The granddaughter, who was visiting from Atlanta, was caring for the children. Since the granddaughter was not comfortable with me waiting inside the home, I sat in my car and waited for the operator to return to the Family Child Care Home. At 10:15 am the operator’s resident daughter arrived at the Family Child Care Home. At 10:30 am the operator arrived at the Family Child Care Home. She had been at a doctor’s appointment. I explained that the purpose of today’s visit was to monitor applicable child care requirements during a Routine Unannounced visit. Technical Assistance on the QRIS procedures was included in today’s visit. This Family Child Care Home operates with a three-star license, which was issued on 1/9/20. The last Annual Compliance visit was conducted on 9/15/25. The compliance history for the previous eighteen-month timeframe was 98%. During today’s visit designated indoor and outdoor child care space was monitored. OBSERVATIONS: There were two children, ages 2 and 3, present today. I observed the children playing with puzzles, vehicles, and interacting with the operator. The operator had current activity plans posted. CHILDREN’S RECORDS: Children’s records were not reviewed today. No new children had enrolled in the program. OPERATOR’S FILE: During today’s visit I verified that the operator and additional household member had current Criminal Record Check clearance. The operator had current IT’S SIDS training. Today I verified that the operator completed updated First Aid and CPR training on 10/2/25. TRANSPORTATION: This Family Child Care Home does not offer transportation services. INSPECTIONS: The last documented fire drill was conducted on 3/11/26. The last documented lockdown drill was conducted on 12/12/25. Please remember to conduct a lockdown drill before the end of this month. The last outdoor inspection was conducted on 3/4/26. The operator completed the Clean Water for NC Kids on 5/2/24. The operator completed Clean Classrooms for Carolina Kids on 5/21/25. The following violations were cited today: Violation Number Comment Rule 538 The written schedule did not reflect daily opportunities for both free choice and guided activities. The posted written schedule could not be located on the wall today. .1718(a )(7)(C ) 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. Multiple containers of hazardous products were stored in the cabinet under the sink in the children's bathroom. The area was secured with a child safety lock. .1719 (a)(7) 936 Individuals who provide care for less than 5 hours a week, during planned absences of the operator, did not submit criminal background check forms as required in Rule .2703. A visiting family member, who did not have CRC clearance, was the sole caregiver for the children in care, while the operator went to an scheduled appointment. G.S. 110-90.2(b) & .1729(b) All violations must be corrected immediately. Please send me a signed Corrective Action letter by 3/31/25, stating how the violation has been corrected. TECHINCAL ASSISTANCE WAS PROVIDED DURING THE VISIT ON THE FOLLOWING TOPIC AREAS: CRIMINAL RECORD CHECK CLEARANCE: I explained that all individuals, above the age of 16, who care for children in licensed child care facilities, must have NC Criminal Record Check clearance on file, even if they care for the children for a short period of time. STORAGE OF HAZARDOUS PRODUCTS: Technical Assistance was provided on options for meeting this safety requirement in the cabinet under the sink in the children’s bathroom. RATED LICENSE: During the 9/15/25 visit, the operator stated that she was thinking about retirement. During today’s visit the operator signed the conversion form for Rated License assessment, using Pathway I. During today’s visit, I reviewed the requirements for achieving a three-star license with the operator and the operator’s resident daughter. We reviewed the following requirements. • Purchasing the FCCERS-3 assessment book. • Free webinar on the FCCERS-3 assessment on the NC Rated License Assessment Project web site. The operator stated that when children were present her bedroom door was locked to deny the children assess to hazardous products and medication inside the bedroom. CHILDREN’S RECORDS: The children’s records were reviewed today. OPERATOR’S FILE: During today’s visit I completed the enrollment worksheet and the operator’s verification form. The operator completed the signed statements of understanding. TRANSPORTATION: This Family Child Care Home does not offer transportation services. SMOKE DETECTORS: The operator’s electrically operated smoke detector with battery back-up was tested during the visit. INCIDENT REPORTS: The operator stated that the two children enrolled had not experienced any injuries to record in the incident log. INSPECTIONS: The last documented fire drill was conducted on 9/5/25. The last documented shelter-in-place drill was conducted on 9/3/25. The last outdoor inspection was conducted on 4/10/25. The operator completed the Clean Classrooms for Carolina Kids on 5/21/25. The operator stated that she had completed the requirements for Clean Water for Carolina Kids, but she could not locate the clearance letter during today’s visit. I requested that the operator send me the closure information with the Corrective Action letter for today’s visit.
