This documentation was reviewed with the owner/director, Sylvia McNeill, and a copy of the visit summary documentation was given to her at the conclusion of the visit today. Upon arrival, I was greeted by Devin McNeill. I completed a general walk through of the classrooms and the outdoor play area. The children were observed completing an art project, in center play and eating lunch. Ms. McNeill arrived after my walk through. LICENSE STATUS Currently this center operates with a three-star license issued November 30, 2016, earning 4 points in the Education component, 2 points in Program Standards component and 1 Quality Point. INSPECTIONS *The last annual compliance visit was conducted on April 12, 2023. *The sanitation inspection was completed on November 9, 2023, with a "Superior" classification. *The fire inspection was completed on July 27, 2023, and the facility is approved for day time care only. *The last documented fire drill was conducted on March 11, 2024. *The last documented playground inspection was completed on April 2, 2024. *The last documented lockdown drill completed on March 8, 2024. During this visit, a full assessment of Child Care Requirements was conducted. A checklist was used to note the requirements monitored today. The following violation was observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 318 Children between 12 and 24 months of age were grouped with children 3 years of age or older. A child 22 months of age was grouped with children 3 and 4 years of age. 10A NCAC 09 .0713(a)(6) In order to comply with the NC Laws and Rules any violations cited today must be corrected immediately. A compliance letter must be sent to me by April 17, 2024. The letter must address each violation and explain how it has been corrected. Please send this to Kia.Reid@dhhs.nc.gov and include the following: -Facility name -Facility ID number -Each item number COMPLIANCE HISTORY Prior to today's visit, the Compliance History Score for the program was 97%. According to NC General Statute 110-90 (4) (d) all facilities must maintain a compliance history of at least seventy-five percent (75%) for the past 18 months. TECHNICAL ASSISTANCE A child 22 months of age was grouped with children 3 and 4 years of age. I explained to Ms. McNeill that the child could not be grouped with children over 2 years of age. Ms. McNeill stated that she understood however, the lead teacher in space #2 had an appointment and, she couldn’t get to the center so the two classrooms had to combine. The lead teacher arrived when I was reviewing paperwork. A return visit will be made due to the group size violation that was cited. ANNUAL COMPLIANCE RECORDS Children’s and staff files were reviewed. The on-going training requirements were monitored from March 2023-2024 and was in compliance. Ms. McNeill stated that no medication is administered, no incident reports have been written, and no infants are enrolled. RATED LICENSE INFORMATION Rated License assessments have resumed, and your program is in Cohort 2. The planning (preparation) period will start 7/1/24 and the assessment period begins 7/1/25. -Use this time to make sure all your staff have a WORKS account with updated education information. -Review updated resources on the North Carolina Rated License Project (NCRLAP) website (www.ncrlap.org). RULE CHANGES EFFECTIVE 1/1/24 We discussed child care rule changes effective 1/1/24 for child care center. For specific details and training regarding these changes, please ensure you have the January 2024 Child Care Rulebook and enroll to view information in the DCDEE Moodle. The training modules about these rule changes can be found in the January 2024 Child Care Rule Rollout.
