The owner, Ms. Kelley Kar, and the director, Ms. Elizabeth Allen, assisted me in today's visit. Upon arrival, you greeted me and welcomed us into your program. Five (5) classroom was opened today. I conducted a general walk-through of the indoor and outdoor learning environment. The children were observed having floor time, resting, having morning snack, and exploring their indoor learning environment. Also, some of the children were observed exploring their outdoor learning environment. RATED LICENSE STATUS The program holds a 5-star-rated license issued on 1/9/18. The program is in the "held harmless" status and points from the previous assessment are carried forward. The program received 7 points in Program Standards, 7 points in Staff Education, and 1 quality point through the programmatic option of having a staff benefits package and an infrastructure of parent involvement. INSPECTIONS The last fire drill was conducted on 6/24/24. The last playground inspection was conducted on 6/24/24. The last sanitation inspection was conducted on 3/11/24. The fire inspection was conducted on 10/17/23. The last emergency drill was conducted on 6/24/24. During this visit, a full assessment of Child Care Requirements was conducted. I did not assess transportation requirements because the program does not transport children. The status of the center's owner, The Woodcroft School, Inc, is current and active on the NC Secretary of State website. The following violation was observed and recorded during today’s visit. Violation Number Comment Rule 843 A drug or medicine was administered after its expiration date. A child's diaper cream in space #4 expired on 1/2023. 10A NCAC 09 .0803(1)(d) In order to comply with the NC Laws & Rules, any violations cited today must be corrected immediately. A compliance letter should be sent to me by August 1, 2024. The letter should address each violation, and explain how and when it has been corrected. Please send the letter to shannel.hall@dhhs.nc.gov and include the following: -Facility name -Facility ID number -Each item number COMPLIANCE HISTORY: Prior to today's visit, the program's compliance history was 98%. It will be updated after today's visit, and you will be informed of the new score. TECHNICAL ASSISTANCE The following items were discussed to help you prevent a reoccurrence of the violations observed during today's visit. I would suggest making sure all pertinent information on all diaper creams and or medications is current before allowing parents to leave them at the center. ANNUAL IN-SERVICE TRAINING The in-service hours were monitored for the annual year July 20, 2023- July 18, 2024. CONSULTATION *Five staff members First Aid & CPR is due to expire on August 5, 2024. *Six staff members annual evaluations/staff development plans are due by July 26, 2024. Some providers are experiencing delays in scheduling their fingerprinting appointments. Criminal record checks can be completed up to six months prior to the expiration date. We are encouraging all staff to begin their renewal process early to avoid lapses in their qualification. HEALTH AND SAFETY TRAININGS Health and Safety trainings are now available through Moodle on the DCDEE website. These trainings dare provided free of charge. You should use your NCID username and password to access the Moodle portal. As per Child Care Rule .1103(b) the Health and Safety trainings must be renewed at least every 5 years. Some of your staff completed the trainings in 2017, they should begin to retake the training. The visit summary was reviewed with Kelly Karr, owner and a copy was given to her at the conclusion of the visit. I completed a general walk through of the five (5) classrooms and outdoor play areas. I observed the infants and toddlers eating breakfast, napping, and listening to stories during circle time. The preschool children were observed eating breakfast, enjoying outdoor play and circle time. CURRENT LICENSE STATUS Currently this program operates with a five-star license issued January 9, 2018, earning seven (7) points in Staff Education, seven (7) points in Program Standards and one (1) Quality Point. INSPECTIONS *The last annual compliance visit was conducted on July 25, 2022. *The sanitation inspection was completed on March 20, 2023, with a “Superior” classification. *The last fire inspection was completed on October 10, 2022. *The last fire drill was conducted on June 13, 2023. *The last documented playground inspection was completed on June 15, 2023. *The last documented shelter-in-place drill was completed on June 7, 2023. Prior to today's visit I reviewed the NC Secretary of State's website and observed that the owner of this facility, The Woodcroft School, Inc is listed as current/active. During this visit, a full assessment of Child Care Requirements was conducted. A checklist was used to note the requirements monitored today. The following violation was observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 847 Parent's medication authorization did not include required information. In space #3 the medication authorization for the epi-pen and albuterol expired on 4/20/23. 10A NCAC 09 .0803(4)(6-9) To comply with the NC Laws and Rules any violations cited today must be corrected immediately. A compliance letter must be sent to me by August 3, 2023. The letter must address each violation and explain how it has been corrected. According to NC General Statute 110-90 (4) (d) all facilities must maintain a compliance history of at least seventy-five percent (75%) for the past 18 months. TECHNICAL ASSISTANCE MEDICATION AUTHORIZATION *The medication authorization form for chronic medical conditions is valid for six months and the medical action plan is valid for one year. *Each medication must have a separate authorization form signed by the parent. CONSULTATION ANNUAL COMPLIANCE RECORDS Seven children’s records were reviewed. The staff and training worksheets were received prior to the visit, and I monitored for two existing staff as well as five new staff since the last annual compliance visit. The on-going training requirements were monitored from July 2022- 2023 and was in compliance. The owners signature attests that staff files not monitored today contain all the required information. RATED LICENSE INFORMATION DCDEE has decided that Rated License assessments will resume, and each program will complete the process based on CoHort assignments (1-3). Based on the information I have received you are in CoHort 1. Your planning period started on 7/1/23 and the assessment period begins 7/1/24. -Use this time to make sure all your staff have a WORKS account with updated education information. -Review updated resources on the North Carolina Rated License Project (NCRLAP) website (www.ncrlap.org). -Request technical assistance from CCSA -Participate in trainings related to the Environment Rating Scale SANITATION RULES There are new Child Care Sanitation Rules, effective July 1, 2023. You can access https://ehs.dph.ncdhhs.gov/hhccehb/cehu/ccs/children to get the updated Rules as well as Q and A documents from the past webinars. REMINDERS The following requirements will come due in the near future; please make arrangements to complete the items before the deadline. *You must obtain a fire inspection by 10/13/23. As per Child Care Rule. 304(a) Each operator shall schedule and obtain a fire inspection within 12 months of the center's previous fire inspection. The operator shall notify the local fire inspector when it is time for the center's annual fire inspection. *Please check the Division of Child Development and Early Education website: ncchildcare.ncdhhs.gov frequently and click the “what’s new” tab to stay informed of all updates available to you.
