The director, Yolandra Powell, was present and assisted me during today’s visit. Upon arrival, you greeted me and welcomed me into your program. Five (5) classroom was opened today. I conducted a general walk-through of the indoor and outdoor learning environment. The children were observed having floor time, reading books, eating lunch and exploring their indoor learning environment. RATED LICENSE STATUS The program holds a 4-star-rated license issued on 9/2/22. The program received 4 points in Program Standards, 7 points in Staff Education, and 1 quality point through the programmatic option of having a staff benefits package and an infrastructure of parent involvement. INSPECTIONS The last fire drill was conducted on 11/21/25. The last playground inspection was conducted on 11/21/25. The last emergency drill was conducted on 10/28/25. The last sanitation inspection was conducted on 9/17/25. The fire inspection was conducted on 11/12/25. During this visit, a full assessment of Child Care Requirements was conducted. I did not assess transportation requirements because the program does not transport children. The following violation was observed and recorded during today’s visit. Violation Number Comment Rule 843 A drug or medicine was administered after its expiration date. In space #2 a child had diaper ointment that had expired 1/2024. 10A NCAC 09 .0803(1)(d) In order to comply with the NC Laws & Rules, any violations cited today must be corrected immediately. A compliance letter should be sent to me by December 10, 2025. The letter should address each violation, and explain how and when it has been corrected. TECHNICAL ASSISTANCE The following items were discussed to help you prevent a reoccurrence of the violations observed during today's visit. I would suggest having the parents drop off all medication to the office so that you can double-check them before sending them into the classroom. This process is one way to ensure all the vital information is included. I would also suggest putting the medication on the monthly checklist to ensure that all expiration dates are spotted and correct a head of time. ANNUAL IN-SERVICE TRAINING The in-service hours were monitored for the annual year November 27, 2024 – November 26, 2025. CONSULTATION Some providers are experiencing delays in scheduling their fingerprinting appointments. Criminal record checks can be completed up to six months prior to the expiration date. We are encouraging all staff to begin their renewal process early to avoid lapses in their qualification. HEALTH AND SAFETY TRAININGS Health and Safety trainings are now available through Moodle on the DCDEE website. These trainings dare provided free of charge. You should use your NCID username and password to access the Moodle portal. As per Child Care Rule .1103(b) the Health and Safety trainings must be renewed at least every 5 years. Some of your staff completed the trainings in 2017, they should begin to retake the training. You received a copy of QRIS conversation with your pathway choice and rated license goal. Child Care Licensing Supervisor, Holli Hemby, accompanied me on today’s visit. Upon arrival, you greeted me and welcomed me into your program. Five (5) classrooms were opened today. The children were observed having floor time, reading books, eating lunch and exploring their outdoor learning environment. The following items monitored were Supervision, Staff/Child Ratio, CPR/FA, Special training, Criminal Background Checks, Emergency Medical Care Plan, Administering of Medication, Storage of Hazardous Substances, Storage of Medication, General Safety, Discipline, Adequate/Approved Space, Staff Records, Program Records, License Posted, and Permit Restrictions. The last sanitation inspection was conducted on 3/3/25. The fire inspection was conducted on 11/13/24. During today’s visit, a partial assessment of the Child Care Requirements was monitored. The following items monitored were Supervision, Staff/Child Ratio, CPR/FA, Special training, Criminal Background Checks, Emergency Medical Care Plan, Administering of Medication, Storage of Hazardous Substances, Storage of Medication, General Safety, Discipline, Adequate/Approved Space, Staff Records, Program Records, License Posted, and Permit Restrictions. Both Administrators, Yolandra Powell and DeShondra Jarrett were both present and assisted me during the visit. The visit summary was reviewed with both adminsitrators and a copy was given to them at the conclusion of the visit. Upon arrival, I was greeted by Mrs. Powell. We completed a general walk through of the facility. There were five (5) classrooms open with a total of fifty-nine (59) children and eleven (11) staff present. The infants were being changed, having tummy time, and engaged in activities with their teachers. The toddlers and preschool children were observed in center activities and outdoor play. Limited monitoring of child care requirements was conducted during the visit. Supervision of children, staff/child ratios, use of adequate/approved space, permit restrictions, safe environment, and nutrition were monitored. The license and emergency care plan were posted. During today’s visit, I discussed the allegations with both administrators and one staff member. They were each given