I also monitor for compliance with NC Pre-K requirement in space #12 and space #13 where children participating in the Pre-K program are cared for. The director, Amy Boyette, was present and assisted me during today’s visit. Upon arrival, you greeted me and welcomed me into your program. I completed a general walk through of the thirteen (13) classrooms and their outdoor learning environment. The children were observed having free playing in their indoor and outdoor learning environment. The children were creating their own masterpieces at the table while talking with their friends and teacher. RATED LICENSE STATUS The program holds a 5-star-rated license issued on December 6, 2017. The program received 6 points in Program Standards, 7 points in Staff Education, and 1 quality point through the programmatic options of having a staff benefits package and an infrastructure of parent involvement. INSPECTIONS The last fire drill was conducted on 11/3/25. The last emergency drill was conducted on 4/30/25. The last playground inspection was conducted 11/3/25. The last fire inspection was conducted on 12/30/24. The last sanitation inspection was conducted on 2/10/25. During today’s visit, a partial assessment of the Child Care Requirements was monitored. The following items monitored were Supervision, Staff/Child Ratio, CPR/FA, Special training, Criminal Background Checks, Emergency Medical Care Plan, Administering of Medication, Storage of Hazardous Substances, Storage of Medication, General Safety, Discipline, Adequate/Approved Space, Staff Records, Program Records, License Posted, and Permit Restrictions. The following violations were observed and recorded during today’s visit. Violation Number Comment Rule 542 The written feeding plan was not modified as the child's needs changed. In space #2 four children feeding schedules were not up to date to meet their daily needs. 10 NCAC 09 .0902(a) 843 A drug or medicine was administered after its expiration date. In space #7 a child epi-pen had expired on 11/30/25. 10A NCAC 09 .0803(1)(d) 1811 Shelter-in-place or lockdown drills were not practiced every three months and/or drill record was incomplete. I would suggest double checking your medication monthly to ensure that emergency meds are updated before they are expired. I would suggest putting a reminder on the calendar to conduct your emergency drills every three months. I would suggest reminder staff check the children’s feeding schedules monthly or when a change occurs to ensure that they are up to date with the needs of the children. CONSULTATION Some providers are experiencing delays in scheduling their fingerprinting appointments. Criminal record checks can be completed up to six months prior to the expiration date. We are encouraging all staff to begin their renewal process early to avoid lapses in their qualification. HEALTH AND SAFETY TRAININGS Health and Safety trainings are now available through Moodle on the DCDEE website. These trainings dare provided free of charge. You should use your NCID username and password to access the Moodle portal. As per Child Care Rule .1103(b) the Health and Safety trainings must be renewed at least every 5 years. If you completed the trainings in 2017, you should begin to retake the training. You received a copy of QRIS conversation with your pathway choice and rated license goal. LICENSING FEES Your facility’s annual licensing fee Invoices have been emailed to the facility addresses on file. Online payments will be due by December 3, 2025, and can be paid by going to www.ncchildcare.nc.gov. The last fire inspection was conducted on 8/23/23. The last sanitation inspection was conducted on 9/3/24. During today’s visit, a partial assessment of the Child Care Requirements was monitored. The following items monitored were Supervision, Staff/Child Ratio, CPR/FA, Special training, Criminal Background Checks, Emergency Medical Care Plan, Administering of Medication, Storage of Hazardous Substances, Storage of Medication, General Safety, Discipline, Adequate/Approved Space, Staff Records, Program Records, License Posted, and Permit Restrictions. The following violations were observed and recorded during today’s visit. Violation Number Comment Rule 106 Operator has not scheduled and obtained a fire inspection within 12 months of the previous inspection. Operator did not submit the original approved report to DCDEE within one week of the inspection visit on a form provided by the Division. A current fire inspection was not on file for review during today's visit. The last fire inspection was conducted on August 23, 2023. 10A NCAC 09 .0304(a) 1898 Staff did not complete the health and safety training within one year of employment. Health and safety training was not available for review for three staff members during today's visit. .1102(a) In order to comply with the NC Laws & Rules, any violations cited today must be corrected immediately. A compliance letter should be sent to me by January 3, 2025. The letter should address each violation, and explain how and when it has been corrected. TECHNICAL ASSISTANCE The following items were discussed to help you prevent a reoccurrence of the violations observed during today's visit. I would suggest call the fire marshal 2 to 3 month before your inspection is due to schedule a visit before you are out of compliance. I would suggest putting due dates on the calendar for all required staff training to ensure that they are completed two to three weeks in advance. CONSULTATION Some providers are experiencing delays in scheduling their fingerprinting appointments. Criminal record checks can be completed up to six months prior to the expiration date. We are encouraging all staff to begin their renewal process early to avoid lapses in their qualification. HEALTH AND SAFETY TRAININGS Health and Safety trainings are now available through Moodle on the DCDEE website. These trainings dare provided free of charge. You should use your NCID username and password to access the Moodle portal. As per Child Care Rule .1103(b) the Health and Safety trainings must be renewed at least every 5 years. If you completed the trainings in 2017, you should begin to retake the training. LICENSING FEES The Division of Child Development and Early Education is required by law [North Carolina General Statute 110-90(1a)] to establish an annual licensing fee for childcare facilities. I reviewed the visit summary with Amy Boyette, Director and a copy was left with her at the conclusion of the visit. We completed a general walk through of twelve (12) classrooms and outdoor play areas. The infants were observed enjoying tummy time and some were preparing for a morning nap. The preschool children were observed engaged in center activities, outdoor play and eating lunch. CURRENT LICENSE STATUS Currently this center operates with a five-star license issued December 6, 2017, earning six (6) points in Staff Education, six (6) points in Program Standards and one (1) Quality Point. INSPECTIONS *The last annual compliance visit was conducted on August 11, 2022. *The sanitation inspection was completed, February 8, 2023, with a "Superior" classification. *The fire inspection was completed on August 15, 2022, and the facility is approved for day time care only. *The last fire drill and playground inspections were both conducted on July 12, 2023. *The last lockdown drill was conducted on June 1, 2023. Prior to today's visit I reviewed the NC Secretary of State's website and observed that the owner of this facility, Children’s Campus at Southpoint, LLC is listed as current/active. During this visit, a full assessment of Child Care Requirements was conducted. A checklist was used to note the requirements monitored today. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 847 Parent's medication authorization did not include required information. The medication authorization for the Auvi-Q in space #9 expired on 7-7-23. 10A NCAC 09 .0803(4)(6-9) 1311 Emergency medical care information was not on file in the center on the child's first day of attendance and/or was not updated as changes occurred or at least annually for each child. The emergency medical care information for one child currently enrolled was last updated in 2019. .0802(c) 1866 Other surfacing materials not identified in rule were used that did not meet the ASTM standards, were not installed, maintained, and/or replaced according to manufacturer's instructions. The pour-n-place surfacing on the two year old playground and preschool playground is starting to separate where you can lift the surfacing in certain areas. There is also exposed concrete/rocks and grass growing through the surfacing. .0605(j)(2) 1898 Staff did not complete the health and safety training within one year of employment. The staff and training worksheets were received prior to the visit, and I monitored three existing staff as well as new staff since the last annual compliance visit. The on-going training requirements were monitored from August 2022- 2023 and was in compliance. The directors signature attests that staff files not monitored today contain all the required information. RATED LICENSE INFORMATION DCDEE has decided that Rated License assessments will resume, and each program will complete the process based on Cohort assignments (1-3). Your program is in Cohort 1.
