The director, Patricia Stinson, and the assistant director, Kim Granson, was present and assisted me during the visit. Upon arrival, Ms. Stinson and Ms. Granson, greeted me and welcomed me into your program. Three (3) classroom was opened today. I conducted a general walk-through of the indoor and outdoor learning environment. The children were observed having outdoor time, routine care, and exploring their indoor learning environment. RATED LICENSE STATUS The program holds a 5-star-rated license issued on 11/21/18. The program received 5 points in Program Standards, 7 points in Staff Education, and 1 quality point through the programmatic option of having a staff benefits package and an infrastructure of parent involvement. During today’s visit we discussed the new QRIS pathways, and you were given an opportunity to ask questions. Please visit the DCDEE website to review the QRIS Modernization requirements. September 16, 2025, we will be conducting Provider trainings to help you better understand Pathway to the Stars. INSPECTIONS The last fire drill was conducted on 9/2/25. The last emergency drill was conducted on 9/2/25. The last playground inspection was conducted on 9/2/25. The last fire inspection was conducted on 3/19/25. The last sanitation inspection was conducted on 9/11/25. The following items were monitored during today's routine unannounced visit: indoor and outdoor area, supervision, capacity, CPR & 1st Aid certifications, CBC’s completed, storage of hazardous substances, adequate and approved space, provider records, license posted and permit restrictions. The following violation was observed and recorded during today’s visit. Violation Number Comment Rule 1756 Enhanced staff/child ratios and group sizes were not met. In space #1 one teacher had 1 one year old child, 7 four year old children, and 1 five year old child which exceeded their ratio size. 10A NCAC 09 .2818 In order to comply with the NC Laws & Rules, any violations cited today must be corrected immediately. A compliance letter should be sent to me by September 24, 2025. The letter should address each violation, and explain how and when it has been corrected. It will be updated after today's visit, and you will be informed of the new score. TECHNICAL ASSISTANCE The following items were discussed to help you prevent a reoccurrence of the violations observed during today's visit. I would suggest reviewing the “Staff/Child Ratios” with all employees and the importance in maintaining them at all times. CONSULTATION Some providers are experiencing delays in scheduling their fingerprinting appointments. Criminal record checks can be completed up to six months prior to the expiration date. We are encouraging all staff to begin their renewal process early to avoid lapses in their qualification. HEALTH AND SAFETY TRAININGS Health and Safety trainings are now available through Moodle on the DCDEE website. These trainings dare provided free of charge. You should use your NCID username and password to access the Moodle portal. As per Child Care Rule .1103(b) the Health and Safety trainings must be renewed at least every 5 years. If you completed the trainings in 2017, you should begin to retake the training. The children were observed having outdoor time, eating lunch, and preparing for nap time. RATED LICENSE STATUS The program holds a 5-star-rated license issued on 11/21/18. The program is in the “held harmless” status and points from the previous assessment are carried forward. The program received 5 points in Program Standards, 7 points in Staff Education, and 1 quality point through the programmatic option of having a staff benefits package and an infrastructure of parent involvement. INSPECTIONS The last fire drill was conducted on 2/3/25. The last emergency drill was conducted on 1/3/25. The last playground inspection was conducted on 2/3/25. The last fire inspection was conducted on 3/4/24. The last sanitation inspection was conducted on 2/10/25. During today’s visit, a full assessment of Child Care Requirements was conducted. The provider does not transport children; therefore, transportation was not monitored. The following violation was observed and recorded during today’s visit. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. A current fire inspection was not on file and available for review during today's visit. The last fire inspection was conducted on 3/4/24. 10A NCAC 09 .0304(a) In order to comply with the NC Laws & Rules, any violations cited today must be corrected immediately. The visit summary was completed off-site due to connectivity problems. The visit summary was emailed and reviewed with the assistant director, Kim Granson. Upon arrival, I was greeted by Ms. Granson. I completed a general walk through of the facility observing four (4) classrooms and outdoor play areas. The children were observed in morning arrival, circle time, and outdoor activities. CURRENT LICENSE STATUS Currently this center operates with a five-star license issued November 21, 2018, earning seven (7) points in staff education, five (5) points in program standards and one (1) quality point. INSPECTIONS *The last annual compliance visit was conducted on May 11, 2023. *The sanitation inspection was completed on December 21, 2023, with a "Superior" classification. *The fire inspection was completed on March 4, 2024, and the facility is approved for day time care only. *The last fire drill and playground inspections were both conducted on April 2, 2024. *The last lockdown drill was conducted on March 4, 2024. Prior to today's visit I reviewed the NC Secretary of State's website and observed that the owner of this facility, Treasures of Joy Christian Learning Center, Inc. is listed as current/active. During this visit, a full assessment of Child Care Requirements was conducted. A checklist was used to note the requirements monitored today. Ms. Granson informed me that medication is not administered to the children currently enrolled. The following violations were observed. Violation Number Comment Rule 612 Each child's bed, cot, or 2" mat was not individually assigned and identified. In space #2 one crib and two cots were not identified for the children. 15A NCAC 18A .2821(b) & (c) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Two outlets were not covered . 10A NCAC 09 .0604(c) In order to comply with the NC Laws and Rules any violations cited today must be corrected immediately. A compliance letter must be sent to me by May 13, 2024. The letter must address each violation and explain how it has been corrected. ON-GOING TRAINING HOURS The on-going training requirements were monitored from April 2023- 2024 and was in compliance. New staff files and three existing staff files were monitored. The assistant director’s signature attests that staff files not monitored today contain all the required information. RATED LICENSE INFORMATION Rated License assessments have resumed, and your program is in Cohort 1. -Use this time to make sure all your staff have a WORKS account with updated education information. -Review updated resources on the North Carolina Rated License Project (NCRLAP) website (www.ncrlap.org). -Request technical assistance from CCSA in preparation for completion of the ITERS and ECERS assessments. RULE CHANGES EFFECTIVE 1/1/24 We discussed child care rule changes effective 1/1/24 for child care centers.