an opportunity to provide information surrounding the allegations. ALLEGATION #1 There are concerns regarding safe environment. The safe sleep policy is not being followed. FINDINGS I observed in the infant classroom for 30 minutes. One staff was changing diapers, removing mouthed toys from the floor, cleaning up after a child that was sick, and interacting with the children during all tasks. The other staff was engaged with the children on the floor having tummy time, feeding a child then placing the child in a crib for nap. There were no objects (blankets, pillows) in any of the cribs and the staff removed the child’s pacifier attachment before laying the child in the crib. Both staff showed positive interactions with the children while completing tasks. I asked Ms. Powell and the infant teacher how they handled children that fall asleep on the floor, bouncy seat or boppy. Both stated that if the staff in the classroom are busy feeding or changing diapers once the task is completed the child will immediately be placed in the crib. RESOLUTION Based on my interview findings and observations the safe sleep policy was being followed therefore the allegation has been UNSUBTANTIATED. ALLEGATION #2 There is a concern regarding feeding schedules not being followed. FINDINGS According to the information provided on 12/21/23 the six children present in the infant classroom were all sitting at the table during afternoon snack celebrating Christmas. The staff placed plates with food (crackers, puffs) in front of the children who are allowed to eat table food. One child that is only allowed to have jar food per the feeding schedule reached over and grabbed a cracker from someone that was sitting next to her. The facility was closed from 12/25/23 to 1/1/24 for the holidays. On 12/26/23 both administrators and the staff in the infant classroom received a text message from concerned parents regarding a Facebook post they had seen with their child eating a cracker without their permission. The administrators were out of town on vacation. On 12/28/23 they were able to have a conference call with the parents once they were able to finish investigating the incident. They reassured the parents that the incident would not happen again. The staff will not place plates/food on the table until a staff member is able to sit with the children to eat. Ms. Jarrett, administrator stated that usually children that are spoon fed and those that eat table food eat separately. This is to not have the spoon-fed children reach and grab the food they are not allowed to eat. On 12/21/23 they were low in numbers so the teachers placed everyone at the table for the party. The child did not have an allergic reaction and is still enrolled at the facility. I observed video footage of the child eating the cracker on 12/21/23. RESOLUTION Based on the interviews and observations this allegation is SUBTANTIATED because the child was not allowed to eat table food. The visit summary was reviewed with the owner/director, Yolandra Powell and a copy was given to her at the conclusion of the visit today. Upon arrival I was greeted by Yolandra Powell and DeShondra Jarrett, administrators. I completed a general walk-through of the facility observing the indoor environment and outdoor environment with Ms. Powell. The infants were being changed, having tummy time, and engaged in activities with their teachers. The toddlers and preschool children were observed in circle time and center activities. LICENSE STATUS Currently this center operates with a four-star license issued September 2, 2022, earning seven (7) points in Staff Education, four (4) points in Program Standards and one (1) Quality Point. INSPECTIONS *The sanitation inspection was completed on June 12, 2023, with a "Superior" classification. *The fire inspection was completed on November 30, 2023, and the facility is approved for day time care only. *The last fire drill and shelter-in-place drill were both completed on September 19, 2023. *The last playground inspection was completed on November 14, 2023. Prior to today's visit I reviewed the NC Secretary of State's website and observed that the owner of this facility, Abundant Love Christian Family Daycare is listed as current/active. During this visit, a full assessment of Child Care Requirements was conducted. A checklist was used to note the requirements monitored today. The following violations were observed, documented and technical assistance regarding maintaining compliance was offered. Violation Number Comment Rule 807 A safe indoor and outdoor environment was not provided for the children. In space #3 a bottle of white out was not in locked storage. In space #3 and space #5 teacher scissors with a sharp point was on a desk within the children's reach. 10A NCAC 09 .0601(a) 1320 Children's records that include an application for enrollment, medical and immunization records, and permission to seek emergency medical care was not on file for each child. The health assessment for one child currently enrolled did not include the height and weight. Example: a printout from a child's pediatrician must include the same information from the DCDEE medical report form. -White out correction fluid and adult scissors must be kept out of reach of the children.
