The provider, Ameenah El-Amin, was present and assisted me as needed. The visit summary was reviewed with Ms. El-Amin and a copy was emailed due to printer problems. I completed a walk-through of the children's space, kitchen, bathroom, and outdoor play area. There were three (3) preschool children present during the visit observed in activities with the provider and preparing for lunch. Ms. El-Amin’s niece was present upstairs today. CURRENT LICENSE STATUS Currently this family child care home (fcch) operates with a four-star license issued November 26, 2019, earning seven (7) points in the Education Standards component, two (2) points in Program Standards and one (1) Quality Point. INSPECTIONS *The last annual compliance visit was completed on May 1, 2024. *The last documented fire drill was conducted on February 3, 2025. *The last documented shelter-in-place drill was completed on February 4, 2025. *The last documented outdoor inspection was completed on April 1, 2025. DESIGNATED CHILDREN’S SPACE In the children’s space, there are a variety of manipulatives, pretend play toys, books, and art materials for the children to explore throughout the day. The bathroom is located just past the entrance and is accessible to those that are potty trained. The children eat their meals in the kitchen. The children are prevented access to the upstairs level of the home by a gate. *The outdoor play area is in the backyard of the home and is fenced. During this visit, a full assessment of Child Care Requirements was conducted. A checklist was used to note the requirements monitored today. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 102 Number of preschool children exceeded five children, including the provider's own preschool children. Based on the attendance records reviewed, the number of children present exceeded 5 preschool children on January 6th, 20th, February 7th, March 3rd, 24th and April 6th. GS 110-91(7)(b) 910 Copy of each child's health assessment, including the operator's own preschool child(ren), was not on file within 30 days of enrollment. The health assessment was not on file for one child currently enrolled. The last documented fire drill was conducted on 2/3/25. .1719(a)(15) & .1721( e)(2) 1986 Breast milk, formula, and other bottled beverages sent from home were not fully prepared, dated, and labeled with individual child's names. Four bottles were not labeled with the child's name and date. .1706(l) 2027 The professional development plan was not maintained in the personnel file. The professional development plan was completed on 5/2/23. .1703(i)(5) To comply with the NC Laws and Rules any violations cited today must be corrected immediately. A compliance letter must be sent to me by April 29, 2025. The letter must address each violation and explain how it has been corrected. According to NC General Statute 110-90 (4)(d) all facilities must maintain a compliance history of at least seventy-five percent (75%) for the past 18 months. TECHNICAL ASSISTANCE *The provider has nine preschool, and two school-age children enrolled on 1st and 2nd shift, full and part time. She asked if the fcch capacity had changed. I explained that she must contact local zoning for approval, check with your HOA or landlord to determine if an increase is allowed, and have building and fire inspections completed. The provider stated she wasn’t interested at this time. Until approval is granted there should never be more than five preschool age children at any one time. She stated that parents would be informed of the change in days/hours for some children. *Infant bottles must be labeled with the name and date of the child. I suggested writing the name and date on a piece of masking tape then apply to the bottle or use a personalized rubber bottle label. ANNUAL COMPLIANCE RECORDS I monitored the provider's file, five children’s files, and required program records. The on-going training requirements were monitored from May 2024-April 2025 and was found to be in compliance. ON-GOING TRAINING HOURS The on-going training requirements were monitored from May 2023-2024 and was found to be in compliance. RATED LICENSE INFORMATION Rated License assessments have resumed, and you are in Co-Hort 2. Your planning (preparation) period will start on 7/1/24 and the assessment period begins 7/1/25. If you decide to complete the Family Child Care Environment Rating Scales (FCCERS-R) in the preparation year, use this time to review updated resources on the North Carolina Rated License Project (NCRLAP) website (www.ncrlap.org) to prepare for the FCCERS-R assessment. -If you are satisfied with your scores, you can move forward with the rated license reassessment. -If you are not satisfied with the scores received, you can complete the assessment again and use the scores as guidance. If you choose not to complete the FCCERS assessment, remember the self-study must be completed to maintain 2 points in Program Standards. The self-study can include ways you have made improvements or enhancements to your program over a three-month period. I will also need an updated copy of your operational policies. A compliance letter must be sent to me by May 15, 2024. The letter must address each violation and explain how it has been corrected. According to NC General Statute 110-90 (4)(d) all facilities must maintain a compliance history of at least seventy-five percent (75%) for the past 18 months. TECHNICAL ASSISTANCE *Plastic bags, materials made of foam, and materials small enough to be swallowed must be kept out of the reach of children under three years of age. The child care space should be checked daily to ensure all materials are age appropriate for the children in care. *Someone other than the child's parent must be listed on the application for pick-up in case of an emergency. ON-GOING TRAINING HOURS The on-going training requirements were monitored from May 2023-2024 and was found to be in compliance. RATED LICENSE INFORMATION Rated License assessments have resumed, and you are in Co-Hort 2. Your planning (preparation) period will start on 7/1/24 and the assessment period begins 7/1/25. If you decide to complete the Family Child Care Environment Rating Scales (FCCERS-R) in the preparation year, use this time to review updated resources on the North Carolina Rated License Project (NCRLAP) website (www.ncrlap.org) to prepare for the FCCERS-R assessment. -If you are satisfied with your scores, you can move forward with the rated license reassessment. -If you are not satisfied with the scores received, you can complete the assessment again and use the scores as guidance. If you choose not to complete the FCCERS assessment, remember the self-study must be completed to maintain 2 points in Program Standards. The self-study can include ways you have made improvements or enhancements to your program over a three-month period. I will also need an updated copy of your operational policies. RULE CHANGES EFFECTIVE 1/1/24 We discussed child care rule changes effective 1/1/24 for family child care homes. For specific details and training regarding these changes, please ensure you have the January 2024 Child Care Rulebook and enroll to view information in the DCDEE Moodle. The training modules about these rule changes can be found in the January 2024 Child Care Rule Rollout.
