The visit summary was reviewed with the provider, Deloris Bynum, and a copy was given to her at the conclusion of the visit. Upon arrival, I was greeted by Ms. Bynum. I completed a general walk through of the indoor and outdoor environment. There were two (2) preschool children and one (1) school-age child present during the visit. The children were observed in free play activities. CURRENT LICENSE STATUS Currently this family child care home operates with a three-star license re-issued on February 1, 2020, earning four (4) points in Staff Education, two (2) points in Program Standards, and one (1) quality point. There are currently no infants enrolled. INSPECTIONS *The last annual compliance visit was conducted on July 29, 2024. *The last outdoor inspection was completed on July 7, 2025. *The last fire drill and shelter-in-place drill were both conducted on July 7, 2025. During this visit, a full assessment of Child Care Requirements was conducted. A checklist was used to note the requirements monitored today. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 706 Corrosive agents, pesticides, bleaches, detergents, cleansers, polishes, and products under pressure in an aerosol dispenser and any substance that may be hazardous to a child if ingested, inhaled, or handled were not kept in locked storage when children were in care. There was a can of disinfectant on the shelf in the children's play area not in locked storage. In the kitchen there was Clorox wipes and household cleansers on top of the refrigerator, the children have access to the kitchen. Outside on the porch there were two cans of paint. .1719 (a)(7) 911 Copy of each child's immunization record, including the operator's own preschool child(ren), was not on file. Two children currently enrolled did not have immunizations on file. GS 110-91(1); .1721(a)(2) 929 Developmentally appropriate activities for the ages of children in care, were not provided as planned on the written schedule and activity plan. The schedule and activity plan were not available for review. G.S.110-91(12) & .1718(a)(6) 1101 Operator or other transportation provider did not have written permission from each child's parents or guardian to transport the child. The permission for transporting the school-age child expired on 9/16/22. .1723(5) 2027 The professional development plan was not maintained in the personnel file. The professional development plan was not completed. .1703(i)(5) To comply with the NC Laws and Rules any violations cited today must be corrected immediately. A compliance letter must be sent to me by July 23, 2025. The letter must address each violation and explain how it has been corrected. According to NC General Statute 110-90 (4) (d) all facilities must maintain a compliance history of at least seventy-five percent (75%) for the past 18 months. ANNUAL COMPLIANCE RECORDS I monitored the provider's file, three children’s files, and required program records. The on-going training requirements were monitored from July 2024-July 2025 and was found to be in compliance. TECHNICAL ASSISTANCE -Permission to transport is valid for 12 months. -Products labeled keep out of reach of children with additional warnings must be kept in locked storage. Locked storage includes lock and key devices, magnetic locks, pad locks, and combination lock devices. Potentially hazardous items shall be stored in locked areas or with other appropriate safeguards or be removed from the premises. The family child care provider, Ms. Bynum, assisted me with today’s visit. Upon arrival, you greeted me and welcomed me into your home. No children were present during today’s visit. The child that is currently enrolled is a school-ager. I conducted a general walk-through of the childcare learning environment. RATED LICENSE STATUS The program holds a 3-star-rated license issued on 2/1/20. The program received 2 points in Program Standards, 4 points in Staff Education, and 1 Quality point through the programmatic option of completing a business course of at least 30 clock hours. INSPECTIONS The last fire drill was conducted on 5/16/23. The last emergency drill was conducted on 4/4/23. The last playground inspection was conducted on 4/13/23. The program does not currently enroll infants, nor do they have allergies or administer medications, so these requirements were not assessed. The following violations were observed and recorded during today's visit. TECHNICAL ASSISTANCE The following items were discussed to help you prevent a reoccurrence of the violations observed during today's visit. I would suggest putting all inspection on the calendar earlier in the month then setting a reminder on your phone and/or computer to ensure that you complete them before the end of the month. I would suggest putting all required training on the calendar two/three months before the expiration date to ensure you get in the training before then. CONSULTATION Some providers are experiencing delays in scheduling their fingerprinting appointments. Criminal record checks can be completed up to six months prior to the expiration date. We are encouraging all staff to begin their renewal process early to avoid lapses in their qualification. ANNUAL IN-SERVICE TRAINING The in-service hours were monitored for the annual year September 13, 2023-September 8, 2023. RATED LICENSE REASSESSMENT This facility is in Cohort 2. The prep year July 1, 2024 – June 30, 2025. The reassessment year will be July 1, 2025 – June 30, 2026. HEALTH AND SAFETY TRAINING Health and Safety trainings are now available through Moodle on the DCDEE website. These trainings are provided free of charge. You should use your NCID username and password to access the Moodle portal. As per Child Care Rule .1103(b) the Health and Safety trainings must be renewed at least every 5 years. If you completed the trainings in 2017, you should begin to retake the training now. AGENCY UPDATES Please remember to check the Division of Child Development and Early Education website: nchildcare.ncdhhs.gov frequently to stay updated on rule requirements. The North Carolina General Statute 110-90.2(b) requires that all child care providers must have a criminal background check prior to employment and every three years thereafter.
