The director, Kim Harris, assisted me with today’s visit. There was a total of thirty-eight (38) children present, aging in range from three (3) to four (4) years old. The children were observed playing in centers, interacting with the teachers, preparing for lunch, and completing routine tasks. LICENSE STATUS Currently, this Child Care Center operates with a five (5) star license issued February 1, 2021, earning seven (7) points in education, six (6) points in program standards and one (1) quality point. INSPECTIONS *The last fire drill was conducted 6/26/24. A fire drill is scheduled for the month of September. *The last emergency drill was conducted 6/27/24. *The last playground inspection was completed 6/26/24. A playground inspection is scheduled for the month of September. *The last sanitation was completed on 5/23/24 with a ‘Superior’ classification. *The last fire inspection was conducted on 12/23/23. MONITORING During today’s visit, a partial assessment was conducted, monitoring all space occupied by the children, including the outdoor play environment. New staff CPR/FA, qualification letters and newly enrolled children files were reviewed. All spaces were monitored for supervision, staff/child ratios, materials, equipment and required postings. The program records were reviewed for current inspections. Transportation is not provided; therefore, these requirements were not monitored. The following violations were observed and documented during today’s visit Violation Number Comment Rule 301 Minimum staff/child ratios and group sizes for the number and ages of children in care were not met. Minimum staff/child ratio was not maintained in classroom space A during today's visit. Classroom space A consisted of 13 (4 year old children) with one teacher. GS 110-91(7);.0713(a-d) 812 Electrical outlets and power strips, not in use, which were located in space used by children did not have safety outlets or were not covered with safety plugs unless located behind furniture or equipment that cannot be moved by a child. Safety outlets were missing in classroom space A, C and the hallway. 10A NCAC 09 .0604(c) 9999 15A NCAC 18A .2805(i)(2) The internal temperature of potential hazardous foods requiring hot storage shall be 140 degrees Fahrenheit (60 degrees Celsius) or above except during necessary periods of preparation and service. Potentially hazardous food to be transported hot shall be held at a temperature of 140 degrees Fahrenheit (60 degrees Celsius) or above. In classroom space A the temperature of the carrots was 120.5 degrees Fahrenheit and the temperature of the carrots in classroom space C was 122.1 degrees Fahrenheit. To comply with the NC Laws and Rules any violations cited today MUST be corrected immediately. A compliance letter must be received on or before September 19, 2024, letter must address each violation, explain how it has been corrected and how the violation will maintain compliance in the future. Please make sure to include: -Facility name -Facility ID number -Each item number The letter can be emailed to Shamequa.Wilkerson-Harris@dhhs.nc.gov or mailed to: Shamequa Wilkerson-Harris 300 Sugar Maple Avenue Wake Forest, NC 27587 COMPLIANCE HISTORY Prior to today’s visit, the program’s compliance history was 100%. According to NC General Statue 110-90(4)(d) requires all child care facilities to maintain a compliance history score of at least 75% for the past eighteen months or during the length of time the facility has operated, whichever is less. Failure to do so may result in the issuance of a provisional license or other administrative action. TECHNICAL ASSISTANCE The following items were discussed during today’s visit to help you maintain quality within your program and to prevent further violations. OUTLET COVERS During today’s visit I observed an outlet without an outlet cover in classroom space A, classroom space C and in the hallway. The director placed covers over the outlets during the visit. I discussed with the director the importance of making sure outlet covers is always used. I would recommend checking throughout the day to make sure all outlets are covered. CATERED FOOD TEMPERATURE During today’s visit the temperature of the catered food was as follows: Chicken and rice 135 degrees Fahrenheit and the carrots ranged from 120.5 to 122.1 degrees Fahrenheit. The teacher stated that upon arrival the food was reading a temperature of 154 degrees Fahrenheit. I would recommend reaching out to your Environmental Health Consultant to discuss ways to keep the catered food at the correct temperature. STAFF/CHILD RATIO Upon entering classroom space A I observed one teacher and a parent volunteer caring for thirteen children. The director called the second teacher to return to the classroom. While monitoring in classroom space C the second teacher left out of the classroom. The director remained in the classroom until the teacher returned to the classroom. I would recommend discussing with all staff about staff/child ratio and contacting an administrator for relief coverage when needed. Please know that I will be returning soon to follow up with ratios. CONSULTATION AND REMINDERS The following items were discussed during today’s visit to improve the quality of your program. HEALTH CONSULTANT Ellie Morrise is the new Child Care Health Consultant. If you should have any health related questions, please reach out to her at morrise@email.unc.edu and/or 919.809.9645. HEALTH AND SAFETY TRAINING Health and Safety training is now available through Moodle on the DCDEE website. This training is provided free of charge. You should use your NCID username and password to access the Moodle portal. The Health and Safety training must be renewed at least every five (5) years. If you completed the training in 2019, you should begin to retake the training now. CRIMINAL BACKGROUND As of July 11, 2022, criminal record checks are now to be renewed every five (5) years instead of three (3) years. Please make arrangements to complete your 5-year re-qualification before the expiration date. AGENCY UPDATES Please remember to check the Division of Child Development and Early Education website (ncchildcare.gov) on a weekly basis to stay up to date on all new policies and rules.
