The visit summary was reviewed with Shavonne Hunter, Lead Teacher and a copy was given to her at the conclusion of the visit. Upon arrival, I checked in at the main office then proceeded to the licensed Pre-K classrooms. The children were observed having group time and eating lunch and napping in their indoor learning environment. The children also observe having free play in their outdoor learning environment. RATED LICENSE STATUS The program holds a 5-star-rated license issued on Mach 27, 2023. The program received 7 points in Program Standards, 7 points in Staff Education, and 1 quality point through the programmatic options of having a staff benefits package and an infrastructure of parent involvement. The playground does not meet Child Care playground safety standards. INSPECTIONS The last fire drill was conducted on 1/29/25. The last emergency drill was conducted on 12/3/24. The last playground inspection was conducted 1/29/25. The last fire inspection was conducted on 3/18/24. The last sanitation inspection was conducted on 11/22/24. During today’s visit, a partial assessment of the Child Care Requirements was monitored. The following items monitored were Supervision, Staff/Child Ratio, CPR/FA, Special training, Criminal Background Checks, Emergency Medical Care Plan, Administering of Medication, Storage of Hazardous Substances, Storage of Medication, General Safety, Discipline, Adequate/Approved Space, Staff Records, Program Records, License Posted, and Permit Restrictions. The following violations were observed and recorded during today’s visit. Violation Number Comment Rule 846 Over-the-counter medicines were not in their original containers or administered as authorized in writing by parent, physician or authorized health professional. There were one over the counter medication in space #1 that was not in the original container. 10A NCAC 09 .0803(4) 1757 A valid qualification letter was not on file and available to review at the facility. The principal of the facility did not have a current qualification letter on file that was available for review during today's visit. The last qualification letter expired on 10/4/24. G.S. 110-90.2(b) & (d) & .2703(e) In order to comply with the NC Laws & Rules, any violations cited today must be corrected immediately. A compliance letter should be sent to me by February 20, 2025. The letter should address each violation, and explain how and when it has been corrected. It will be updated after today's visit, and you will be informed of the new score. TECHNICAL ASSISTANCE The following items were discussed to help you prevent a reoccurrence of the violations observed during today's visit. I would suggest starting the criminal background process three to six months before the expiration date. I would suggest double checking any medication when the nurse gives it to you to ensure all pertinent information is received, including the medication in its original container. CONSULTATION Some providers are experiencing delays in scheduling their fingerprinting appointments. Criminal record checks can be completed up to six months prior to the expiration date. We are encouraging all staff to begin their renewal process early to avoid lapses in their qualification. HEALTH AND SAFETY TRAININGS Health and Safety trainings are now available through Moodle on the DCDEE website. These trainings dare provided free of charge. You should use your NCID username and password to access the Moodle portal. As per Child Care Rule .1103(b) the Health and Safety trainings must be renewed at least every 5 years. If you completed the trainings in 2017, you should begin to retake the training. Mandy Annunziata, Child Care Consultant accompanied me on the visit today. Upon arrival, we checked in at the main office then proceeded to the licensed Pre-K classrooms. The children were observed in center activities, outdoor play, eating lunch, and preparing for nap. CURRENT LICENSE STATUS Currently this program operates with a five-star license issued March 27, 2023, earning 7 points in the Staff Education Component, 7 points in the Program Standards Component and 1 Quality Point. INSPECTIONS *The last Annual Compliance Visit was completed on September 21, 2023. *The sanitation inspection was completed on March 11, 2024, with a “Superior” classification. *The last documented fire drill was conducted on April 25, 2024. *The last documented lockdown drill was conducted on May 7, 2024. *The last documented playground inspection was completed on May 1, 2024. During this visit, a full assessment of Child Care Requirements was conducted. A checklist was used to note the requirements monitored today. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 114 A summary of the NC Child Care Law was not given to a parent of every child enrolled in the center. This was not on file for one child currently enrolled. GS 110-102 1324 Signed and dated statement by parent that discipline policy received and explained at enrollment was not in child's file. This was not on file for two children currently enrolled. .1804(c) 1790 A statement acknowledging the parental decision to opt out of the supplemental food provided by the center was not signed by the parent and/or maintained on file at the center. This was not on file for one child currently enrolled. .0901(d) 1909 The Prevention of Shaken Baby Syndrome Policy was changed and the center did not give in writing a notice of the change to the children's parents 14 days prior to implementing the new policy and/or a statement from the parent acknowledging the receipt and explanation of the change in policy was not in the child's file. ANNUAL COMPLIANCE RECORDS Two staff files and six children’s records were monitored today. TECHNICAL ASSISTANCE The children and staff must have a complete file. I suggested that it include the children's file checklist to ensure all items have been received for a complete file. The checklist can be found on the DCDEE website under the provider’s documents tab. CONSULTATION RULE CHANGES EFFECTIVE 1/1/24 We discussed child care rule changes effective 1/1/24 for child care centers. For specific details and training regarding these changes, please ensure you have the January 2024 Child Care Rulebook and enroll to view information in the DCDEE Moodle. The training modules about these rule changes can be found in the January 2024 Child Care Rule Rollout. REMINDERS The following requirements will come due in the near future; please make arrangements to complete the items before the deadline. *The qualification letter for the Principal, J. Hopkins, will expire on 10/8/24.
