extinguisher is maintained in the kitchen inaccessible to the children. The smoke detector is in working order. Limited file monitoring was conducted to review trainings ITS-SIDS, First Aid and CPR, and valid qualification letters. The last fire drill was practiced on 4/8/2026. The last emergency drill, shelter in place drill, was practiced on 4/10/2026. The last outdoor inspection was completed on 4/13/2026. The Emergency Medical Care Plan is posted. The family child care home’s compliance history was reviewed with the operator. The program’s compliance history was one hundred percent (100%) as of 4/9/2026. Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. A computerized generated report of today’s visit was completed, reviewed with you, and signed by me, Karla Terry, Child Care Consultant and also signed by Laurie Morin, Owner/Operator, during the visit. A signed copy of the visit summary was left on-site with you. Laurie Morin, Owner/Operator on-site and available during the visit. The indoor and outdoor areas were monitored today, including supervision, staff/child ratios, permit restrictions, discipline, nutrition and routine caregiving activities. An annual compliance monitoring checklist for child care centers was used to note the requirements monitored and is attached to the computerized generated visit summary for your records. The center’s compliance history was reviewed with the operator. The program’s compliance history was one hundred percent (100%) as of 9/12/2025. The facility currently operates with a Five (5) Star rated license receiving seven (7) points in education, seven (7) points in program standards, and one (1) quality point. The permit restrictions were in compliance including first (1st) Shift (daytime care), maximum of five (5) preschool children at any time, fireplace/woodstove not used during operating hours, no more than two (2) infants under one year of age. The last annual compliance visit was conducted on 12/16/2024. The last fire drill was practiced on 9/3/2025. A fire drill was practiced during the visit at 11:12a. The last lockdown drill was practiced on 9/3/2025. The last playground inspection was documented on 9/3/2025. Lead water testing was completed on 6/11/2024 hazards. The next lead water testing is due on or before 6/11/2027. Lead paint and asbestos testing was completed on 9/16/2024. The next lead paint and asbestos testing is due on or before 9/16/2027. The Emergency Medical Care plan was posted and current. The approved curriculum for four-year-old children is Creative Curriculum. The program does not provide transportation. On August 29, 2025, Ms. Morin voluntarily applied for a rated license reassessment. The completed application for Assessment for Rated License for Family Child Care Home (FCCH), and Pathway 3- Request to Use Accreditation and Head Start Licensure Pathway to Earn a Star Rated License from Ms. Morin via email. A copy of the Accreditation Letter stating Laurie’s Child Care is an Early Head Start Child Care Partner with WNC Source. The Early Head Start- Child Care Partner, Laurie’s Child Care operates under a legally binding agreement with WNCSource that defines roles, responsibilities, and services delivery requirements in accordance with federal Early Head Start regulations. Laurie’s Child Care is allotted five (5) Early Head Start slots that are federally funded through the US Department of Health and Human Services, Office of Head Start. Ms. Morin completed the Family Child Care Environmental Rating Scale third edition Outreach assessment through the North Carolina Rated License Project. After receiving the results from the outreach assessment Ms. Morin has made adjustments to the learning environment to enhance the quality of care provided to the children she serves. Ms. Morin stated per WNCSource Early Head Start requirements, the program must be open for ten (10) hours a day 7:30a-5:30p for the children enrolled should they need full-day services. Laurie's Child Care currently operates 8:30a-2:30p due to children enrolled are not in need of full-day care. Upon arrival today, I was greeted by Ms. Morin. The group of three-year-old were engaged in free play with blocks, books, matching eggs, Mr. Potato head, alphabet lock and key matching, and trucks. After free play, the group transitioned outdoors for gross motor play. While transitioning to the playground the children were talking about the plants they have planted and checking on them. Once at the playground, the group engaged in play with the sandbox, waffle blocks, cozy area, dramatic play pretend dress up, cars, trains, mud kitchen, and rocking horse. When outdoor gross motor was over, the group lined up to transition indoors. At 11:12a, a practice fire drill was conducted. The children walked down the walkway to the gate. Ms. Morin opened the gate and they walked to the neighboring home to sit on the front porch. Ms. Morin conducted a head count to ensure all children were present. Then she discussed that this was a practice drill and if it were a real drill, she reviewed what they would do next. Then Ms. Morin asked the children to line up and walk with her to return to the classroom. Once inside, the children used the restroom and washed their hands before preparing for lunch.
