The purpose of today’s unannounced visit was to monitor applicable child care requirements for your Annual Compliance visit. During today’s visit the owner/director stated that she wanted one of the lead teachers to assume the position of director. The owner/director stated that she would assume the position of assistant director and floater. Today’s visit was conducted with the owner/director and the staff person, who is assuming the position of director. This center operates with a three-star license, which was issued 2/2/19. COMPLIANCE HISTORY: The compliance history for this center for the previous eighteen-month timeframe was 97%. During today’s visit all indoor and outdoor licensed space was monitored. OBSERVATIONS: During today’s visit the children operated as one group in classroom space #1A. I observed the children interacting with the teaching, resting during naptime and enjoying the outdoor environment. Lunch today consisted of fish sticks, macaroni and cheese, corn, peaches, and milk. CHILDREN’S RECORDS: Nine children’s records were reviewed today. STAFF RECORDS: Staff files were reviewed today, and yearly in-service training hour requirements were tallied. CURRICULUM: This center implements the Creative Curriculum. TRANSPORTATION: This program does not offer transportation services. INSPECTIONS: The last documented annual fire inspection was completed on 12/30/25. The last documented sanitation inspection was conducted on 7/17/25. The last documented fire drill was conducted on 12/17/25. The last documented lockdown drill was conducted on 12/12/25. The last documented playground inspection was completed on 1/5/26. The last documented water testing for Clean Water for NC Kids was completed on 9/6/24. The center completed Clean Classrooms for Carolina Kids on 9/19/24. The following violation was cited today: Violation Number Comment Rule 525 Menus for all meals and snacks were not planned at least 1 week ahead and dated. 10A NCAC 09 .0901(b) Since the violation cited today was corrected during the visit, a Corrective Action letter for today’s visit was not requested. TECHNICAL ASSISTANCE was provided today in the following areas: NEW DIRECTOR: During today’s visit I gave the owner/director a pre-service administrator form. The new director was included in the discussion today about the Rated License assessment process. The new director stated that she had been reading the QRIS information on the DCDEE website. STAFF FILES: During today’s visit I reviewed the outdated forms that could be removed from staff files to make the files more manageable. POLICIES: During today’s visit I was given an updated copy of the center’s policies. RATED LICENSE: Since the director had not be able to attend the training on 9/18/25 on the new QRIS, star-rated license process, I emailed the director to inform her that all the information shared during the training was on the DCDEE website, under the “What’s New” tab, QRIS Modernization. https://ncchildcare.ncdhhs.gov/Provider/Licensing/Star-Rated-License/QRIS-Modernization The QRIS pathway requirements were reviewed today with the owner/director and the new director. I reviewed the timeline for completing the star-rated license reassessment by the end of 2026. I left a conversion form at the center. The owner/director stated they would let me know their pathway decision next week. I stated that if the center selected Pathway #3, they needed to start the accreditation process immediately. I stated that free webinars were offered on the ECERS-3 and ITERS-3 through the NC Rated License Assessment Project. www.ncrlap.org. I stated that the webinars could be used to meet yearly in-service training hour requirements. The owner/director was not present during today’s visit. The purpose of today’s visit was to monitor applicable child care requirements during a Routine Unannounced visit This center operates with a three-star license, which was issued on 2/22/19. The last Annual Compliance visit was conducted on 1/24/25. COMPLIANCE HISTORY: The compliance history for this center for the previous eighteen-month timeframe was 98%. During today’s visit all indoor and outdoor licensed space was monitored. OBSERVATIONS: During today’s visit all the children were resting during naptime. The refrigerator thermometer was checked today. The assistant director stated that none of the children were on medication or had a food allergy. There were two school age children present today. The assistant director stated that they would return to school next week, and the center did not have any school age children currently enrolled to attend for afterschool care during the 2025/2026 school year. CHILDREN’S RECORDS: Children’s records were not reviewed today. STAFF RECORDS: Staff records were not reviewed today. No new staff had been hired since the 1/24/25 Annual Compliance visit. I verified that staff had current Criminal Record Check clearance, CPR training, and First Aid training. I reminded the assistant director that one teacher needed to complete Criminal Record Check requalification by 9/2/25. The assistant director stated that the staff was working to complete the required Health and Safety trainings in 2025. TRANSPORTATION: This program does not offer transportation services. A checklist was used to note the requirements I monitored today. Crystal Bobbitt assisted me with today’s visit. I conducted a general walk-through of two (2) classrooms. The infant classroom was closed, no infant currently enrolled. There were three (3) staff, and thirteen (13) children present during today’s visit. The children were observed during routine care, free play, and outdoor activities. CURRENT LICENSE STATUS The program operates with a 3 star-rated license, issued on 2/22/2019. They received 4 points in program standards, 2 points in staff education and 1 quality point through the programmatic option of using “Creative Curriculum”. ANNUAL INSPECTIONS: *The last annual compliance visit was conducted on 2/22/24. *The sanitation inspection was conducted on 7/19/23. *The fire inspection was conducted on 12/5/23. *The last fire drill was conducted on 12/15/23. *The last outdoor inspection was conducted on 1/2/24. *The last shelter-in-place or lock down drill was conducted on 12/20/23. Prior to today's visit, the status of the owners, Love and Joy Child Academy, Inc., is listed as current and active on the NC Secretary of State website. During today’s visit, a full assessment of Child Care Requirements was conducted. A checklist was used to note the requirements monitored. The program does not transport children; therefore, these requirements were not assessed today. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 609 Staff did not wash their hands thoroughly before beginning work, before/after handling food, before bottle feeding or serving to other children, after toileting or handling body fluids, after diaper changing and after handling soiled items. One staff served lunch without washing his hand. 15A NCAC 18A .2803(a) 1310 The completed, signed application was not on file on the first day each child attends. The application for one child's file was incomplete. .0801(a) 1314 Emergency information did not name childs health care professional. One child's file did not have any emergency contact listed. No hospital preference was listed for two children files. .0802(c)(2) 1321 Medical exam or health assessment record was not on file before or within 30 days after admission. Two children did not have medical exam on file. GS110-91(1) 1851 The operator did not notify the parent of each child enrolled in writing of the smoking and tobacco restriction. Two children file did not have a tobacco notification on file. .0604(j) 1908 A child's file did not have a statement with parent signature acknowledging receipt and explanation of the Prevention of Shaken Baby Syndrome and Abusive Head Trauma policy and/or the acknowledgement did not have all the required information. ANNUAL COMPLIANCE RECORDS Eight children’s records were viewed. The staff and training worksheet were received prior to the visit. The on-going training requirements were monitored from February 2022- February 2023. The director’s signature attests that staff files not monitored today contain all the required information. TECHNICAL ASSISTANCE •Hand Washing should occur upon arrival into the classroom, before and after eating, after touching trash cans or lids, after cleaning up spills, after sand and water play, after sneezing, coughing, or wiping noses, after cleaning up bodily fluids, toileting, after being outdoors, after painting or gluing, handling a mop or broom, etc. •Each child shall have a signed application shall be on file in the center on the first day the child attends and it shall include the following information: Child’s full name, date of birth, emergency medical information, any allergies, and health needs. •Each parent of every child enrolled in the facility shall be notified in writing of the smoking and tobacco restriction. A sign copy of the notification will be placed in the child file. •All children zero to five years of age shall have a signed policy to prevent shaken baby syndrome and abusive head trauma on file.
