Name of Operation: A NEW BEGINNING IV Facility ID: 32002186 Consultant: KIA REID Operation Type: Center Case Number: 0426-296L Visit Date: 5/20/2026 Number Present: 55 Completed Date: 5/20/2026 Age: From 0 To 5 Total Minutes: 60 Time In: 10:00 AM Time Out: 11:00 AM Time In: Time Out: List to Use: Center Type Of Visit: Unannounced Visit Follow-Up Announced/Unannounced: Unannounced The purpose of today’s unannounced follow-up visit was to obtain additional information regarding a report initially investigated on 4/23/26, alleging non-compliance of child care requirements. Chaunte Fullard, Director, assisted me with the visit. Upon arrival, I was greeted by the Director. I completed a general walk-through of five (5) classrooms. There were eleven (11) staff, and fifty-five (55) children present during the visit. Children throughout the facility were observed in outdoor play, personal care routines, and eating lunch. Limited monitoring of child care requirements was conducted during the visit. Supervision, staff/child ratios, use of adequate/approved space, permit restrictions, and discipline were monitored. The License and emergency care plan were posted. On 4/21/26 I received an email from Ms. Fullard, Director, informing me of an incident that occurred on 4/21/26 with a teacher and two children. She stated that while lining up outside on the playground to come inside a teacher held a child down so another child could hit him, instructing the child to “hit him back”. She further stated that the incident was reported to her by a speech therapist, who observed the incident while taking a child back to the classroom after receiving services. Ms. Fullard stated that she questioned the teacher about the incident, and the teacher did admit to telling the child to “hit him back” but didn’t hold the other child. Ms. Fullard stated that the teacher was immediately put on suspension pending further investigation. Ms. Fullard stated that although there are children in the classroom with challenging behaviors it is unacceptable for staff to delegate discipline to other children. A visit was conducted on 4/23/26 and the teacher involved in the incident was not present. During the visit I was able to interview two teachers who were outside at the time of the incident. Neither saw the teacher hold a child down or heard the teacher say “hit him back” however one teacher did see the child hit another child. I was able to talk with the speech therapist after the visit, and the information obtained was consistent with what was given to Ms. Fullard on 4/21/26. The center has cameras inside the center that record, however there are no cameras outside on the playground. While participating in outdoor play the children demonstrated age-appropriate interactions. The teacher maintained a caring environment, talking with the children on their level, and redirecting when necessary. I did not observe inappropriate discipline practices. The following violation of the Child Care Requirements was documented today. Violation Number Comment Rule 906 Discipline was delegated to another child. On 4/21/26 a teacher instructed a child to hit another child in retaliation for his behavior. .1803(a)(3) Your compliance history prior to today’s visit was 99%. Child care programs are expected to achieve and maintain compliance at all times and are required by NC GS 110-90(4) (d) to achieve and maintain an eighteen-month compliance history score of at least seventy-five percent. INVESTIGATION STATUS The investigation was completed during today’s visit. Based on the information received prior to the visit and interviews conducted it was determined that a teacher delegated discipline to another child, therefore the allegation is SUBSTANTIATED. The director stated the center has a zero-tolerance policy for inappropriate discipline practices. On 4/23/26 the director reviewed the discipline and behavior management policy as well as prohibited practices. I verified the documents reviewed and signed by the staff. The teacher has been terminated and was not present today. TECHNICAL ASSISTANCE Staff should model appropriate conflict resolution and use positive behavior management techniques to help children interact safely and respectfully with others. One of the biggest challenges that early childhood educators and administrators face is children’s behavior. Often these behaviors are developmentally appropriate, however, some behaviors can be difficult for a teacher to manage. Providing technical assistance, coaching and professional development for staff to prevent and address these challenging behaviors, as well as promoting children’s social competence can be beneficial.
