The visit summary was reviewed with the provider, Vanessa Robinson and copy was left with her at the conclusion of the visit. Upon arrival I was greeted by the provider’s daughter, Myra Snead. She stated that Ms. Robinson was at the doctor getting medication. The provider arrived a few minutes later. I completed a general walk through of the children's space, kitchen, bathroom, and outdoor play area. There were four (4) preschool children present were observed in center play activities and preparing for lunch. CURRENT LICENSE STATUS Currently this family child care home operates with a two-star license issued March 17, 2020, earning three (3) points in Staff Education, two (2) points in Program Standards and one (1) Quality Point. INSPECTIONS *The last annual compliance visit was conducted on January 23, 2023. *The last documented fire drill and outdoor inspection were both conducted on July 3, 2023. *The last documented shelter-in-place drill was completed on July 2, 2023. INDOOR ENVIRONMENT In the children’s space, there are a variety of materials for the children to explore throughout the day. The bathroom is accessible to those that are potty trained. The children eat their meals in the kitchen. *The outdoor play area is in the backyard of the home and is fenced. *The provider informed me of the following: -She is not administering medication to any of the children. -Transportation is not provided at this time. -There have not been any incident/accident reports written since my last visit. -There are no pets in the home. -There are no children with allergies. During this visit, a partial assessment of Child Care Requirements was conducted. The monitoring included Supervision, Capacity, CPR/FA, ITS-SIDS training, Criminal Background Checks, General Health, Administering of Medication, Storage of Hazardous Substances, Storage of Medication, General Safety, Discipline, Adequate/Approved Space, General Licensing Requirements, Program Records, License Posted, Fire Safety, and Sanitation. Violation Number Comment Rule 937 Individual providing care during unplanned absences of the operator, such as medical emergencies did not submit criminal background check forms as required in Rule .2703. The emergency caregiver did not have a qualification letter on file. GS. 110-90.2(b) & .1729(d) To comply with the NC Laws and Rules any violations cited today must be corrected immediately. A compliance letter must be sent to me by August 27, 2023. The letter must address each violation and explain how it has been corrected. Please send this to Kia.Reid@dhhs.nc.gov and include the following: -Facility name -Facility ID number -Each item number TECHNICAL ASSISTANCE EMERGENCY CAREGIVER The emergency caregiver must be 21 years of age and have a criminal background check qualification letter on file. A substitute is someone who works less than 10 days in a 12-month period. -Verification of age: 21 years-old (Emergency Provider– at least 18-years old) -Copy of HS Diploma or GED (Individuals working < 5 hrs. exempt but must be literate) -Orientation (16 hours) (includes volunteers and uncompensated providers but emergency providers are exempt) Prior to employment or caring for children -Tuberculin (TB) Test or Screening Prior to the first day of work -Health Questionnaire On or before first day of work & annually -First Aid Training Certificate Prior to Employment Renew before expiration date -CPR Certification Prior to employment Renew before expiration date -CBC Qualifying Letter (includes Emergency Providers) Prior to employment & every 3 years -Recognizing and Responding to Suspicions of Child Maltreatment training Within 90 days of employment -Health and Safety Training (Substitutes working < 10 days in a 12-month period exempt) Within 12 months and every 5 years thereafter -Emergency Medical Care Plan (EMC) Review Prior to caring for children then annually & whenever plan is revised -Review of EPR Plan; Substitutes and Volunteers informed of EPR Plan and Location Prior to providing care and annually -ITS-SIDS Training if infants are enrolled. CONSULTATION ON-GOING TRAINING HOURS On your next annual compliance visit training hours will be monitored. You are required to complete 10 hours by December 30th. HEALTH AND SAFETY TRAININGS You completed the health and safety trainings in 2018. As per Child Care Rule .1703(d)(2) Health and Safety trainings must renew at least every 5 years. You have two topics to complete. The Administration of Medication training and Recognizing/Responding to Child Maltreatment. To access the CCDF Medications in Child Care training through Moodle you must enroll in the "Medication in Child Care" course. The Recognizing/Responding to Child Maltreatment must be completed at www.preventchildabuse.nc.org. This will be monitored on the next annual compliance visit. RATED LICENSE INFORMATION DCDEE has decided that Rated License assessments will resume, and each program will complete the process based on Co-Hort assignments (1-3). Based on the information I have received you are in Co-Hort 2. Your planning period will start on 7/1/24 and the assessment period begins 7/1/25. Once the process begins remember that you must complete a “self-study” to maintain two points in Program Standards. The self-study can include ways you have made improvements or enhancements to your program over a three-month period. I will also need an updated copy of your operational policies. REMINDERS The following requirements will come due in the near future; please make arrangements to complete the items before the deadline. *Your health questionnaire must be completed by 1/3/24. *Your EPR Plan and Professional Development Plan must be completed/updated by 12/31/23. *Please check the Division of Child Development and Early Education website: ncchildcare.ncdhhs.gov frequently and click the “what’s new” tab to stay informed of all updates available to you.
