You, Dana Hopkins, Owner/Operator, assisted me with the visit. Your program currently operates with a three-star license, issued December 28, 2022, earning 5 points in the education component, 2 points in the program standards component (meeting all enhanced standards) and 1 quality point by serving no more than two infants under one year of age. The program is approved for 1st and 2nd shift. The last annual compliance visit was conducted on May 21, 2025. The program’s compliance history was ninety-six percent as of 12/8/25. The NC Secretary of State website was reviewed on 12/8/25, and Irene’s Hands Family Childcare LLC was listed as current- active. The license was posted, and the restrictions were in compliance. A walk-through of the fcch was completed today; all indoor and outdoor areas were monitored. I observed children in both the indoor and outdoor learning environments and found supervision and capacity to be in compliance. The four preschool children present were observed down for nap. There are currently no infants enrolled. INSPECTIONS *The last fire drill and outdoor inspection were both completed on December 3, 2025. *The last shelter-in-place drill was conducted on October 8, 2025. Two violations were observed. The violations are as follows: Violation Number Comment Rule 716 Electrical outlets not in use were not covered. Two outlets in the bathroom were not covered. 10A NCAC .1719(a)(27) 1889 Products that are labeled "keep out of reach of children" without any other warnings, were not stored on a shelf or in an unlocked cabinet that is five feet above the finished floor. There were several products stored underneath the bathroom cabinet and drawer in the children's bathroom. .1719(a)(7) Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. Any violations documented may impact the compliance history score. The violations documented must be corrected immediately. On or before December 25, 2025. I must receive a written, dated, and signed compliance letter that describes accurately and in detail how the violations were corrected. Please be aware any information submitted by you is legal documentation. If it is determined the information provided in the letter is not true, this may be considered falsification of information. If sufficient information is not received by the due date, a follow-up visit will be conducted. OPERATOR RECORDS Your file was monitored for criminal background qualifying letters, current CPR/First Aid, and other specialized training. On your next annual compliance visit, on-going training hours will be monitored. TECHNICAL ASSISTANCE The products underneath the bathroom cabinet must be moved up out of reach of the children. Products that have additional warnings must be in locked storage. I suggested her daughter keep the products in a basket in her room and bring them to the bathroom as needed. QRIS REQUIREMENTS During today’s visit we discussed the new QRIS pathways and you were given an opportunity to ask questions. You should visit the DCDEE website to review the new Pathways to the Stars. We are going away from a point-based system allowing you to have three different pathways to achieve stars. Ms. Hopkins sent an updated transcript to the WORKS portal during the visit. As of February 1, 2025, the FCCERS-3 will be used for the assessments. Access www.ncrlap.org to participate in webinar sessions that will focus on the changes. I stated that the webinars could be used to meet yearly in-service training hour requirements. I explained to Ms. Hopkins that I would contact her in January 2026 to schedule a Technical Assistance visit to discuss the pathway that will be chosen. CHILD CARE RULES Child Care Rules have been updated as of 7/1/25. Please visit the DCDEE website to review and download a copy. *Please check the Division of Child Development and Early Education website: ncchildcare.ncdhhs.gov frequently and click the “what’s new” tab to stay informed of all updates available to you. If the operator fails to correct any documented violations within the established time period, the Division of Child Development and Early Education may deny, suspend, terminate, or revoke any permit to operate (10A NCAC 09 .2000).
